HomeMy WebLinkAbout1985-11-04 Regular Meeting Parks and Recreation Board November 4 , 1985 CALL TO ORDER The regular meeting of the Park and Recreation Board was called to order at 7 : 00 P. M. ,Monday, November 4 , 1985 , in the Council Chambers of the Euless Municipal Building by Chairman George Zahn. Other members present were Mrs. Helen Lightbody and Messrs . Marland Ernest and Ron Henson. Also present were Mr. Leon Hogg and Mr. Richard McNeese , alternate Board members; Julia Wakeley, Recreation Director; Bob Phillips , Park Director; Diretha Crockett, substitute recording secretary. VISITORS Mrs. Bonnie O' Brien attended the meeting. INVOCATION The invocation was given by Mrs. Helen Lightbody. APPROVAL OF MINUTES The minutes of the regular meeting dated October 7 , 1985 , were approved as written. OLD BUSINESS I. KEEP TEXAS BEAUTIFUL REPORT Mrs. Helen Lightbody reported on the paper drive on October 19 , 1985. Mrs . Helen Lightbody further stated that she received in the mail , a contribution of $1800 . 00 from Triland Development Co. for the Keep Texas Beautiful Committee of Euless. Chairman Zahn announced that the Keep Euless Beautiful Committee has designated the Red Oak Tree, as the City tree of Euless. Chairman Zahn further reported that Ron Tipton, working with some youths , cleaned up a yard off of Ash and Main (a vacant house where the yard was overgrown) . They placed a sigh in the yard, which read, "Youths working for the City of Euless . " Mr. Phillips reported that one Eagle Scout, Steve Dryer, working for his badge, supervised eight other boy scouts . They proceeded in reworking the flower beds on Highway 10 . Then, in the beds , they planted flowers ,furnished by the City of Euless. Chairman Zahn announced that Mr. Bob Phillips had passed out "Beautify Texas" badges before the meeting , and he also has round tuits and bumper stickers . Regular Meeting, Park and Recreation Board, November 4 , 1985 , Page 2 Mr. Phillips reported plans to rework the flower beds at the Highway 10 median strips, after the frost. Chairman Zahn presented Mrs . Helen Lightbody with a plaque, for her volunteer work in the flower bed on Highway 10 . II . AREA AND FACILITY REPORTS , BOARD MEMBERS Mr. Ron Henson, liaison for Midway Park, had nothing to report. Mr. Marland Ernest, liaison for Ruth Millican Center, reported that everything was going normal at the center. Mr. Marland Ernest mentioned the Special Event (10k Run) that it went off extremely well , and the input from participants was all favorable. Mr. Marland Ernest was concerned how we could better advertise. Mrs . Julia Wakeley commented that we had placed the ad in the Running Magazine, but they already had their layout. Letters were sent to the five high schools in the area, also to the newspapers and radio stations in the surrounding areas. She further suggested the Liberty Run in Dallas , on the same day, had some effect on our total of participants. Chairman Zahn reported that he had not been to Oakwood Terrace, but that J. A. Carr Park had a lot of activity with walkers and joggers. III . OBJECTIVE REPORTS , BOARD MEMBERS Mrs . Helen Lightbody had nothing to report on her objective , working with Hurst and Bedford to promote joint efforts . , Chairman Zahn reported that his objective is volunteers . Mr. Leon Hogg, chairman of Volunteer Services , reported on the volunteers for the 10k Run, there were 46 volunteers , total of 160 hours , and 4 Park Board Members . The Spook House had 60 volunteers with a total of 480 hours . This program started in April 1985 , the total of hours to date is 10742 @ $4 . 00 an hour, equals $4298 . 00 . Many hours have not been turned in and recorded yet. Chairman Zahn read two letters , Rod Ashford will be on temporary leave through January 1 , 1986 , at which time he will be a full Board Member active status. Mr. Ken Balsinger summited his resignation, and has been appointed to the Planning and Zoning Commission. • Regular Meeting , Park and Recreation Board, November 4 , 1985 , Page 3 Alternate William Engle Jr. has been appointed to the Planning and Zoning Commission. Chairman Zahn further stated that Mr . Leon Hogg and Mr . Richard McNeese will remain on the board in a alternate status until the City Council make an appointment. NEW BUSINESS IV. RECREATION OBJECTIVE Chairman Zahn suggested that our community survey from the last meeting, be discussed. Mr. Marland Ernest stated we discussed an assessment of citizens needs. Mr. Marland Ernest further stated the telephone survey would be more productive. There was further discussion on how this survey should be conducted. Mr. Ron Henson suggested that the Board Members should be involved. Mrs . Julia Wakeley illustrated different types of surveys, such as: Mail Survey, Self-Administered Survey, Personal Interview, Telephone Interviews , and Field Observations . The major factors such as: Cost, Administration, Privacy/Anonymity, Sample size/ Coverage Time required, Personal Contact, and Flexibility. Mr. Leon Hogg suggested that a training session prior to the actual calling would be beneficial. Mr. Marland Ernest made a motion to work with Mrs. Julia Wakeley and Mr. Bob Phillips to establish formal method to conduct the survey. Mr. Leon Hogg seconded the motion. Chairman Zahn stated if the motion was affirmed, that all the Board Members would be involved in the telephone survey. The vote was as follows: Ayes: Mrs . Helen Lightbody, Messrs . Zahn, Ernest, Henson, Hogg, and McNeese. Nays: None. V. RECREATION DIRECTOR' S REPORT, MRS. JULIA WAKELEY The attendance at the Ruth Millican Center was 2 ,002 (including the Spook House) , and was 950 at the Simmons Center, total of 2 , 952. Fall II classes started October 28 , 1985, and will continue through December 14 , 1985 . There are 471 participants involved in class activities. Regular Meeting, Park and Recreation Board, November 4 , 1985 , Page 4 The 1985 Fall Softball season is officially over. The Senior Citizens had a covered dish luncheon October 31 , and the Euless M Bank provided the dessert. The Bank President, Mr. Porterfield, and Mr. and Mrs. McCormick joined the Senior Citizens for lunch, which had a Halloween theme. The Senior Citizens will go shopping at North East Mall on - November 5 , 1985 . This is the first of two shopping trips to help them shop for Christmas. The Senior Citizens Thanksgiving luncheon will be November 21 , 1985 , you are all invited. The Spook House was a great success. We had over 360 people come to see it, and had to turn some away. We had 60 repeat shows and we were performing for a little over three hours. There were seventy-two total members of the "Scream Team" from the followering departments: Police, Fire, Public Works , Park, Finance, Personnel, Administration, Enviromental Health, Service Center Maintenance , and of course, Recreation Staff and Recreation Instructors. VI . PARK DIRECTOR' S REPORT, MR. BOB PHILLIPS Mr. Bob Phillips reported that on the Airport Freeway side of the City Complex, has been overseeded with rye grass. All the Lantana around the City Complex has been transplanted to the City Greenhouse, (600 cuttings have been propagated for next Spring plantings . 200 Bradford pear trees were transplanted from five gallon containers to fifteen gallon containers , for further use in , beautification. (The drip system is being used, they are one inch tall now, and should be two inches tall next year) . 300 Pansy plants were planted in the median strip on Highway 10 . Due to recent rains the fire ants have been on the increase. It has taken two men, one week for spraying the soccer, football , and baseball fields . Three acres on Simmons Drive adjacent to J. A. Carr Park, have been donated to the City. The Park Crews have trimmed trees and brush from the area. Mr. Bob Phillips further stated the split rail fence has been moved to enclose the acreage into the park grounds. Regular Meeting, Park and Recreation Board, November 4 , 1985 , Page 5 VII . INPUT FROM CITY COUNCIL MEMBERS There being no input from council Members , Chairman Zahn proceeded to the next agenda item. VIII . • INPUT FROM VISITORS Mrs . Bonnie O'Brien stated that she was one of the regular walkers at J. A. Carr Park and noticed the extension on the fence, at the park on Simmons Drive. Mrs . Bonnie O'Brien expressed concern if part of the area could be used for parking, for the walkers and joggers. Mr. Bob Phillips responded that he would like to see a parking area. there. Mr. Bob Phillips further stated, it has been suggested that a parking area be made near the building, but that he would not want to lose the large trees. Mrs. Julia Wakeley stated that the present limited parking predicated the recreation capacity for the Recreation Buildiryg.
