HomeMy WebLinkAbout1984-09-10 Regular Meeting Parks and Recreation Board September 10, 1984 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7: 05 P.M. , September 10 , 1984 , in the Council Chamber of the Euless Municipal Building by Acting Chairperson Helen Lightbody. Other members present were Messrs. Marland Ernest, Ron Henson, and Walt Smith. Mr. Rod Ashford was absent. Also present were Recreation Director Julia Wakeley, Parks Director Bob Phillips, and Recording Secretary Ophelia Smith. VISITORS Visitors present were Mayor Pro Tem Willie Mae McCormick, and Miss Amy Smith. INVOCATION The invocation was given by Ron Henson. APPROVAL OF MINUTES: The minutes of the regular meeting dated August 6 , 1984 , were approved as written. Mrs. Lightbody introduced new member Walt Smith. I. BOARD MEMBER' S REPORT OF OBJECTIVES Mr. Henson reviewed Objective number One: Co-ordinate volunteer service group. Mr. Henson stated volunteers are needed for special events. Some of the issues to consider before starting a volunteer group are; first, the need for a coordinator to head up the group; secondly, a name for the volunteer group that would be easy to associate with and easy to remember. The library has a volunteer group, "Friends of the Library. " Information from the library would be helpful. Other issues to consider would be liability insurance coverage for volunteers, also, not permitting the volunteer group to distroy the harmony of the paid staff. Mr. Henson further stated that volunteers with special interest could enable the Recreation Department to do more special events. Mr. Henson stated that he would have a more detailed report for the next meeting. Mr. Ernest stated that there is no starting from scratch on Objective number Two: Survey of current facility use. Mr. Ernest stated that there is a very good record of our facilities and their use, and time of year used. Mr. Ernest stated that the document on Parks and Recreation compiled by Mrs. Wakeley and Mr. Phillips for the City Council last year lists the parks, gives the acreage, lists _ facilities, and states how they are being used. Also, it covers th Page Two, Regular Meeting, Parks & Recreation Board, September 10 , 1984 school sites, and to some extent, how they are being used. Mr. Ernest stated that there is information in the Fees and Pricing Study. Mr. Ernest stated that he does not feel things should be rehashed that have already been done, unless someone could find where it would be of benefit to the Parks and Recreation Directors. Mr. Ernest stated that while each objective has depth, it is his opinion that the volunteer service group should have first priority. Mrs . Lightbody stated that she had volunteered to make a study of Objective number Three: Establish joint meeting with Parks and Recreation Departments/Boards and Commissions from the H.E.B. area. Mrs. Lightbody stated that she had attended both Hurst and Bedford Parks and Recreation Board meetings. Mrs. Lightbody had the opportunity at the Hurst meeting to inquire what their thoughts were on having a joint meeting or getting to-gether occasionally. Items of like interest might be handled jointly. Hurst Board members seemed to be in favor, if we had something specific to discuss. Bedford was in favor of a joint meeting of the three Commissions. Mrs. Lightbody stated that she felt it would be worth-while to have a joint meeting to avoid duplication in some areas. Mrs. Wakeley reported to the Board that a new Texas Amateur Athletic Federation (T.A.A.F. ) rule may go into effect after the Annual Conference in September. The present "live/work" rule would be changed to regional boundaries. Since H.E.B. is in the same T.A.A.F. Region IV, some communication might be beneficial. Mr. Walt Smith stated that he would have more to suggest regarding Objective number Five: Promotion of City through Parks and Recreation as a marketing tool, when he becomes better acquainted with the operation of this Board. Mrs. Lightbody suggested that members think over the discussion of Objectives, and bring suggestions to the next meeting worth pursuing. II. ELECTION OF OFFICERS Mrs. Lightbody requested nominations for chairman of the Parks and Recreation Board. Mr. Ernest nominated Ron Henson to serve on the Board as chairman. Mr. Henson was elected by acclamation. Mrs. Lightbody called for nominations for vice chairman of the Parks and Recreation Board. Mr. Ernest nominated Helen Lightbody to serve on the Parks and Recreation Board as vice chairman. Mrs. Lightbody was elected by acclamation. Page Three, Regular Meeting, Parks & Recreation Board, September 10 , 1984 Mrs. Lightbody asked for nominations for a secretary of the Parks and Recreation Board. Mr. Henson nominated Marland Ernest to serve as secretary of the Parks and Recreation Board. Mr. Ernest was elected by acclamation. Mrs. Lightbody stated the officers were elected to serve on the Parks and Recreation Board for a term of one year beginning with the next regular meeting. III. RECREATION DIRECTOR' S REPORT Mrs. Wakeley reported that the attendance for the month of August was 5,063 at the Community Building. This traffic was generated by structured classes, free play, and special events. The Fall enrollment for structured classes for seven weeks is 537, which is a 45% per cent increase over this time last year. Seventy-six softball teams have signed-up for Fall league play. This represents 1 , 368 participants, which does not include the umpires or spectators involved in this sport. Shopping trips for the Senior Citizens have been planned for the First Tuesday of each month through the Christmas Holidays . They will be escorted by bus on these trips. The Senior Citizens will have their second annual "Tasting Bee" on Thursday, September 13 , 1984 , at the Simmons Recreation Center. The Senior Citizens will prepare the food at home, and bring it to the Simmons Center to serve from 11 : 30 A.M. to 1: 30 P.M. We have the following special events coming up in the near future: "Little Ladies Tea Party" at the Simmons Recreation Center, Tuesday, September 25, 1984 . The first annual "Great Salad Mix-Up" on Saturday, November 10 , 1984 , at the Community Building. There will be awards for each category, and first, second, and third place winners in each category. On November 8 , 1984 , we will have a Health Symposium for the citizens of Euless at the Simmons Recreation Center. Personnel from All Saints Hospital, Fort Worth, will assist with this symposium. There will be awareness tests, and lectures by noted speakers. Mrs. Wakeley stated the above listed events were areas where the Recreation Department could use volunteers. PARKS DIRECTOR'S REPORT Mr. Phillips reported that the Parks Crew has replanted shrubs at the Service Center that had died out with plants that were propagated in the City Greenhouse. The Parks Crew is continuing trimming trees, and clearing brush at the property recently acquired on Cullum Drive. We have installed a two-rail fence at McCormick Park to separate the park from the townhouses. We have moved eight trees from the property on Cullum Drive to the tree farm to be used to replace trees that have succumed to adverse weather conditions. New redwood palyground equipment has been installed in Wilshire Park. The Parks Crew has repaired wood planks on the Old Iron Bridge in South Euless Park. Our usual maintenance continues in all areas including median strips on Highways 157 and 10. V. 1984 TEXAS RECREATION AND PARK SOCIETY (T.R.A.P.S. ) CONFERENCE After some discussion Board members requested Mrs. Wakeley register them for the 1984 T.R.A.P.S. Conference which will be held in Fort Worth, on October 3 - 5, 1984, for lectures designed for Boards and Commissions. DISCUSSION Mr. Henson made the motion that Board members should be called and reminded of Board meetings. Mr. Ernest seconded the motion. No vote was taken. Mrs. McCormick suggested adding a note to the Agends asking members to let the staff know when they are unable to attend a meeting.
