HomeMy WebLinkAbout1986-01-06. y Regular Meeting Park and Recreation Board January 6 , 1986 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7 : 00 P.M. , Monday, January 6 , 1986 in The Council Chambers of the Euless Municipal Building by Chairman Zahn.' Other members present were Mrs . Helen Lightbody and Messrs . Rod Ashford, Richard McNeese, and Ron Henson. Also present were Mr. Leon Hogg, alternate Board member; Julia Wakeley, Recreation Director; Bob Phillips , Park Director; K. B. Fuller, Personnel Director; Diretha Crockett, substitute recording secretary. VISITORS None INVOCATION The invocation was given by Mr. Ron Henson. APPROVAL OF MINUTES The approval of the minutes of December 2 , 1985 were postponed until the meeting of February 3 , 1986 . I . KEEP TEXAS BEAUTIFUL REPORT Mrs . Helen Lightbody reported that the Beautification Committee had a productive meeting last month, and decided to allocate some funds for Highway 10 , (the median strip) for a more permanent nature , when work begins this summer. She further reported that were quite a few activities mentioned by Ron Tipton as far as youth groups are concerned. Also,Ron Tipton is getting response from the letters he mailed out, last month. II . AREA AND FACILITY REPORTS, BOARD MEMBERS Mr. Ron Henson reported that a couple of Sundays ago and during the holidays , he went by Midway Park. The weather was sufficient enough for people to get out and there was picnicing and child- ren playing in the park. The park has been used more in the last • couple of weeks , than the last couple of months. He further reported the park is still in good shape. • Regular Meeting, Park and Recreation Board, January 6 , 1986 , Page 2 Chairman Zahn reported his area was Carr Park and the Simmons Building. He stated that Bob Phillips has done a lot of work in the new area of the park, and some new trees have been planted. The park still has a continuum of joggers , not like it was in the summer, but it is still being used. At Kiddie Carr Park there is little or no activity. He went on to say that Oakwood Terrace is getting a lot of use by the school children. He further reported that the park is in good shape. Mr. Richard McNeese reported his area of responsibility is South Euless , he checked out the work done on the Old Iron Bridge , it was a good job. The sidewalk that had been put in looked good. He further reported the park looked good, that the creek bottom was being cleaned, and the trees had been trimmed, but there was very little activity in the park. On the other parks , he reported there was very little activity on the tennis courts at Euless Jr . High, but at Lakewood there was a lot of activity ao the tennis court. Mrs . Helen Lightbody reported there was very little activity at West Park. Mr. Rod Ashford reported that Bear Creek is his area, everything is going great and the playground equipment is in good shape. III . OBJECTIVE REPORTS, BOARD MEMBERS Mr. Rod Ashford had nothing to report. Mrs. Helen Liahtbody stated there is a meeting this month, January 13 , 1986 , between the three cities of, Euless , Bedford, and Hurst to discuss areas of interest. Chairman Zahn stated his objective is Parks volunteers and he had nothing to report. Mr. Ron Henson reported he has the other half of the volunteers , and he had nothing to report. IV. RECREATION OBJECTIVE The discussion centered around the telephone survey for Parks and Recreation. After some discussion, it was decided to meet Tuesday, January 14 , 1986 at 6 : 30 P.M. at the Simmons Building, to start the telephoning. • Regular Meeting , Park and Recreation Board, January 6 , 1986 , Page 3 NEW BUSINESS V. RECREATION DIRECTOR' S REPORT, Mrs . Julia Wakeley Mrs . Julia Wakeley reported the attendance at Ruth Millican Building was 869 , (not including the three City banquets) and was 450 at the Simmons Center, (not including the Special Events) . The three City banquets held at the Ruth Millican Center were , City Employee Banquet , Police Department Banquet, and the Fire Department Banquet. The Special Events held at the Simmons Building were the Senior Citizens Christmas Luncheon on December 19 , 1985 and the Pre- School Christmas Party on December 13 , 1985 . The class programs are in the mail, registration begins December 13 , 1985 through January 10 , 1986 and classes start January 13 , 1986 through March 1 , 1986 . The City of Euless Sesquicentennial Flag Contest has been completed. The schedule for public announcement is January 14 , 1986 , at the City Council Meeting. VI . PAR( DIRECTOR' S REPORT, MR. BOB PHILLIPS Mr. Bob Phillips reported that the cannas in the bed at the City Complex have been dug up to be divided, and stored in oerlite and put into barrels for the winter. Two years ago five hundred rhizomes were planted, we now have approximately two thousand five hundred. The park crews will replant the bed at City Hall with five hundred and the extras to be planted at various areas in the city. The park crews have turf shaped the jogging trail at J. A. Carr Park. He further reported that tensil was put on the Crepe Myrtles around City Complex, an Australian Pine tree was put in the City Lobby for our Christmas tree , this will be planted on the south side of City grounds with the hope that some day it will become the "outside" Christmas tree . Also, poinsettas were delivered to the City Council and Park and Recreation Board Members , along with plants delivered to offices at the Fire Department, Police Department, Streets and Utilities , Service center, Recreation Office , Library and City Complex. He further stated on December 16 and 17 , three park employees attended the Annual Texas Turfgrass Conference in Fort Worth. The HEB school district and the City of Euless Park Department have an agreement to save some of the trees on the land where the future stadium is to be built. The agreement is a 60-40 for removal of the trees by the Park Department crews . • Regular Meeting, Park and Recreation Board, January 6 , 1986 , Page 4 So far, the park crews have balled & burlaped two hundred and ten trees and bare rooted one hundred and twenty five trees which have been planted into five gallon containers . On January 2 , 1986 , Mr. and Mrs. Bob Phillips and Mrs. Carolyn Park went to Sulphur Springs, and presented Sulphur Springs with a two inch caliber tree for the beautification of our sister city. Also, we made a plaque so they could put it in the ground. The newspaper, and local television were out for the presentation of the tree . Mr. Bob Phillips made mention of a cub scout, working for his Merit Badge, had planted twenty five seedling trees at Bear Creek Park. His responsibility is to water the trees for thirty days , at which time he will receive a certificate, of the work completed. VII. INPUT FROM CITY COUNCIL MEMBERS Mr. K. B. Fuller commended the Board Members for their support of the Park and Recreation telephone survey. VIII .
