Parks and Recreation Board
April 4 , 1983
CALL TO ORDER
The regular meeting of the Parks and Recreation Board
was called to order at 7: 00 P.M. , April 4 , 1983 , in the Council
Chamber of the Euless Municipal Building by Chairman Billy Owens.
Other members present were Mrs. Carolyn Park, Messrs. Kerry McCombs,
and Bobby Baker.
Alternates Ron Henson and D. R. Hawthorne attended the
meeting.
Also present were Recreation Coordinator Julia Wakeley,
and Recording Secretary Ophelia Smith. Parks Coordinator Bob Phillips,
attended another meeting at the request of Chairman Owens.
VISITORS
Visitors present were: Mr. Darrell B. McBrayer, Mr. Jim
Hackett, and Mayor Pro Tem Willie Mae McCormick.
INVOCATION
The invocation was given by Mr. Kerry McCombs.
APPROVAL OF MINUTES
The minutes of the regular meeting dated March 7 , 1983 ,
were approved with the following correction requested by Mr. D. R.
Hawthorne: Page Seven, Paragraph Five, Line One, change Mr. to Mrs.

YOUTH SPORTS
Mr. Ron Henson reported that he had visited with the
Flag Football Association. They have 140 youths registered this
season. First, and second through fourth grades get along fine.
After that time they begin to have a high rate of turnover, as some
of the parents would like for the children to play contact sports.
The Association would like to be under the management of the City,
as they are having a difficult time finding sponsors and coaches .
Mr. Kerry McCombs reported that he had visited with
the adult soccer group. They have organized and elected officers
and will be working through the Youth Soccer Association to promote
adult soccer. Mr. Darrell McBrayer is the president of the new
Adult Soccer Association.
Mr. Don Hawthorne reported that he had met with the
Bedford-Euless Soccer Association. They elected officers for the
current season.

Mr. Jim Hackett, president, Bedford-Euless Soccer Associa-
tion, presented the Board with a list of new officers of the Youth
Soccer Association, and a copy of their newsletter "The Striker. " He
discussed briefly negotations of a tract of land in Bedford proposed
for use by the Bedford-Euless Soccer Association. The Association
hopes to finalize plans in time to get set up for play this spring.
II.
RECAP OF CITY COUNCIL MEETING, March 22 ,1983
Chairman Owens reported the City Council adopted the
recommendations of the Parks and Recreation Board regarding Recreation
fees at the March 22 , 1983 , meeting, and increased the fee from $6. 00
to $10 . 00 per team for softball tournament play.
III.
WEIGHT ROOM AND COMMUNITY BUILDING FACE-LIFT REPORT
Mrs. Wakeley stated the mirror in the Weight Room has
been cut above the broken part and re-installed. A new punching
bag has been ordered. The interior of the building will get a new
coat of paint within the next week or two. Mrs. Wakeley stated she
is checking prices on a new exercise bicycle to replace the old one
which is quite worn.
IV.
COMMUNITY DEVELOPMENT LEADERSHIP SEMINAR REPORT
Mrs. Park reported the Community Development Leadership
Seminar sponsored by the Beautify Texas Council and H.E.B. Chamber
of Commerce was held at the Simmons Recreation office on March 23 ,
1983. Forty-seven persons attended the meeting with fifteen cities
represented..
The Parks and Recreation Department went all out to help
make this meeting a success. Bob Phillips moved in plants from the
Greenhouse which added much to the appearance of the building. Every-
one cooperated beautifully. I cannot say enough good things about
the Parks and Recreation Department. All of you should get involved
on some project with them so you could first-hand experience what
great people they are.
Mrs. Park read excerpts from letters she received commenting
on the informative and outstanding seminar.
V.
UPDATE OF RACQUETBALL COURTS
Chairman Owens requested the Board members to consider
requesting the City to engage Schrickel Rollins and Associates , Inc.

to work up a feasibility study for racquetball courts in the City of
Euless, and be prepared to make a decision at the next regular meeting
whether to pursue this project.
VI.
CITY OF EULESS ROUND UP PREVIEW
Mrs. Wakeley stated she and Mrs. Betty Yarbrough are co-
chairpersons of the Committee of Department Heads to organize "Euless
Round Up" on Saturday, May 21st. The fesitval will be held in the
Civic Center Courtyard. All departments in the City will be repre-
sented; each having a display booth with people informing citizens
of their services. The booths are on loan from South Euless Elementary
School.
Elementary school children will make posters to place
through-out the City advertising the event. City Manager Sustaire
has ordered a dirigible for advertising.
Activities include three bands, demonstrations by square
dancers, country western dancers, aerobics, rhythmic aerobics, tap
dancers, and karate.
Public Works Department will display some of their heavy
,.., equipment. The Fire Department will display a fire truck, and hand
out literature on fire prevention. The Police Department will give
out information on crime prevention, and will have a squad car there
for close inspection. The City Secretary will have a booth with
the history of Euless on display. Mr. Marty Baker, Tarrant County
Horticulturist, will be a guest in the Parks Department booth. Bob
Phillips , Jerry Crane, Jerry Massey, and Kevin Smith will be there
also, to answer questions on lawn care, and care of plants, shrubs,
and trees. The Recreation Department will sell Senior Citizen Cook-
books, and the Seniors will have a cook-off.
The Parks and Recreation Board members plan to assist at
both Parks and Recreation booths.
VII.
RECREATION COORDINATOR' S REPORT
Mrs. Wakeley stated four hundred and sixty-seven partici-
pants signed up for this seven-week session in Recreation. This
includes Pre-school children to Senior Citizens.
The Easter Bunny visited at Midway Park on March 30th.
for the Second Annual Easter Egg Hunt. We had eight thousand single
pieces to give the children, (baskets, pink peeps, candy eggs, etc. ) .
Some were donated by local merchants. Four hundred young 'children,
toddlers through twelve years of age, participated in this successful
event.

VIII.
BEAUTIFICATION PROJECT STATUS
Mrs. Park stated the Beautify Texas Contest ended on
March 30th. , and winners would be announced after April 15th.
COMMENTS
Chairman Owens congratulated Mrs. McCormick on her re-
election to the Euless City Council.
In response to an inquiry from Mr. Henson, Mrs. Wakeley
replied that we are so limited on fields for softball practice that
we cannot accept a fee at the beginning of the season to cover cost
of lights for the season, because we are unable to reserve a place
for the season.
Mr. Hawthorne stated the median on Harwood Road, recently
landscaped by the Parks Department, has so many developer' s signs
placed there on week-ends that it is most unsightly.
CHAIRMAN'S REPORT
Chairman Owens checked the South Euless Park over and
-- found the following list of things that need attention:
There are two pot-holes in the street near the sign
at the entrance.
The tennis net is falling down across the top.
The creek-bed between the homes and the park has a
lot of debris and is most unsightly.
The basketball backs and courts are unkept and need
painting, and baskets need to be tightened. Also,
the basketball apron needs some maintenance.
ADJOURNMENT
There being no further business before the Parks and
Recreation Board, the meeting was adjourned at 8 : 05 P.M.
