Park and Recreation Board
September 9 , 1985
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to
order at 7 : 00 P.M. , Monday, September 9 , 1985 , in the Council Chambers
of the Euless Municipal Building by Chairman George Zahn. Other
members present were Messrs . Marland Ernest, Ron Henson, and Ken
Balsinger.
Alternate Leon Hogg attended the meeting.
Staff members in attendance were Personnel Director Ken B. Fuller,
Recreation Director Julia Wakeley, Park Director Bob Phillips, and
Ophelia Smith, secretary.
VISITORS
Visitors attending the meeting were Councilwoman Carolyn Park, and
Mr . Peter Staks , Triland Development Company.
The invocation was given by Mr. Ron Henson.
APPROVAL OF MINUTES
The minutes of the regular meeting dated August 5 , 1985 , were apprpved
with the following correction requested by Alternate Leon Hogg:
Page Three , Paragraph Five; change the name "High School Pep Club"
to "Euless Junior High Pep Club. "
ITEM 1 : AWARDS PRESENTATION
Mrs. Carolyn Park presented Mr. Peter Staks, representative of Triland
Development Company, developers of Villages of Bear Creek, with a
plaque in appreciation of the many things they are doing in the City
of Euless .
Chairman Zahn made mention of a piece of correspondence from Mrs .
Willie Mae McCormick. He stated that the Board appreciates
Mrs . McCormicks concern and her interest in the Board' s activities .
ITEM 2 : KEEP TEXAS BEAUTIFUL
Mrs . Carolyn Park, co-chairman of the Keep Texas Beautiful committee
in Euless , reported that she had attended a "Clean Up" meeting in
Lewisville on Saturday, August 31st. The event was well organized,
and over two hundred citizens assisted with the project. Mrs . Park
stated that it was very successful , and would like to see something
like that carried out in Euless.
Mrs . Park announced that there would be a paper drive in the City
on October 19 , 1985 , manned by the Knights of Columbus . A flyer
announcimg the date of the paper drive will be placed in the shopping
bag of each person at the local grocery stores. Educational material

will be on the flyer about litter. This will be a push for the paper
drive plus an educational word for Beautify Euless Everyday.
Mrs. Park stated that she had delivered the Seventeen Curriculum
Guide to the School Administration office. This will reach thousands
of children from kindergarten through the sixth grade .
Mr. George McKinney, Beautify Euless Everyday; Mrs. Betty Yarbrough
and Mrs . Julia Wakeley, co-chairmen of the Sesquicentennial committee,
met with the City Council and requested a portion of North Main Street
between Midway Park and Mid-Cities Blvd. be designated Sesquicentennial
Trail. This is a joint project between the Sesquicentennial and
Beautification committees. The street will be landscaped; new street
signs installed; and new, decorative street lamps installed if funds
are made available.
Mrs. Park stated the Texas Conservation Association plans to plant '
wild flowers along side the State Highways in connection with the
Beautification Program and the Sesquicentennial Celebration.
Mrs . Park asked the Board to consider choosing a City tree . After
some discussion, she suggested the Board think about it and discuss
it further at the next meeting.
ITEM 3 : AREA AND FACILITY REPORTS
Mr. Balsinger reported that usage of South Euless Park has dropped';
off somewhat. The park looks good despite the hot dry weather .
Chairman Zahn stated that J. A. Carr Park, Kiddie Carr Park , and
Oakwood Terrace playground are his responsibility. There is very
little activity in Kiddie Carr Park. The jogging trail at J. A.
Carr Park gets a lot of use, and the park in general has a lot going
on expecially in the late afternoons . Activity at Oakwood Terrace
'3layground has picked up recently with the opening of the new school
term.
Mr. Ernest stated that he had nothing to report.
Mr. Henson reported that usage of Midway Park has slowed down, but
will begin to pick up with the cooler weather and the Fall athletics .
ITEM 4 : OBJECTIVE REPORTS
Mr. Leon Hogg, chairman of Volunteer Services , reported that there
has been quite an increase in volunteers. We now have thirty-two
volunteers plus thirteen volunteers in the process of being documented
and papers drawn up. Also, the Euless Jr. High Pep Club with a member-
ship of sixty-five, has volunteered as a group, and will do group
projects . This brings the total to one hundred and ten (110) volunteers .
Two events planned for the near future are the 10k Run and the Spook
House will need volunteers .
Chairman Zahn' s and Mr. Henson' s reports were encompassed in Mr. Hogg' s
report.

Mr. Balsinger stated that he is having quite a lot of flyers printed
for the Beautification Committee.
After some discussion Chairman Zahn asked the Park and Recreation
Directors to review the original list of Objectives and perhaps make
some additions . Objectives where there is little or no activity for
long periods could be placed on hold, and members could direct energies
into new channels . This will be placed on the Agenda for discussion
next meeting.
After some discussion regarding member attendance Mr. Henson made the
motion to write a letter to the City Council requesting a guideline
regarding absenteeism.
Mr. Ernest seconded the motion and the vote was:
Ayes: Messrs. Balsinger, Zahn, Henson, and Ernest.
Nays : None.
Chairman Zahn declared the motion carried.
ITEM 5: RECREATION DIRECTOR' S REPORT
Mrs. Wakeley reported that Fall Recreation classes have a total
enrollment of 478 people for the first seven-week session. Classes
are filled to 90% capacity.
Attendance at the Ruth Millican Center is August was 1 , 353 . Six
hundred-sixteen people attended the Simmons Recreation Center during
the month.
The second annual 10k Run will be Saturday, October 12 , 1985 .
We will have a Spook House at the Ruth Millican Center on October 26th
in celebration of Halloween.
There are 58 teams participating in the Fall Softball League.
Adult soccer has 115 participants this fall . There are 700 youths
registered in the Fall Soccer program.
Movies in The Park was one of our most successful efforts this past
summer. We had an average attendance of 250 to 300 . Everyone
enjoyed viewing good movies in a relaxed atmosphere.
ITEM 6 : PARK DIRECTOR' S REPORT
Mr. Phillips reported that the irrigation crews have repaired all
leaks on Ector median strips , City Hall , West Park, and Bear Creek
Park. Also , they have added over 100 new sprinkler heads to irri-
-- gation system at the Civic Center Complex. The water pump system
for cooling pads at City Greenhouse has been replaced.
Vandals have destroyed the water faucets in the restrooms at Bear
Creek Park; these have since been replaced.

Two small culverts have been installed at McCormick Park , (Main Street
side) to help eliminate runoff water.
Mr. W. W. McCormick has donated a picnic table to McCormick Park ,
which has been delivered and installed.
Park Crews have spread 60 yards of sand in the playground area in
Midway Park. All bleachers have been moved, cleaned out from under-
neath, and put back in place.
The large ficus tree inside the Community Building has been trans-
planted in the City Greenhouse.
The Ruth Millican Center has been sprayed both inside and outside for
ants .
Boresol has been applied to all trees in the City Parks and the
Civic Center Complex.
The Park Crews have weeded, trimmed, and fertilized the City Tree
Farm. The Rose Garden has been fertilized with a fertilizer contain-
ing systemic for the control of insects.
New flower beds have been prepared on Fair Oaks Boulevard for the
Beautification Committee.
At the growing nursery, 70 yards of potting soil was used to plant
1 , 835 trees and shrubs into five-gallon containers . Also, a drip
irrigation system was installed to water the new stock.
Groundskeeping Crews have weeded and turned all flowerbeds in parks,
the median strips , and the Civic Center Complex. The Water Truck
has been watering three days of each week. Grooming of all City
property is continuing.
ITEM 7 : INPUT FROM CITY COUNCIL MEMBERS
Mrs . Park remarked that she is very proud of everything the Board is
doing. Also, she is very pleased that so many people are becoming
involved in the Beautification Program.
ITEM 8 : INPUT FROM VISITORS
Mr. Fuller remarked that he had viewed the operation at the City
Greenhouse, and recommended everyone take a look at the new drip
system of irrigation.
COMMENTS:
Chairman Zahn commented that the Board appreciates Mrs . McCormick' s
concern, and her interest in the Board' s activities. A note from
her was passes for Board members to read, then given to the Secretary
to be placed in the files.
(Correction: Mr. Ron Henson was elected Secretary of the Park and
Recreation Board, 1985-86 , rather than Mr. Marland Ernest, as the
August minutes reflected. )

ADJOURNMENT
There being no further business before the Park and Recreation Board,
the meeting was adjourned at 8: 15 P.M. with a closing prayer by
Chairman Zahn.
