Park and Recreation Board
July 1 , 1985
CALL TO ORDER
The regular meeting of the Park and Recreation Board was called to
order at 7 : 05 P.M. , 1985 , in the Council Chambers of the Euless
Municipal Building by Chairman Ron Henson. Other members present
were Mrs. Helen Lightbody, Messrs. Marland Ernest, and Geroge Zahn.
Staff members attending the meeting were Personnel Director
Ken E. Fuller, Recreation Director Julia Wakeley, Park Director
Bob Phillips , and Ophelia Smith, secretary.
VISITORS
Visitors attending the meeting were Mrs. Patsy Phillips, and
Councilwoman Carolyn Park.
INVOCATION
The invocation was given by Mr. George Zahn.
Chairman Henson introduced Leon Hogg and Richard McNeese, two new
alternate members on the Park and Recreation Board.
APPROVAL OF MINUTES
The minutes of the regular meeting on June 3 , 1985 , were approved
as written.
RECOGNITION OF VISITORS
Visitors Mrs. Patsy Phillips, Councilwoman Carolyn Park, and
Personnel Director Ken B. Fuller were introduced.
ITEM 1: INPUT FROM CITY COUNCIL MEMBERS
Mrs. Carolyn Park commented that she is very excited about the many
things going on, at the present time, in Euless. Two activities
the City is involved in are the Sesquicentennial Celebration, and
the 1985 Governor' s Beautification Program. She remarked with pride
on the Park and Recreation Board' s support of these programs.
Mr. Park remarked that the City is very fortunate to have a vital
Board such as Park and Recreation. All members are very active in
many areas of the City. The Board will be sponsoring the very
worth-while Beautification Program again this year.
Chairman Henson read a "Thank you" note from Mrs. Willie Mae
McCormick.

ITEM 2 : KEEP TEXAS BEAUTIFUL PROGRAM REPORT
Chairman Henson requested the Secretary read Resolution No. 85-602 ,
whereby the City Council pledges support of the 1985 Governor' s
Beautification Program.
Mrs. Lightbody reported that on June 5 , 6 , and 7 , Bob Phillips ,
Carolyn Park, and Helen Lightbody attended the "Keep Texas Beautiful"
annual meeting in San Antonio. The group attended various meetings
on winning technique, and learning the rules governing this year' s
contest. The enthusiasm encountered in representatives from other
cities was quite impressive. San Antonio, the host city, was a
super example of the program.
Mrs. Lightbody stated that the "Keep Texas Beautiful" committee in
Euless has had two work sessions recently planning tactics for
winning in 1985 . She outlined procedures , stating that the program
is geared to include persons from First Grade to Senior Citizens.
Mrs. Lightbody announced that the Beautification Committee will meet
the last Monday of each month in the Fuller Room at the Library.
ITEM 3: OBJECTIVE REPORTS
Mr. Ernest stated he had nothing to report.
Mrs. Lightbody stated that she was disappointed that she could not
see any area where Euless could work jointly with other Mid-Cities.
Mrs. Wakeley reported that Mrs . Park is planning to sponsor a
Forty-Two Tournament for Senior Citizens in the Mid-Cities area
in August.
Mr. Zahn, who is representing parks for volunteer services, stated
that he would work with Mr. Phillips and his needs, and coordinate
the program with Mr. Hogg, coordinator of volunteers.
Mr. Hogg stated that there are eleven registered volunteers in the
program. There are other volunteers working who have not filed
applications. Records are being kept of their time.
Mr. Hogg stated that four volunteers worked at the Minor Girl' s
Softball Regional Tournament on June 28 , 29 , and 30 . Two volunteers
worked four hours each. One volunteer worked five hours, and another
one worked seven hours. Twenty hours of volunteer service were
donated during this tournament.
A volunteer worked five and one-half hours at Movies in the Park,
on Friday, June 28 .
Mr. Hogg stated that to date seventy-five and one-half volunteer
hours have been worked, which amounts to an estimated saving of
$302 for the City.
Events in the near future where volunteers will be needed are a

Fun Run Meet for youths eighteen years of age and under, and in
August , Euless will host the Men' s Open Softball State Tournament.
Mr. Hogg presented a sample Poster for the Board' s approval to place
before the public for recruiting volunteers . He also suggested
giving Bumper Stickers , advertising the Volunteer Program, to
volunteers in the program.
After some discussion the Board concured with Mr. Hogg' s recommend-
ations , and Mr. Ernest made the motion to pursue advertising for
volunteers , and suggested coordinating with Mrs . Wakeley and
Mr. Phillips to determine quantities of Posters and Bumper Stickers.
Mr. Zahn seconded the motion which passed unanimously.
ITEM 4: AREA AND FACILITY REPORTS
Mrs. Lightbody, liaison for West Park, reported that a large pothole
in the street entering the park has been repaired.
Citizens have reported some lights out on the ball fields. One of
the guard lights has been turned off prior to relocation.
Mrs. Lightbody stated that a fence is needed on the west side of the
park.
Mr. McNeese remarked that the new field for little girls built
recently was much needed and very much appreciated.
Chairman Henson reported that he visited Midway Park recently on a
Saturday afternoon, and all areas of the park were being used.
People were practicing softball, swimming, picnicking, playground
equipment was being used, and people were playing tennis. The park
is in beautiful shape and well used.
Mr. Ernest, liaison for the Recreation Center and Special Events ,
stated things seem to be going well at the Ruth Millican Center.
Mr. Ernest stated that he went to the Track Meet on Saturday,
June 29 , and stayed for a short time. It appeared to be progressing
favorably.
Mr. Zahn remarked that J. A. Carr Park is being used quite extensively.
The jogging trail has had an application of wood shavings, and is in
good shape. The trail is used early in the mornings and late
afternoons during the current warm weather.
Mr. Phillips replied to a question of installing additional lighting
in J. A. Carr Park that it would need to be added to the Budget.
Mr. Zahn stated that he has had reports of people in the park early
in the morning who were not joggers. Their presence made joggers
feel uncomfortable.

Mr. Phillips stated that he would notify the Chief of Police, and
request close surveilance of the park.
Mr. Zahn stated that Oakwood playground is being used quite a lot.
The shade trees planted recently around the playground seem to be
in good shape.
ITEM 5: RECREATION DIRECTOR' S REPORT
Mrs. Wakeley reported that the attendance at the Community Building
for the month of June was 2 ,400 . The Ruth Millican Center had 1 , 710
persons participating in activities at the Center.
Registration for structured activities and classes for the seven-
week period from June 3 to July 19 totaled 563.
A Mini Session of four weeks will begin July 22. Registration for
this session will begin on July 15 .
The Community Building will close August for renovation. This will
be possibly for a six-month duration. Classes and/or activities
will be moved to the Ruth Millican Center and/or the Simmons Center.
Movies in the Park have been well attended. Approximately 250 persons
attended "Old Yeller" on June 14 . "Pinocchio" , which was shown on
June 28 , had an estimated 300 persons in attendance. Walt Disney' s ,
"Rascal" , will be shown on July 12 .
The movie "Tentacles" will be shown at Midway Pool , on July 20th,
for persons sixteen years of age and over.
Dedication Ceremonies for the Ruth Millican Center were held on
June 13 . Seventy-five attended this event.
The Gamefield Fitness Court at Bear Creek Park was dedicated in the
afternoon on June 13.
The Senior Citizens had a covered dish luncheon at Simmons Center
on June 27 .
A Visiting Nurse ' s Association representative will present a talk
and discussion about summer health care to the Senior Citizen group
on July 18 .
There were 250 youths involved in swim classes this summer. There
were 16 youngsters in Kinder Camp, and 35 in Day Camp. Kinder Camp
was held a Simmons Center and Day Camp at Midway Park.
There was a Sesquicentennial Committee meeting on June 27.' The
main topic of discussion was marketing the Sesquicentennial concept.
Video equipment has been ordered, and we have begun interviews for
the Oral History of Euless.

Softball will finish the current season on July 11 . Church play-
offs will be held on July 13 .
Euless will send ten Men' s Slow Pitch Softball teams to Regionals;
seven Women' s teams , and two Church teams .
Men' s Open State T.A.A.F. Softball Tournament will be on August 2 , 3 ,
and 4 , at Softball World.
Girl ' s Softball will send seven teams to Regionals which will be
played in Hurst on July 19 and 20 .
Euless hosted the T.A.A.F. Minor Girl ' s Regional Softball Tournament
Saturday, June 29 .
Euless Boys Baseball has concluded the 1985 season. They will host
a tournament July 8 - 12 , 1985 .
Euless will have a qualifying tournament in Tennis July 8 , 9 , and 10 ,
for Region IV T.A.A.F. Tournament on July 18 . State Meet will be in
Grand Prairie August 8 - 11 .
There were 124 youths in the Track program this year. Thirty-four
will go to the T.A.A.F. State Meet. Eighteen will go to U. I.L. for
State competition.
The Recreation programs will have the N.R.P.A. , "Life, Be In It" ,
logo on the cover this year.
Chairman Henson commented that the Dedication Ceremony of the Ruth
Millican Center was a very nice affair.
ITEM 6: PARK DIRECTOR' S REPORT
Mr. Phillips reported that dirt has been removed from the hike and
bike trail in Bear Creek Park and the surface cleaned. The area of
the trail damaged by water seepage has been repaired and problem
corrected.
On the softball diamond in Bear Creek Park an irrigation head has
been installed in the infield to prevent dust during softball play.
Potholes in the street entrances to West Park, Midway and South
Euless Parks have been repaired. The Street Department helped
with these repairs.
Large chunks of concrete and debris have been cleared from Westpark
Way in order that the area may be mowed.
Irrigation heads have been installed in the infields on the Girl ' s
Softball fields at West Park. A water fountain has been installed
on field No. 3 at West Park .
A water fountain has been ordered for the T-Ball field at Midway Park.

An automatic irrigation system has been installed in the rose garden
at J. A. Carr Park. The rose garden is fertilized each month with a
fertilizer containing systemic to control insects.
Two loads of wood shavings have been turf-shaped into the jogging
trail at J. A. Carr Park.
The Park Crew sprays an insecticide at J. A. Carr Park on Fridays
before movies are shown to control fire ants and insects.
Mr. and Mrs. Bob Phillips, Mr. and Mrs. L. N. Lightbody, and
Mrs. Carolyn Park represented the City of Euless at the Governor' s
Beautification Annual Awards Conference in San Antonio June 5 , 6 , and 7 ,
1985 . Mr. George McKinney, a resident of Euless and a past president
of the Beautify Texas Council , joined them at the Conference.
Mr. Phillips stated that, even if Euless does not win the contest
this year, we will have a better City for having entered.
All mowing throughout the City is one hundred per cent.
Mr. McNeese commended Mr. Phillips for cleaning up, planting grass ,
and keeping the area up where he has coached softball for a number
of years.
Chairman Henson reminded the Board members that there will be an
election of officers at the next regular meeting.
COMMENTS:
Mr. Hogg commented on the good coverage the City of Euless has been
getting in the local newspapers recently.
ADJOURNMENT
There being no further business before the Park and Recreation Board,
the meeting was adjourned at 9: 00 P.M. with a closing prayer by
Chairman Henson.
