Park and Recreation Board
February 3 , 1986
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to
order at 7: 05 P.M. , Monday, February 3 , 1986 in The Council
Chambers of the Euless Municipal Building by Chairman Zahn.
Other members present were Mrs. Helen Lightbody and Messrs . Rod
Ashford, Marland Ernest, Richard McNeese, and Alternate Leon Hogg.
Also present were Julia Wakeley, Recreation Director; K. B. Fuller,
Personnel Director; Diretha Crockett, recording secretary.
VISITORS
None
INVOCATION
The invocation was given by Mr. Marland Ernest.
APPROVAL OF MINUTES
The minutes of the regular meetings dated December 2 , 1985 and
January 6, 1986 were approved as written.
I .
KEEP TEXAS BEAUTIFUL REPORT
Mrs. Helen Lightbody reported that the Beautification Committee
had a meeting last month, and had made a few accomplishments.
They are going to put out book markers , with logos on them,
pertaining to Keep Texas Beautiful , to be used at the library.
She further reported that the program Bob Phillips is working on
is landscaping on Highway 10 , for a more permanent nature.
Mrs. Helen Lightbody stated the Sesquicentennial street signs
are up.
She further stated that she did participate in Arbor Day at
the elementary schools, where Bob Phillips gave 400 seedling
plants to the fourth graders.
II.
AREA AND FACILITY REPORTS, BOARD MEMBERS
Chairman Zahn reported that his areas are Carr Park, Oakwood
Terrace, and Kiddie Carr Park, there are new picnic tables
and new grills at the parks , and the parks are in good shape.
Mr. Rod Ashford reported his area is Bear Creek, and that
some of the mileage posts around the jogging track are

broken off, and neither of the drinking fountains work. Other
than that the park is in good shape.
Mr. Richard McNeese reported his areas are South Euless , Euless Jr.
High, Wilshire and Lakewood and this last month there were activity
in all areas except Euless Jr. High, and he has yet to see anyone
using those tennis courts.
He further reported at South Euless, Mr. Bob Phillips still has
some clean up in progress along the creek bank.
Mr. Richard McNeese commented that the basketball courts at
South Euless and Euless Jr. High might be by design, but we
have basketball facilities at both of these areas, that are
totally inoperative , posts are up, cement is there, rims
and nets are long vanished.
He further stated at Wilshire some people are using the facilities ,
and that it must be a late night retreat for the kids, because
of all the refreshment containers laying to one end of the parking
area near the woods.
Chairman Zahn stated we would check with Mr. Bob Phillips about
the basketball courts, and we would analize it further.
Mrs . Helen Lightbody stated her area is West Park, and there has
been no activity there because the fields are still being
worked on.
Mr. Marland Ernest reported his area is the recreation center,
and that everything is going very good.
III.
OBJECTIVE REPORTS, BOARD MENBERS
Chairman Zahn made an opening comment, that he has visited with
Mr. Richard McNeese since the last meeting, at which time it was
indicated that Richard might take Mr. Ken Balsinger' s objective,
which was marketing of the City of Euless. Richard would like
to defer us appointing or assigning him an objective until such
time as he has had an opportunity to explore some avenues, to see
if possibly there was an objective he may be more comfortable with
than that. Bear in mind Ken Balsinger was in the marketing business.
Not that that would not be an objective at some point in time,
but before we go ahead and ask Richard to take on that objective,
I 'd like to just go ahead and put that off at this point in time ,
and let Richard come back with a suggestion to see what he would be
comfortable with, and if its acceptable then we' ll go ahead and
make a decision .
Mr. McNeese added that he might very well select that objective,
he just needed a little more time to think about it.
Mr. Leon Hogg reported on the volunteers area, that in the
Winter months we are in an inactive stage at that time.
We have about 480 hours at this time, and some of it, he doesn' t
have yet.

Chairman Zahn suggested the Keep Texas Beautiful volunteer hours
be added to the total.
Mr. Leon Hogg suggested adding the volunteer hours from the
Sesquicentennial Committee and the Telephone Survey.
Chairman Zahn stated there are many hours not accounted for. He
further stated these are areas we need to accumulate these hours
to reconize not only the volunteer aspect of it, to simulate
some data to see what kind of work, as far as volunteer work.
Mr. Marland Ernest stated he did not have a report on the
Telephone Survey at this time, but would have one next month.
Chairman Zahn stated when we get to the Recreation Objective,
we would just open it up for discussion about the telephone
survey, to see where we ' re going and any problems or questions.
Mrs. Helen Lightbody reported on the HEB joint meeting with the
Assistant Managers of the Cities. She stated that Bedfords
discussion centered around soccer, and that Hurst is satisfied
with their program, as it is. At this point our Assistant City
Manager and Bedfords Assistant City Manager concurred on
what the City of Euless and the City of Bedford can do.
Mr. Rod Ashford stated he had no report until the input from
the Telephone Survey.
IV.
RECREATION OBJECTIVE
Chairman Zahn stated over the last month, we have sat down, begun
our survey, made a number of calls, and that he would open, at this
point in time for any discussion concerning the Survey.
Mrs. Julia Wakeley confirmed we have 55 surveys completed at this
time, and a survey of this kind takes at least 3 months to complete,
(our goal is 500) . Julia stated her staff has been busy with
other things, but she would like for them to set up a personal
goal of so many a week.
Chairman Zahn recommended that we continue the commitment of this
Board to go ahead and sit down at least one night a week, and
give 2 hours , in one evening, a week, and make as many calls
as we can.
Mr. Leon Hogg stated how this survey is getting information to
the citizens of Euless .
Mrs. Julia Wakeley stated the survey is also getting information
to us, the Park Board members.
Followering this, the discussion centered around the Telephone
Survey,and conversations some had had with the Citizens of Euless.
Chairman Zahn concluded the survey is moving along, its moving

a little mythical , we' re getting the information we need, just
want to emphasize the continued commitment and lets go forward with
it until we get the results we' re looking for.
NEW BUSINESS
V.
PARK DIRECTOR' S REPORT, MR. BOB PHILLIPS
Mr. Bob Phillips was out of town at this time, and there was
no report.
VI.
RECREATION DIRECTOR' S REPORT, MRS. JULIA WAKELEY
Mrs. Julia Wakeley took the initutive of enrolling the Board
members in our Walk Across Euless program, and each member
was presented with a T-shirt.
She reported the attendance at the Ruth Millican Center was
1 ,821 and was 800 at the Simmons Center, total of 2 ,621 .
She further reported our Winter classes began January 13 , 1986 ,
with enrollment at 393 . The Spring Session of classes begins
March 10 , 1986 , with registeration March 3rd - 7th.
The Little Ladies Valentine Tea Party is February 14th from
1: 30-3: 00,with activities including a puppet show, games, crafts,
singing, fashion show, and refreshments.
Mrs. Julia Wakeley reported on the Employee Breakfast, which
was called, Omelet Rodeo. About 150 employees attended, and
they were served between 6: 30am-9 : 30am.
She further reported the AARP has a tax service available to
Senior Citizens each Monday from 9 : OOam-1: OOpm at Simmons. They
must call Betsy Bloxom for appointment, this is offered to any
Senior in Euless. From our regular meeting of Senior Citizens
on Thursday, January 30th, 25 of our Seniors enjoyed lunch at Furr ' s.
We have approximately 30 registered for our Walk Across Euless-
Texas Sesquicentennial Trail.
Our Adult Softball and Spring Tennis registeration begins
February 3 , 1986 at the Ruth Millican Center, at 9 : 00 am.
The Softball Umpire School started January 15 , 1986 , and will
continue through March 5 , 1986 .
The 5th Annual Easter Egg Hunt will be Wednesday March 26th,
4: 00pm at Midway Park, ages 0-9 ,and Mrs . Wakeley commended
on the donations and help, we have from our Euless Merchants .

INPUT FROM CITY COUNCIL MEMBERS
None
VIII.
INPUT FROM VISITORS
Mr. K. B. Fuller made mention that the Recreation Department
recently fed the employees of Euless , with breakfast. This was
designed for the Managers to come into Simmons , and cook omelets ,
and the Managers all went away looking good. But he wanted to commend
the Recreation Department because they were the back bone, did all
the work and preparation for the breakfast, and what an outstanding
job they did. He further stated they (Recreation Department) did
the work and we (Managers) looked great.
Chairman Zahn had an item he wanted to read, he received a copy
of a letter from Kay Rainey, City Secretary, it read: January 14 ,
1986 the Euless City Council approved the appointment to the
Park and Recreation Board. The appointment is to fill the Alternate I
position, which will expire at the time the annual appointments
are made in 1986 , his name is Michael Chance.
Chairman Zahn suggested when we do a telephone survey, at the end
of the conversation, to invite the person to the Park and
Recreation Board Meeting.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned
at 8 : 00 P.M., with a closing prayer by Chairman Zahn.
