HomeMy WebLinkAbout1984-12-03 Regular Meeting Parks and Recreation Board December 3 , 1984 CALL TO ORDER The regular meetina of the Parks and Recreation Board was called to order at 7: 00 P.M. , December 3 , 1984 , in the Council Chamber of the Euless Municipal Building by Chairman Ron Henson. Other members present were Mrs. Helen Lightbody, Messrs. Ken Balsinger , La.rland Ernest , and George Zahn. Also present were William T. Engle, Jr. , alternate Board member, Parks Director Bob Phillips , Recreation Director Julia Wakeley, eici Recording Secretary Ophelia Smith . ✓ ESITORS Mayor Pro Tem Willie Mae McCormick attended the meeting. INVOCATION The minutes of the regular meeting dated November 5 , 1984 , were approved as written-. I . AREA AND FACILITY REPORTS Mr. George Zahn, liaison for Oakwood Terrace playground , J. A. Carr Park , and Kiddie Carr Park, recommended planting shade trees around the playground equipment at Oakwood Terrace to provide some .protection from the sun. Mr. Zahn suggested that removing windows and doors from the buildings at Kiddie Carr Park might possibly prevent some of the vandalism, as it is probably out of curiosity that vandals are breaking into the buildings . Mr. Phillips replied that the building housing the n 'draulic system for irrigation is the only one that needs to be locked . Mr. Zahn stated that J. A. Carr Park is a busy little park , and in good shape . Mr. Marland Ernest is liaison for the Community Center , Soecial ',vents . Mr. Ernest reported that he attended the Senior • L :L n n r Thanksgiving luncheon. He remarked that it was very nice. • S-_.._. tet that ae was quite impressed with the attendance, and the L_ . - entataon of Staff and Council members present. He recommended c=.-_?_ing arrangement to allow Board members to visit with the Senior Ci..+ti.:_ans for future gatherings . Mrs . McCormick remarked that when the Senior Citizens were a ed what they would like to have in addition to what was being offered • the Center a majority suggested having Christmas and Thanksgiving luncheons catered . They enjoy this very much along with entertaining • r,t3 s . Page Two, Regular Meeting, Parks & Recreation Board, December 3 , 1984 Mr. Engle stated that South Euless Park is being used past curfew. Mr . Phillips replied the Police should be notified. Mrs . Lightbody, liasion for West Park, reported that she had been by the park during the daytime. There was no activity at that time. She stated that the park was in order. Mr. Balsinger, liasion for Euless Junior High, Wilshire Elementary and Park , Lakewood Elementary, and South Euless Park , reported that new nets have been installed at the Wilshire tennis courts . Mr. Balsinger stated that Wilshire Park is an isolated park and used primarily by very young people for swimming during the summer season. Mr. Balsinger stated that South Euless is also used ez imarily during summer months . He suggested installing jogging, walking trails in both Wilshire and South Euless parks . This would expand the use of the parks the year around. Mr. Balsinger stated that with the new housing development near South Euless Park he feels that a jogging trail is especially needed, and would possibly cut down on vandalism. Mr. Balsinger recommended keeping nets on the basketball goals at South Euless Park. Mr. Balsinger stated that Wilshire Park was in real good shape . Mr. Balsinger stated that he thinks we should get all the use possible from a park, and at present the very young are the only ones using these two parks. Mr. Balsinger stated that he had not been by Lakewood Elementary or Euless Jr. High this month. Chairman Henson, liasion for Midway Park, and Blessing Uranch, reported that he had not been by Blessing Branch, but Midway Car!_ is in good shape. Chairman Henson stated that he thought Midway Park would la a hood. park for a jogging trail . II . CF;P1 pTs Mrs . Lightbody reported that her Objective was to pursue aeL1vities between the Mid-Cities . Mrs . Lightbody stated that she Cid not visit Bedford' s and Hurst ' s Parks and Recreation Board meetings .il 1mG11 Lf . Mr. Balsinger reported that his Objective was to Promote the City through Parks and Recreation. Mr. Balsinger stated that he planned Pagp Three , Regular Meeting; Parks & Recreation Board, December 3 , 1984 to discuss this with members of the Council to get their views along this line. Mrs. Wakeley stated that the Parks and Recreation Depart- ment is having a Community Puzzle and Poster created that illustrates businesses , industry, and historical landwards within our community. The first five hundred (500) persons placing orders will be eligible to have the family name inscribed along the border making them personal- zed gifts or keepsakes . The funds from this venture will go toward Parks and Recreation Department expenses . Chairman Henson stated that his Objective was Co-ordination of Volunteer Service Croups. He stated that Volunteer Co-ordinator Leon ' ogg has quite enough time to get organized, as the nekt special c: :enh will be the annual Easter Egg Hunt. III . PARKS DIRECTOR' S REPORT Mr. Phillips reported that wood shavings have been applied and turf-shaped into the jogging trail at J. A. Carr Park. The trees around the jogging trail have been trimmed, and the rose garden has been worked this past month . Two Parks Department crews have checked all the fencing Ground the ba_ilfields , and repaired or replaced where needed. This nrecc.ution is made for safety reasons . The Parks Department has moved fifteen pecan trees from oar_ Creek Park, and transplanted them in Midway Park. Some of the old trees in Midway Park must be removed. The Parks Department has transplanted trees at the Civic Center Complex , in the marks , and median strips , which were donated to the City by an Euless resident and businessman from a twenty-five a .re tract west of Port Worth. The Parks Crew has moved eighty-four four Lo five inch caliper red oak and live oak trees, mostly red c'.: ':_a . have placed a wholesale value of $7 , 000 on these trees . We h.oa ._hc to dig one hundred (100) more trees from this property , and uhum to a holding bed to transplant later throughout the City. The Parks Department is also transplanting pecan trees L rout*out the parka from the Trailwood side of Bear Creek Park. The Parks Department has installed the Double T below the :-Lm on LIia ::0 : hh side of the Civic Center Complex again this year in ,,, the Y'i i.nity ball beam. Mr . Phillips stated that four large live oak trees in the e` ,ar Lvard of the Civic Center Complex have been decorated with red and C ue lights for the Christman Holidays. Mr . Phillips stated that the Parks Department with the help cr four , Regular Meeting, Parks & Recreation Board, December 3 , 1984 -• et the electricians have decorated a large bald cypress tree in the C_-vic Center Complex for the Christmas Tree Lighting ceremony on Tuesday, December 11 , 1984 . • Mr. Phillips stated that the mowing crews were going full swing until m:a1_?'ovember. He does not think we will have much to mow since the :frost and freeze at that time. The Department is busy with repairs and r,rosects scheduled for the winter months. IV. UCRE T LC)M DIRECTOR' S REPORT Mrs . Wakeley stated that the Community Building attendance ter the month of November was 4 , 696 . The ;,linter Activities programs will be mailed December 12th through the Shopper ' s Cuide. Class registration will be December 17 , 1934 , through January 4 , 1985 . Activities will begin January 7 , 1985 . On Friday evening December 14th. we have planned a get-to- gether with the Recreation Instructors at the Community Building from 6 : 00 to 7 : 30 P.M. Mrs . Wakeley stated that a survey has been compiled for our classes to be given to all students and instructors to enable us to evaluate the activities . The survey from the students will let us ; .how what_ they like or dislike about the classes and/or instructors , the overall program. The instructor ' s survey will tell us how the ctr� about their classes , whether they are meeting their e n ':.'_vcs , and what they would like to see different. This survey _.. be very usei_ul to help us evaluate our program. There were seventy Senior Citizens and guests in attendance _:;r the annual Thanksgiving luncheon on November 15th. The Senior Citizen' s Christmas luncheon will be held on - _lnher_ the Simmons Center. Mrs . Mable Pappe has crocheted n 1 _ be raffled off at that time. • On Decantter 4 , 1984 , the Senior Citizens will to to Target Hro,n;, 1 shopping trip. The Senior Citizens will c!_archases , free gift wrapping, donuts and coffee . there . There were seven • %,,ge five Regular Meeting, Parks & Recreation Board, December 3 , 1984 Youth Soccer Association has ended their Fall season. <uJristration for the 1985 Spring soccer season will begin January 24 , The Little Dribblers are registering at the Community Tuilc_ing .
