Park and Recreation Board
March 3 , 1986
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to
order at 7: 00 P.M., Monday, March 3 , 1986 in the Council Chambers
of the Euless Municipal Building by Chairman Zahn. Other members
present were Mrs . Helen Lightbody, and Messrs. Rod Ashford,
Marland Ernest, Ron Henson, and Alternates Messrs. Michael Chance
and Leon Hogg.
Also present were Julia Wakeley, Recreation Director; Bob Phillips,
Parks Director; and Diretha Crockett, Recording Secretary.
VISITORS
None
INVOCATION
The invocation was given by Mr. George Zahn.
APPROVAL OF MINUTES
The minutes of the regular meeting dated February 3 , 1986 were
approved as written.
I.
KEEP TEXAS BEAUTIFUL REPORT
Mrs. Helen Lightbody reported that Chairman Park and Co-chairman
Lightbody of the Keep Texas Beautiful Committee, will be attending
a recycling clinic in Greenville , Texas on March 18 , 1986 .
She further reported the committee is attempting to organize
three business luncheons at the MBank of Euless to invite local
business people to become more involved in the beautification
program.
Mrs. Helen Lightbody stated they have made a determination on three
awards to be given to businesses for their contribution/achievement
toward landscaping for community enhancement. Plaques will be
presented March 11 , 1986 to Harwood Village, Mobil 105 Main Street,
and Euless Taco Bell.
The Euless City Council has passed an ordinance identifying Euless
Park Board as the Tree Board. This will not involve new effort but
culminate all efforts to date made by our Park Board relative to
planting of trees and gearing our city toward becoming designated
"Tree City,USA" .
The Keep Texas Beautiful Committee plans to enter a float in the
Sesquicentennial Parade. They will have an official "Bee" , Smokey
The Bear, and Woodsey Owl, on a landscaped platform. The latter
two costumes will be provided by Texas State Forestry Department.

Members of the Euless Beautification Program will attend a Keep
Texas Beautiful Week in Grand Prairie, Texas on April 25 , 1986 , and
all the Board members are invited to attend.
She made mention that a program has been submitted by Bob Phillips,
Parks Director, for matching funds on median strips in cooperation
with this program on Highway 10 .
Mr. Zahn stated that (as a Board, we will not have a float) and he
would like to invite everyone on the Park and Recreation Board to walk
with the Keep Texas Beautiful float, on April 5 , 1986.
Chairman Zahn commented he was at the Beautification Program and
several scrap books are being put together to summit to the state.
Chairman Zahn summarized the Keep Texas Beautiful and the "Tree
City,USA" as, if we qualify for it and everything goes, the only
recognition for this will be on Arbor Day 1987. At that time some
representive will come at that time and make a presentation to the
city.

II .
AREA AND FACILITY REPORTS, BOARD MEMBERS
Mr. Rod Ashford reported his area is Bear Creek Park, the park has
a lot of activity, looks great and children are everywhere taking
advantage of the nice weather.
Chairman Zahn reported his area is Oakwood Terrace and J.A. Carr
Park with a lot of activity at both parks. At Carr Park there
are the walkers, joggers ,\ and sunbathers. At Oakwood Terrace with
the picnic tables and cooking facilities , it offers an opportunity
for families to use the park as opposed to the recreation time from
the children after school .
Mr. Marland Ernest reported that Mr. K.B. Fuller took him on a tour
of the Community Building to see the progress being made, and
hopefully the gym will be open before summer.
He further reported that on the same day he stopped by at the Little
Ladies Tea Party, at the Simmons building, and that everyone seemed
to be having a great time.
At the Ruth Millican Center, everything was going well .
Mr. Ron Henson reported his area is Midway Park, since the sun is
out and warm on the week-ends, there is a large increase in activity,
and the park is in good shape. There are picnickers, people out
practicing softball, getting ready for leagues to start.
Chairman Zahn stated, it had been brought to his attention, the
scorekeepers box has been painted a light color, and it needs to be
a dark color for safety reasons.
Mrs. Julia Wakeley stated it had been brought to her attention,
and it is being taken care of.

III .
OBJECTIVE REPORTS, BOARD MEMBERS
Mr. Leon Hogg reported that we 're on hold on our volunteers,
because of the inactivity in February, but it will pick up in
March through the summer for Parks and Recreation.
Chairman Zahn added that he works with the Keep Texas Beautiful
Committee, and their volunteer area, as of last Monday night,
February 24 , 1986 , they had put together 1 , 193 hours of volunteer
time , in relationship to the Keep Texas Beautiful Program thats
going on with the City of Euless. He further added that volunteer
hours saved the City of Euless money, and they need to be put
together.
Mr. Marland Ernest made mention about the facility survey we 've
been doing over the last couple of months. As of now we have 87
completed survey forms , at one time we were talking in terms of
500 surveys. But in talking with others thats probably not
required to get what we ' re looking for from the survey.
Chairman Zahn stated his report was covered with Mr. Leon Hoggs
report on volunteers.
Mrs. Helen Lightbody stated that her objective is HEB area, and
she has put it on hold until Mr. Tom Hart gives her the go ahead
to pursue that in other areas.
Chairman Zahn asked if we 'd had any feed back from the HEB meet-
ing. Mrs. Lightbody replied, just from Mr. Tom Hart, he is work-
ing with Bedford, and as far as Hurst, they are satisfied at this
time with their program. She further commented if we could
combine Euless and Bedford facilities that we already have, we
could satisy a lot more people within both cities.
Mr. Rod Ashford stated his objective is with the utilization of
the facilities , and he is waiting on the outcome of the survey.
IV.
RECREATION OBJECTIVE
Mr. Marland Ernest suggested we continue for another month on our
telephone survey.
Mrs. Julia Wakeley stated she would like to know where the sampling
is, and concentrate on balancing it out, and if we' re getting a
cross section of the population.
Mr. Rod Ashford expressed his opinion, that we should go with what
we get on the survey because it will be a good input for Julia.
Mrs. Helen Lightbody inquired as to who was keeping account of
what areas we' re surveying, and if we could have an updating on
the results of the survey.
Mr. Marland Ernest made the motion that we each strive as best we
can, our dedicated effort to do (20) surveys before the next

meeting, and at the April meeting, that we as far as a collective
Board, terminate our collective effort on this survey with whatever
we have at that time, and that we utilize the listing as much as
possible. The motion was seconded and the vote was:
Ayes: Mrs. Helen Lightbody, Messrs. Rod Ashford, Marland Ernest,
Ron Henson, George Zahn, and Michael Chance.
Nays: None
Mrs . Helen Lightbody expressed concern about the recreation facilities
in Morrisdale.
Chairman Zahn stated he will include this as an agenda item at the
next meeting April 7 , 1986 .
V.
RECREATION DIRECTOR' S REPORT, Mrs. Julia Wakeley
Mrs. Julia Wakeley reported the attendance at the Ruth Millican
Center was 1 , 684 and was 650 at the Simmons Center, total of
2, 334 for the month of February.
The Winter Recreation Classes ended March 1 , 1986, and registration
for Spring Activities is February 24-March 7 , with classes beginning
March 10 , 1986.
The Spring program advertises the Sesquicentennial Celebration on the
cover and on a full inside page. The program has been distributed
to the Chamber of Commerce, Mid-Cities News and Storer Cable for
advertising. The program came out the week of February 24th in the
Shopper ' s Guide , which is delivered to 17 ,000 households in Euless.
The Senior Citizens (35 total) enjoyed their bi-monthly covered
dish luncheon on February 27 , 1986.
At our Little Ladies Valentine Tea Party, eleven little preschool
ladies enjoyed an afternoon tea party on February 14 , 1986 at Simmons.
Attire for the afternoon was "Moms" clothes. A fashion show was the
main event. We felt it was a success, although the attendance
was low. This will be an annual event.
Also, we are having a Little Lads St. Patrick' s Day Shin-Dig (for
the boys) , this will be an annual event.
Mrs . Julia Wakeley further reported, we are currently preparing for
our 5th Annual Easter Egg Hunt, it will be held Wednesday, March 26th
at Midway Park, at 4: 00 pm for ages 0-9 . We are in need of volunteers
for this event.
Mrs. Julia Wakeley commented on the retirement party given for Mrs.
Ophelia Smith, at City Hall, February 28 , 1986 from 10: 00-11: 30 AM.
The City gave her a gold bracelet, inscribed with her initials , and
the year of entry with the City, through her retirement. Mr. Bob
Phillips and the Parks Department gave ner a begonia hanging basket. .
Mrs. Julia Wakeley and the Recreation Department gave her a Neil
Sperry Book and some gardening tools for her time of leisure.
On February 18-21 , she and Betsy Bloxom attended a T.R.A.P. S.
Conference in El Paso, Texas , and brought home information that

will be useful through out the year.
-- The Athletic Report is as follows:
Adult Spring Tennis Registration - 23 registrants
Adult Spring Softball Registration - 49 teams
Walk Across Euless Sesquicentennial Trail Registration - 82
Adult and Youth Soccer started 1986 spring season.
Euless Girls Softball Registration is continuing.
Euless Softball Umpire School - 36 enrolled.
VI.
PARK DIRECTOR' S REPORT, Mr. Bob Phillips
Mr. Bob Phillips reported that he has given out seedlings to all
the 4th graders in the Euless Elementry Schools , pertaining
to Arbor Day.
He further reported the Parks Department has sprayed our trees,
this winter with Dorman oil to kill out the insects. In Midway
Park, (8) large hackberry trees (filled with mistletoe) have
been cut down.
The Parks crews have installed new playground equipment in Blessing
Branch Park.
The jogging trail at McCormick Park is more than half way completed,
the Parks crews have poured 52 yards of concrete, adding 840 feet
to the trail. Farther on down toward Main Street, they have put in
some railroad tyes, to keep the dirt from washing in on the jogging
trail, then they planted some water oaks.
Mr. Bob Phillips stated they have (5) trash cans with cannas bulbs,
they plan to use the trencher through the park, and around the creek,
and line it with cannas bulbs.
At West Park, Parks crews have put down 150 pounds of bermuda grass
seeds on the athletic fields.
All the parks and fields that have irrigation on them, have been
fertilized with 15-5-10 fertilizer.
Mr. Bob Phillips announced that two Parks Department Employees,
Jerry Massey and Jimmy Beck, took their Pest Control Licenses, in
Dallas , and they both passed the test.
The rose bushes at J.A. Carr Park have been trimmed, fertilized,
sprayed, and bark composte pug in the beds.
He further added that on High ay 10 , the Parks crews have put in
bark mulch and rototilled the beds , in prepararion for the
-- landscape timbers, which will soon be put in.
