Parks and Recreation Board
November 7, 1983
CALL TO ORDER
The regular meeting of the Parks and Recreation Board
was called to order at 7: 00 P.M. , November 7 , 1983, in the Council
Chamber of the Euless Municipal Building by Chairman Billy Owens.
Other members present were Messrs. Bobby Baker, Marland Ernest,
D. R. Hawthorne, and Kerry McCombs.
Mr. Ron Henson and Mrs. Brenda Ashford, Alternates, attended the
meeting.
Also present were Recreation Coordinator Julia Wakeley,
Parks Coordinator Bob Phillips, and Recording Secretary Ophelia
Smith.
VISITORS
Visitors present were: Mr. Darrell McBrayer, Mr. Jim
Hackett, Mr. V. R. Jonyer, Mr. John W. Luna, Mayor Pro Tem Mrs.
Willie Mae McCormick, and Councilman Ron Sternfels.
INVOCATION
The invocation was given by Chairman Billy Owens.
Ai,PROVAL OF MINUTES
The minutes of the regular meeting dated October 3 , 1983
were approved as written. '
I .
SUB-COMMITTEE' S PROJECTS REPORT
Reports were made from the Sub-Committees of Parks and
Recreational Facilities.
Ron Henson reported that he had made a visit to all of
the tennis facilities. He further reported the nets were in good
shape but light repairs were needed in various locations.
Bob Phillips responded on each item as to scheduled
repairs.
Brenda Ashford reported on the median strips. The
mowing is on schedule and the plants have been removed for the
winter. Girls ' softball is not in season, so there is no re-
port for this group.

Marland Ernest reported that the Lakewood and Bear
Creek Parks are in excellent condition.
Kerry McCombs reported that every thing is going
well in the Recreation Department.
Chairman Owens reported on joint school facilities.
He said that he had talked with school board members concerning
ground equipment and maintenance. He said that they were not
too clear on school and/or city responsibilities.
Chairman Owens further stated that the little play-
grounds were used a great deal. They were in good shape. He
would like to work out a system with the schools to have the
school ground' s maintenance crew do spot cheeking and keep up a
small amount of maintenace. - A concern was expressed for ' lighting
the small park on the Lakewood Elementary campus.
Bobby Baker inqured as to plans being made to name
the park with the hundred year old pecan tree , on Ect6r Drive.
Bob Phillips stated that plans were being made to
put in sidewalks and benches. The Parks Department have sown
rye grass and landscaped plants.
Kerry McCombs asked if a plaque was being considered.
A motion was made by Mr. McCombs to ask the Euless
Library to research the history surrounding the tree.
Brenda Ashford seconded the motion and the
vote was:
Ayes: Messrs. Henson, Hawthorne, Ernest, Baker,
McCombs, and Mrs. Ashford
Nays: None
Chairman Owens asked Ron Henson if he would look in-
to the cost of putting in the tree.
Helen Lightbody submitted a written report on Wilshire
Elementary and the Soccer Association.
II .
REPORT ON PROPOSED PARK HILL ADDITION
Chairman Owens stated that it was his understanding
that the City has advised the developer that since the developer
was not willing to go along with the motion, in its entirety,
that he would have to keep it as a perpetual part of his develop-
ment. He asked if anyone remembered how the proposal went.
Mayor Pro Tem McCormick stated his assumption was
correct.

RECREATION DIRECTOR' S REPORT
Mrs. Julia Wakeley reported that 14 adult Flag
Football teams are now playing at Central Junior High on
Tuesday and Thursday evenings, comprising two seperate leagues.
This week is the last week of play for all Adult
Softball Leagues. A total of 98 teams competed in the Fall
League.
Twenty-five Senior Citizens went on a Fall trip on
October 27. They made a day outing of visiting the International
Wildlife Park and the Wax Museum in Grand Prairie. Lunch was at
Wyatts Cafeteria.
The annual Thanksgiving luncheon for the Senior Citi-
zens is to be held November 17th at the Simmons Recreation Cen---
ter
439 participants signed up for the 1983 Fall II Rec-
reation Activity Program. 72% of activities offered made.
Chairman Owens asked if the Recreation Department
was going to host the National Flag Football tournament again
this year. Mrs. Wakeley replied that Euless has been asked to
host the "A" and "Super A" tournaments. This would be hosting
32 teams. The tournament will be held on December 9 ,10 , and 11,
1983 at Central Junior High.
Chairman Owens asked Mrs. Wakeley if the tournament
would bring in quite a few people to the city. Mr. Wakeley
replied that it would. Approximately 640 players would be
participating. Headquarters are usually set up in a local motel
for accommodations .
IV. •
PARK DIRECTOR' S REPORT
Mr. Bob Phillips reported that the bleachers at
Midway Park, Westpark, and Bear Creek have been tilted up and
cleaned out due to end of season play.
Work is continuing on the restroom and concession
building in Midway Park. The plumbing has been completed; the
steel is installed; the foundation has been poured; and the roof
is on. The doors have been installed and work is now being done
on the inside. Since ground breaking work has continued for 30
days.
Copper plants and lantana have been removed from
median strips and City Hall for the winter. Decorative cabbage
has been planted at City Hall.

The Trinity "double T" has been placed in the berm.
Due to the warm weather all mowing has had to be
continued in all parks.
V.
RECOGNITION AND REPORTS - CITY COUNCILPERSONS
Mayor Pro-Tem McCormick stated that the Friends of the
Library are selling books at the Euless Community Building on
Fridays and Saturdays from 9: 00 a.m.-5: 00 p.m. thru the month
of December.
Chairman Owens commented that it is always a privilege
to have our councilpersons with us. They have been supportive of
this administration and the past administrations.
VI .
RECOGNITION AND REPORTS - SPORTS COMMITTEE CHAIRMAN
Chairman Owens asked if there were any comments from
the sports committees.
Jim Hackett asked if the board had any update on the
State Highway 360 extension. Chairman Owens mentioned that there
i a 360 Now Committee working on the project.
Mayor Pro-Tem McCormick announced that there was a
hearing in Austin on November 21 with the State Highway Commission.
A discussion took place on the availability of
land for soccer fields in the event that the 360 extension is
completed. Chairman Owens stated that Helen Lightbody and Don
Hawthorne are on a Goals for Tomorrow committee in the interest
of soccer.

John Luna asked if the city had passed a bond election
in the past that had included soccer fields. Chairman Owens replied
that he did not have the immediate answer but "requested that Mrs.
Wakeley talk with the city manager and report at the next
meeting.
John Lunna inquired as to why soccer had to release
the soccer fields two weeks prior to the end of their season.
Chairman Owens replied that we have had more partici-
pants, and maintenance schedules had to be included in athletic
scheduling. He further stated that Euless was carrying the
load for soccer in Euless and surrounding cities.
Chairman, Owens asked Mrs. Wakeley how the schedules
were made up for Girl ' s Softball. Mrs . Wakeley replied that
schedules are made from the State and Regional Tournament dates
to the amount of teams in a league. Girl ' s Softball also started
a week late this past season to accommodate the "grass rest period"
as requested by Bob Phillips.

After some discussion the Parks Coordinator, Bob Phillips,
and the Recreation Coordinator, Julia Wakeley, asked the Board to
consider letting the Youth Soccer teams practice on the Midway Park
outfields. The field would be checked out through the Recreation
Department and monitored by the Parks Department.
Don Hawthorne made the motion that the outfields be used
for soccer practice.
Ron Henson seconded the motion and the vote was:
Ayes: Mrs. Brenda Ashford, Messrs. Bobby Baker,
Marland Ernest, D. R. Hawthorne, Kerry
McCombs, and Ron Henson.
Nays: None.
Chairman Owens declared the motion carried.
Mrs. Wakeley explained the athletic field rental
procedure. A list of the teams eligible to rent the field must
be in the office at the Community Building. Fields will be rented
two days in advance. The cost is fifteen dollars for two hours .
A ten dollar key deposit is required. The key is to be returned
within twenty-four hours. There are no rentals on week-ends.
Kerry McCombs suggested that Mr. Phillips report at the
next Park and Recreation Board meeting the results of this proposal .
VII.
TEXAS RECREATION AND PARKS SOCIETY MEMBERSHIP
Chairman Billy Owens asked the Board to take action on
renewing the Texas Recreation and Parks Society (TRAPS) membership.
Ron Henson made the motion that the membership be re-
newed for staff and Board members.
Don Hawthorne seconded the motion and the vote was:

Ayes: Mrs. Brenda Ashford, Messrs. Bobby Baker,
Marland Ernest, D. R. Hawthorne, Kerry
McCombs, and Ron Henson.
Nays: None.
Chairman Owens declared the motion carried.
ADJOURNMENT

There being no further business before the Board, the
meeting was adjourned at 9 : 00 P.M.
