Parks and Recreation Board
May 2, 1983
CALL TO ORDER
The regular meeting of the Parks and Recreation Board
was called to order at 7 : 15 P.M. , May 2, 1983, in the Council
Chamber of the Euless Municipal Building by Chairman Billy Owens.
Other members present were Messrs. Kerry McCombs, Bobby Baker, and
Jack Hill.
Also present were Recreation Coordinator Julia Wakeley,
Parks Coordinator Bob Phillips, and Recording Secretary Ophelia Smith.
VISITORS
Visitors present were: Mr. George. McKinney, Mrs. Dotty
McKinney, Mr. Jim Hackett, B.E.S.A. , Mayor Pro Tem Willie Mae
McCormick, and Councilman Glenn Walker.
INVOCATION
The invocation was given by Mr. Jack Hill.
APPROVAL OF MINUTES
The minutes of the regular meeting dated April 4 , 1983,
were approved with the following correction requested by Mr. Bobby
Baker: Page Two, Paragraph One, Line Six, change spring to fall.
I.
GOVERNOR' S ACHIEVEMENT COMMUNITY AWARDS UPDATE
Mr. George McKinney of Texas Power & Light Company, and
past president of the Beautify Texas Council, reported that Euless
has won first place in the Governor' s Achievement Community Awards
Program. He stated having worked with the program for number of
years , it was a real thrill to have his home town win first place.
Because of the Parks and Recreation Board we were able to do some
things in the City of Euless that could not have been done other-
wise. Each time an idea was presented or a suggestion made it was
already being done or started on right away.
Mr. McKinney gave a preview of the annual Beauty Texas
Council meeting to the held in Lubbock on June 15 , 16 , and 17, when
the awards will be given. Hopefully representatives from other cities
will be inspired by the City of Euless exhibit, and go home to their
respective cities and start a beautification program of their own.
Mr. McKinney stated the thing that really made the judges
of the contest appreciate the Euless beautification slogan was:
Building had to do with everything that has gone on before you and
me. Better is now you and me, and Tomorrow is the people that will

come after you and me. That was about "as all inclusive as one could
think of.
Mr. McKinney recommended that everyone go to the annual
Beautify Texas Council meeting for at least one day, and stated Friday
as the most important day when awards will be given to cities winning
in their category.
Mr. McKinney stated the registration fee for the program
on Friday is $12 . 00 , and the fee for the entire program is $35 . 00 .
Mr. McKinney stated the Governor of Texas or his wife or
both will make the presentation of the awards.
Mr. McKinney stated the award is an all weather, outdoor,
cast aluminum plaque equipped for mounting.
Mr. McKinney stated that two representatives will accept
the award, and afterward a group picture of everyone from Euless will
be made.
Mr. McKinney stated that for the first time in the fifteen
year history of the program the judges awarded two first place winners,
one to Euless, and one to Lufkin. This is not a tie, but two FIRST
PLACE winners .
Mr. McKinney stated that a winning city does not enter
the following year, but he urged Euless to keep the program going,
and enter the contest again in 1984 .
Mr. Owens remarked having Mr. McKinney shepherd the City
through the contest helped to win.
Mr. McKinney stated that naming Mrs. Carolyn Park as
coordinator of the contest was a wonderful thing for the program.
Mrs. Park represents each one individually, and as a Board with
diginity everywhere she goes.
Mrs. Park will be on the program at the annual Beautify
Texas Council meeting in the "Somethind Different" section. She
will speak on the Community Betterment Fund.
After some discussion regarding transportation and
expenses of the group representing Euless at the Beautify Texas
Council meeting, decision of final plans was postponed to a later
date.
II.
DISCUSSION OF RACQUETBALL COURTS
Chairman Owens reviewed past discussion of Racquetball
Courts for the City of Euless.

After some discussion Chairman Owens asked for a vote
as to the position of the Board as to whether they wish to proceed
on a course of action on Racquetball Courts.
The vote was:
Ayes: Messrs. Owens, McCombs, Baker, and Hill.
Nays: None.
Chairman Owens cautioned the Board that any action taken
would merely be a recommendation to the City Council.
Motion was made by Kerry McCombs that the Park and
Recreation Board set up an informal polling ballot at the Round Up
Day festivities to sample the desires of the citizenry as to yes or
no on Racquetball Courts.
Bobby Baker seconded the motion and the vote was as
follows:
Ayes: Owens, McCombs, Baker, and Hill .
Nays: None.
Chairman Owens declared the motion carried.
III .
BEAUTIFY TEXAS COUNCIL ANNUAL MEETING
After some discussion of sending representatives to the
Beautify Texas Council annual meeting, Jack Hill made the motion to
recommend to the City Manager that Julia Wakeley, Bob Phillips, and
Kevin Smith, be allowed time to represent the Parks and Recreation
Board at the Beautify Texas Council annual meeting.
Kerry McCombs seconded the motion and the vote was:
Ayes: Messrs. Baker, Hill, McCombs, and Owens .
Nays: None.
Chairman declared the motion carried.
IV.
• SPORTS COMMITTEE CHAIRMAN REPORT
Mr. Jim Hackett, B.E.S.A. , reported the Bedford-Euless
Soccer Association has had their first meeting of the Development
Committee. The Committee decided their order of business is to
find land, and establish a permanent soccer complex. The Committee

divided into small groups and they are going to survey land availab-
ility in Euless, Bedford or Hurst. The Committee plans to meet monthly
to review progress.
Mr. Hackett stated he has an agreement drawn up outlining
obligations of both the Soccer Association and the hospital regarding
the proposed use of a tract of land for a Soccer Field. Mr. Hackett
stated the Hospital is still very enthusuastic with the project.
Mr. Hackett stated the newly elected Field Director for the
Soccer Association has resigned. That post will be filled as soon as
possible.
V.
RECREATION COORDINATOR' S REPORT
Mrs. Wakeley stated that nineteen Senior Citizens went on
a field trip to Old City Park in Dallas, Thursday, April 28th. They
enjoyed a tour of the park, and then had lunch. This was funded with
Community Betterment Funds.
Summer recreation programs will be mailed May 18th. for the
Summer Session.
Preparations are being made for the May Round Up on May 21st.
A booth will be ready for Parks and Recreation Board. The Festival will
be open from 10 : 00 A.M. until 3: 00 P.M. Terry Dorsey, originator of
Hiney Winery, will be at Euless Round Up to have his picture made with
citizens in front of a little Hiney Winery the Parks Crew has built.
We will be selling pictures for $2 . 50 each.
Boy' s baseball season started Saturday, April 30th. which
was Jamboree Day. They have six leagues, and will be using six fields .
They will be playing Monday, Tuesday, Thursday, and Friday.
If we have rain then we will have make-up games. If you have a chance,
please, go out and see these little boys play, especially the T-Ball.
T-Ball plays on the new field at Midway Park on the southease corner of
the ball park.
Girl ' s softball will start on May erd. They have four
leagues playing on two fields. They will be playing Tuesday, Thursday,
and Friday.
July 15 , 16 and 17 , Euless will be hosting the Junior-
Senior Girl ' s Regionals Softball Tournament.
We will have Regional Track meet in Euless on 22nd and 23rd
at Pennington Field.

PARKS COORDINATOR' S REPORT
Mr. Phillips reported Euless Round Up will be May 21st.

City Council members, members of the Parks and Recreation Board, and
City Employees will wear white hats imprinted with the Beautification
Slogan.
The new bed in front of the Civic Center Complex has been
planted with lantana and copper plants. The red crape myrtles that
center the bed will bloom all summer adding color to the landscape
with the golden yellow lantana and copper plants in this 200 ' ft.
long bed.
One berm on the west side of City Hall has been replanted
with copper plants. The north berm has been planted with santolina
which is blooming now and adding color to the landscape.
The Parks Department has planted over 300 trees in the
City and Parks with the new tree spade in the two months we have had
it in operation. Older trees are being replaced with young cedar
elms from West Park, and pecan and red oaks from Bear Creek.
Over 400 santolinas have been moved from the berm on the
south side of City Hall to the Greenhouse, and Arkansas white rock
has been used as a ground cover.
All swimming pools have been repainted, diving boards
mended, stands repainted, and cracks sealed with rubber cement. The
pools will be turned over to Mrs. Wakeley some time this week to start
filling for the summer season.
Douglas Rose has turf shaped the ballfield at West Park,
rolled it, filled in the low places and planted Bermuda grass seed.
Blessing Branch Park has been turf shaped and tlanted with
Bermuda grass seed.
The Parks Department is making an effort to mow and pick
up weeds on Hwy. 10. We do not have enough employees to care for
Hwy 10 in addition to parks and civic areas. Upkeep on Hwy. 10 is
not in our original budget. If the public wants Hwy. 10 to look
good like the parks, we will need to employ two more people in the
Parks Department.
The First United Pentecostal Church of Euless donated a
backstop to the Parks and Recreation Department which has been in-
stalled in Bear Creek Park and being used by the smaller ball players
in practice.
We have moved the fence back on the parking lot at J. A.
Carr Park to extend the parking lot. The jogging trail had to be
re-routed. The parking lot is ready for the Street Department to
do the paving.

ADJOURNMENT
There being no further business before the Parks and
Recreation Board, the meeting was adjourned at 9 : 45 P.M. with a
prayer by Mr. Kerry McCombs .
