Parks and Recreation Board
August 1 , 1983
CALL TO ORDER
The regular meeting of the Parks and Recreation Board
was called to order at 7 : 00 P.M. , August 1 , 1983 , in the Council
Chamber of the Euless Municipal Building by Chairman Billy Owens.
Other members present were Messrs. Bobby Baker, Marland Ernest, and
D. R. Hawthorne.
Mrs. Brenda Ashford, Alternate, attended the meeting.
Also present were Recreation Coordinator Julia Wakeley,
Parks Coordinator Bob Phillips, and Betsy Bloxom, Activities Director,
who recorded the minutes of the meeting.
VISITORS
Visitors present were: Mr. Darrell McBrayer, Mr. Ray
Yanez , Mrs. Carolyn Park, and Assistant City Manager Tom Hart.
INVOCATION
The invocation was given by Chairman Billy Owens.
APPROVAL OF MINUTES
The minutes of the regular meeting dated May 2 , 1983 ,
were approved with the stipulation that corrections would be would
be made after new Board Members have read them if needed.
I.
DISCUSSION OF BEAUTIFICATION COMMITTEE MEMBERSHIP
Chairman Owens reviewed the City of Euless participation
in the Governor' s Beautification Achievement Awards Program prior
to the present date.
Chairman Owens stated the City Council would like for
the Parks and Recreation Board to continue heading the Beautification
effort in the City of Euless.
After some discussion Don Hawthorne made the motion that
the Parks and Recreation Board appoint a Coordinator of the Beautifica-
tion Committee to act as a liaison to the City of Euless .
Bobby Baker seconded the motion and the vote was:
Ayes: Messrs. Baker, Ernest, Hawthorne, and Mrs. Ashford.
Nays: None.
Chairman declared the motion carried.

Bobby Baker made the motion that Carolyn Park be the
Chairperson of the Parks and Recreation Board Beautification Com-
mittee for a period of one year.
Don Hawthorne seconded the motion and the vote was:
Ayes: Messrs. Baker, Ernest, Hawthorne, and Mrs. Ashford.
Nays: None.
Chairman declared the motion carried.
Mrs. Park stated an insert "Application for membership in
the Governor' s Achievement Awards Program, " should be placed in the
Recreation programs being mailed this month as a survey of citizen ' s
areas of interest.
II .
ELECTION OF PARK AND RECREATION BOARD OFFICERS
Chairman Owens announced the election of officers for
the Parks and Recreation Board for the year 1983-84 .
Chairman Owens requested nominations for a Chairman of
the Parks and Recreation Board.
Don Hawthorne nominated Billy Owens to serve on the
Board as chairman.
Mr. Owens was elected by acclamation.
Mr. Owens accepted the post as Chairman of the Parks
and Recreation Board.
Chairman Owens called for nominations for a vice
chairman of the Parks and Recreation Board.
There were two nominations for vice chairman to the
Parks and Recreation Board.
Don Hawthorne nominated Kerry McCombs, and Bobby Baker
nominated Don Hawthorne to serve as vice chairman on the Parks and
Recreation Board.
Kerry McCombs was elected by majority vote.
Chairman Owens asked for nominations for a secretary of
the Parks and Recreation Board.
Don Hawthorne nominated Helen Lightbody to serve as
secretary of the Parks and Recreation Board.
Mrs. Lightbody was elected by acclamation.
Chairman Owens stated the officers were elected to serve
on the Board for a term of one year beginning with the next regular
meeting.

III.
YOUTH SPORTS
Darrell McBrayer, President, Mid-Cities Adult Soccer
Association, reported that the adult soccer teams playing at West
Park and Harwood Soccer Fields have formed an Association, drawn up
a set of by-laws, and elected officers . The purpose of the Association
is to provide an interface between adult and youth soccer with the Euless
Parks and Recreation Department, and other organizations in the area.
Mr. McBrayer submitted a copy of the by-laws for the Mid-
Cities Adult Soccer Association, and a slate of officers to the Euless
Parks and Recreation Board, and asked that they be recognized as
representing the adult soccer teams in Euless.
Mr. McBrayer stated the by-laws are put to-gether through
the H.E.B. area. The teams are made up of a combination of the whole
area.
Mr. McBrayer stated Euless has done a great job of supporting
adult soccer for the past several years and they appreciate it, however,
they believe it is time to get some support from Hurst and Bedford.
Mr. McBrayer stated adult soccer has grown in the area. Last
season there were nine teams, six men' s teams, and three ladies ' teams .
Two men' s teams won first place, and one team second in their division,
and the ladies won first place.
Mr. McBrayer stated the group is very competive and re-
cognized throughout the area for their efforts.
Mr. McBrayer stated they were in the process of registering,
and, as soon as , that is completed they will submit a roster to the
Euless Parks and Recreation Department.
Mr. Phillips stated they needed to coordinate use of West
Park to give the field two days of rest each week.
Mr. McBrayer answered that they would cooperate.
Mr. Owens explained the procedure of a sports group
organizing an association in the City of Euless and coordinating
activities with the City administration and other organizations in
the area.
IV.
RECREATION DIRECTOR' S REPORT
Mrs. Julia Wakeley reported the Summer Mini Session in
recreation is half over, and prepareing for registration for Fall.
Registration will begin August 22nd. , and classes will start September
sixth. The program will be mailed August 17th.

Mrs. Wakeley stated there would be a Karate Tournament on
August 27th. , at the Community Building.
Mrs . Wakeley stated the Senior Citizens had a Forty-two
Tournament on July 21st which proved to be a success. Plants were
given for prizes, and the Seniors seemed to enjoy that. A speaker
form Midicare spoke to them on July 14th. They had a covered dish
luncheon on July 28th. , and celebrated Betsy Blosom' s birthday. Betsy
is Activities Leader II for the Recreation Department, and coordinates
the Senior Citizen program.
Mrs. Wakeley stated that sign-ups for Fall Softball will
be August 15th. The cost per team will be $130 . 00 per team, and they
will play eight games.
Mrs. Wakeley stated next fall we will have a league on
the masters level, age thirty-five and over on Tuesday night, and
a Co-ed league on Friday night.
Mrs. Wakeley stated thirty-six youngsters qualified for
State Track Meet this year. They will go to Austin next week to
represent Euless. .
Mrs . Wakeley stated three girl ' s teams from three different
leagues qualified for state competition in softball .
Mrs. Wakeley stated two teams from Men' s Open will be
playing in state competition. They are D/FW Steel and Thomco. Also,
First Baptist Blue, Church team, will represent Euless at state
competition. This makes a total of six teams representing Euless at
state competition this year.
V.
PARKS DIRECROR' S REPORT
New Fire Station on Ash Lane: Mr. Phillips reported
the Parks Department has done the landscaping, installed the irrigation
system, planted trees, and built a stockade fence at this new Fire
Station.
New Sign on Hwy. 157 : A new sign has been installed on
Hwy. 157 entering Euless from the south, which reads , "Welcome to
Euless - We' re Building a Beautiful Tomorrow. " A duplicate sign has
been installed on Hwy. 157 entering the City of Euless from the north.
We hope to place signs like the above mentioned on the main thorough-
fares entering Euless from Dallas and Fort Worth. The signs were made
in the Parks Department from rough cedar.
J. A. Carr Park: We have placed two loads of wood chips
on the jogging trail at Carr Park.
Rifle/Pistol Range: The Parks Department helped the Police
Department overhall the safety wall at the Rifle Range.

Mr. Phillips stated the Parks Department has received two
new diesel tractors. From all appearance they seem to be good tractors .
Mr. Phillips stated the Parks Department is continuing to
mow City property, right-of-ways, and the right-of-way on Hwy. 10 .
Mr. Phillips stated the watering truck is being used two or
three days each week.
Mr. Phillips stated they are doing a lot of watering in the
parks to keep the fields up where there is irrigation. Parks with
irrigation have been lightly fertilized.
Marland Ernest expressed his appreciation for the current
upkeep of the parks and city streets.
COMMENTS
Chairman Owens reviewed future plans with Board members,
and brought new members up-to-date on the activities of the Board.
Chairman Owens stated he has been receiving calls regarding
employee fringe benefits and things of this nature. Chairman Owens
stated we are concerned with things of this nature, but we do not have
any legislative powers over them, and have referred them back to the
administrators.
The Board members agreeded to have the next Regular Meeting
of the Parks and Recreation Board on September 12 , 1983 .
ADJOURNMENT
There being no further business before the Parks and
Recreation Board, The meeting adjourned at 9 : 00 P.M.
