HomeMy WebLinkAbout1983-02-07 Regular Meeting Parks and Recreation Board February 7 , 1983 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7: 00 P.M. , February 7 , 1983 , in the Council Chambers of the Euless Municipal Building by Chairman Billy Owens. Other members present were Mrs . Carolyn Park, and Messrs. Jack Hill, and Kerry McCombs. Alternates Ron Henson and D. R. Hawthorne attended the meeting. Chairman Owens appointed them to serve officially during the meeting. Also present were Recreation Coordinator Julia Wakeley, Parks Coordinator Bob Phillips, and Recording Secretary Ophelia Smith. VISITORS Visitors in attendance were: Mayor Pro Tem Willie Mae McCormick, City Manager W. M. Sustaire, and Mr. Paul Calhoun, president of Euless Boy' s Baseball Association and Mid-Cities Little Dribblers . INVOCATION The invocation was given by Mr. Ron Henson. APPROVAL OF MINUTES The minutes of the regular meeting dated January 10, 1983 , were approved as written. I. YOUTH SPORTS Mr. Paul Calhoun, president of Euless Boy' s Baseball Association, stated they have had two meetings this season, and a coache' s meeting is scheduled on February 16. Registration will begin in March, and teams will start practicing in April . In answer to an inquiry from Chairman Owens, Mr. Calhoun explained that the Euless Boy' s Baseball Association has its own Umpires Association. Mr. Bill Harder recruits and trains people to serve in this capacity. Mr. Calhoun stated Euless Boy' s Baseball Association has sponsors to defray some of the operational expense. Mr. Calhoun stated Mid-Cities Little Dribblers depend on candy sales, concession sales, and registration fees for funds to operate. Little Dribblers are into the fifth week of this season. Mr. Calhoun stated that participation is lower this year which means less operational funds. Page Two, Regular Meeting, Parks & Recreation Board, February 7 , 1983 Mr. Calhoun stated Mid-Cities Little Dribblers Association is affiliated with the National Little Dribblers Association. Last year National Finals were held at Leveland, Texas. The eight and nine year old Girl ' s League and ten and eleven year old Boy' s League won championships. Our association has a Senior League for Junior High youths made up of seventh and eighth grade students . This organization is known over the entire United States. The registration fee is $25. 00 per season. Mr. Don Hawthorne asked if some coordination with youth . sports groups and adult soccer might be in order for adult soccer. The Adult Soccer Association has grown to a point where the City of Euless is running out of space for this group to play. After some discussion Chairman Owens replied the ruling of this advisory committee is that organized sports groups must submit a copy of their By-laws, and a list of officers, to be City sponsored. Unless a group is sanctioned by the Parks and Recreation Board they cannot play on the ballfields with our blessing. II . RECQUETBALL FEASIBILITY STUDY Chairman Owens called for reports on the racquetball feasibility study. After some discussion Mr. Sustaire recommended making a survey to determine the number of interested racquetball players in the City of Euless. Mrs. Park made the motion that the Euless Park and Recreation Board approach the City Manager' s office on setting up a survey to find what the interest of the Citizens of Euless is concerning racquetball courts in the city. Mr. Henson seconded the motion and the vote was: Ayes: Mrs. Park, Messrs. McCombs, Hill, Owens, Henson, and Hawthorne. Nays: None. Chairman Owens declared the motion carried. III. DISCUSSION OF WORK SESSION FOR PARKS AND RECREATION EXPENSE REVIEW After some discussion Chairman Owens announced the Parks and Recreation Board would meet for a whokshop at the City Hall on February 17, 1983 , at 7: 00 P.M. BEAUTIFICATION PROGRAM REPORT Mrs. Park reported that most of the interest at present in the Beautification Program is on the City' s Litter Project. Mr. McCombs and his Cub Scout Troupe, and the Junior Historians at Central Junior High School have projects lined up in February. Letters have been sent to youth groups in the area, and hopefully we will get some response from that mail-out. If you know of an area that needs to be de-littered, call Mrs . Wakeley to record the project for points in the Beautify Texas Contest. V. PARKS COORIDNATOR' S REPORT Mr. Phillips reported that the Parks Crew built two roll- away desks for City Hall, and also painted the ladies room. The picnic tables, garbage cans, playground equipment, etc. , in the parks have all been rapainted and/or repaired. We have pruned trees in West Park in preparation of transplanting in other areas. We cleaned debris from a large drainage ditch enabling drainage into the creek on the north side of the park. A parking lot has been built at Midway Park by enclosing area at entrance from Main Street with rail fencing. New windscreens have been installed on Midway and Lakewood tennis courts . Sand has been removed from West Park to Little Bear Creek to level low spots in two football fields, one softball field and park area. Sand also has been moved from West Park to level ball fields at Midway Park. The roses have been pruned in the rose garden at Carr Park. We have requested two hundred more roses be given to the City. On Arbor Day, January 21st, 465 pecan trees in one-gallon containers were delivered to all fourth grade students in the Euless Elementary Schools. All the parks equipment has been cleaned, repaired, and repainted in preparation of the busy mowing season. Since receiving the new tree spade the Parks Crew has planted twenty-five cedar elm trees in the median strip on Harwood Road between Hwy 157 and North Main Street. Also, three trees have been planted at Trinity High School in connection with the Beauti- fication Program. This was a project involving the Troy Anns. The buildings at the swimming pools have been repainted both inside and outside, and treated for termites. The diving boards have been thoroughly checked and repaired. DISCUSSION OF BEAUTIFICATION SLOGAN BUMPER STICKERS DISTRIBUTION Mrs. Park volunteered to contact members of the Real Estate Board for distribution of Beautification bumper stickers. David Echols, employee of the Parks Department, placed the remainder with leading merchants in the City, except for a small number held at the Recreation office on Simmons for citizens to drop by and pick up. VII. RECREATION COORDINATOR' S REPORT Mrs. Wakeley reported that three hundred-sixty adults have registered for the second winter recreation session. One hundred and forty-two children are involved in this seven week session of recreation. Total Rec. , a new class made up of three classes plus baby-sitting at a reduced rate, will be offered in the Spring session. This class aimed at the homemaker with small children will be held during the morning hours at the Community Building. The Recreation Department will sponsor Jo Ann Porterfield with the Dale Carnegie Institute in a motivation seminar for City of Euless female employees on February 18, 1983, in the Fuller Room. Mrs. Wakeley presented a twenty-eight minute film by the National Youth Coaches Association of actual play or practice which was designed to make workers with youth sports groups more aware of conditions in competive youth sports. ADJOURNMENT There being no further business before the Parks and Recreation Board the meeting was adjourned at 9 : 50 P.M. with a closing prayer by Chairman Owens .
