Parks and Recreation Board
July 2 , 1984
CALL TO ORDER
The regular meeting of the Parks and Recreation Board
was called to order at 7: 00 P.M. , July 2 , 1984 , in the Council
Chamber of the Euless Municipal Building by Chairman Billy Owens.
Other members present were Mrs. Helen Lightbody, Messrs . Ron Henson,
and Rod Ashford.
Also present were Mrs . Julia Wakeley, Recreation
Director, Mr. Bob Phillips, Parks Director, and Mrs . Ophelia Smith,
recording secretary.
VISITORS
Visitors present were Mayor Pro Tem Willie Mae McCormick,
and City Manager W. M. Sustaire.
INVOCATION
The invocation was given by Mr. Ron Henson.
APPROVAL OF MINUTES
The minutes of the regular meeting dated June 4 , 1984 ,
were approved as written.
Chairman Owens welcomed Mr. Rod Ashford, appointee to
the Parks and Recreation Board, and also expressed appreciation for
work by members retiring from the Board.

REVIEW OF RECOMMENDED OBJECTIVES FOR PARKS AND RECREATION BOARD
Mrs. Wakeley reported that she, Mr. Phillips , Assistant
City Manager Hart, and Mr. K. B. Fuller, division head for Leisure
Services and Personnel, had met and worked up the following list of
objectives for consideration by the Board:
1) Co-ordinate volunteer service group.
2) Survey of current facility use.
3) Establish joint meeting with Parks and Recreation
Departments/Boards and Commissions from H.E.B. area.
4) Survey citizens for needs and interests in Parks
and Recreation.
5) Promotion of City through Parks and Recreation as
a marketing tool.

After some discussion Mr. Henson made the motion that
the Chairman appoint a Board member to each recommended objective
to work with the Staff.
Motion died for lack of a second.
Mrs. Lightbody made the motion to review the list of
recommended objectives for one month to give each member time to
decide which one he/she would prefer to serve on.
Mr. Henson seconded the motion and the vote was:
Ayes: Mrs. Lightbody, Messrs. Henson and Ashford.
Nays: None.
Chairman Owens declared the motion tabled until the
next regular meeting.

REPORT FROM CITY COUNCILPERSONS
Mrs. McCormick stated that the Council would be starting
work on the Budget for 1984-85 soon.
PARKS DIRECTOR'S REPORT
Mr. Phillips reported that this time of year nothing
much is going on in the Parks Department except mowing, taking care
of the parks and right-of-ways, Civic Center Complex, and median
strips.
Mr. Phillips stated that the Parks Crew is still removing
trees and shrubs that succumbed to the freeze last winter.
Mr. Phillips stated that an automatic sprinkler system
is being installed on the south lawn of the Civic Center Complex.
Hydraulic heads are being installed at each station in the existing
system which replaces the quick-coupler heads to the existing pipe.
The automatic system will be quite a saving on man-hours. Mr. Phillips
stated when the system is complete and in operation over the whole
area the grass will be uniformaly green.
Mr. Phillips reported that he represented the City at
the Governor' s Beautify Texas Council Annual Meeting at Greenville
in June. He was appointed a roving judge. Mr. Phillips remarked
that it was a good meeting and Greenville was a great host City.
Mr. Phillips then presented Mrs. McCormick with two
pictures taken during the dedication ceremonies of McCormick Park,
as a token of appreciation for the park, and for her dedication to
the betterment of the City of Euless.

RECREATION DIRECTOR'S REPORT
Mrs. Wakeley reported that the swimming pools have been
open for one month this season. Midway pool was closed the first
week of June for repairs. The attendance for the month was South
Euless 3,224 , Midway 2 , 237, and Wilshire 1 , 799 , which makes a total
of 7, 260 participants for the month of June.
Mrs. Wakeley stated that there were 180 .participants
in the weight room last month.
Mrs. Wakeley reported that the attendance at the Community
Building increased during the month of June. There were 6 , 905 people
through the building last month.
Mrs. Wakeley stated the City of Euless hosted the Minor
Girl ' s Regional tournament on June 30th at West Park. The winners
were Hurst - Hurst, Grandbury and Hurst.
Mrs. Wakeley stated that there are over 130 youths
involved in the Track program this season. Euless will send 30
youngsters to Houston to participate in the Junior Olympics this
season. Approximately sixty per cent of the youngsters are expected
to enter the State Track Meet.
Mrs. Wakeley announced that work will begin soon on
the Fall Recreation program, and reminded the Board that if they
had any suggestions, now is the time to submit them.
COMMENTS
Chairman Owens requested Board members to be thinking
about areas of Recreation and Parks where they can take an active
interest in working with the Youth Sports Committee Chairmen of
various groups.
Chairman Owens also reminded the Board to take a close
look at how parks are presently being utilized before acquiring
more park property.
ADJOURNMENT
There being no further business before the Parks and
Recreation Board, the meeting was adjourned at 9: 15 P.M.
