HomeMy WebLinkAbout1983-01-10 Regular Meeting Parks and Recreation Board -January 10 , 1983 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7 : 00 PM, January 10 , 1983 , in the Council Chambers of the Euless Municipal Building by Chairman Billy Owens. Other members present were Mrs. Carolyn Park, and Messrs . Jack Hill, Bobby Baker, and Kerry McCombs. Alternate Ron Henson attended the meeting. Also present were Recreation Coordinator Julia Wakeley, Parks Coordinator Bob Phillips, and Recording Secretary Ophelia Smith. VISITORS • Visitors in attendance were: Carole J. Pasquale Steve Lipe C. I . BEAUTIFY TEXAS PROGRAM UPDATE Mr. Bobby Baker presented Mrs . Carolyn Park, chairman of the Steering Committee, with a donation of $250 . 00 to be used as awards to winners of the Beautify Texas Program Slogan Contest. Mr. George McKinney, past president of the Beautify Texas Council, gave a brief review of the Beautify Texas Program for the benefit of guests. Mrs. Carolyn Park reported the Beautify Texas Program slogan contest ended January 1st. with 317 entries. Page Two, Regular Meeting, Parks & Recreation Board, January 10 , 1983 The slogan winning first place: "Euless - We ' re Building a Beautiful Tomorrow" , was submitted by Mr. Steve Lipe, Euless resident. Mrs. Park congratulated Mr. Lipe and presented him with a $50. 00 cash award. Mrs. Park extended congratulations to four second place winners and presented each with a $25. 00 cash award, also, five third place winners received congratulations and a cash award of $20 . 00 each. Second place winners: "Euless - Clean, Green, and Growing" Submitted by: Cecil N. Marshall, Richland Hills. "Mother Nature is Proud of Euless" Submitted by: Bob Yosten, Euless. "Put a Beautiful You in Euless" Submitted by: Nancy L. Bentley, Bedford. ' "Let' s All Be a Team and Keep Euless Clean" Submitted by: Scott Baker, Euless. Third place winners: "Beautiful People Beautify Euless" Submitted by: Patricia McNamee, Fort Worth. "Winter, Summer, Spring and Fall - Keep Euless Blooming - One and All" Submitted by: Mrs. C. C. Pasquale, Euless. "Euless - Working Toward Beauty, Progress and Success" Submitted by: Mickey N. Irving, Euless. "Make No Mess - Keep Euless the Best" Submitted by" Janet Uribe, Euless. "Don' t Dump, Don' t Litter, Help Euless Look a Whole Lot Better" Submitted by: Deborah M. Hoskins, Euless. Mrs . Park presented Julia Wakeley and Bob Phillips each a T-shirt imprinted with the slogan winning first place in appreciation of their cooperation and tireless efforts with the Beautify Texas Program. Mayor Pro Tem McCormick gave $100. 00 to the Beautify Texas Program Euless Contest. Mrs. Park gratefully accepted the donation, and other Board Members and guests expressed their apprecia- tion of her generosity. Mrs. Park reported the past two months have been spent Page Three, Regular Meeting, Parks & Recreation Board, January 10 , 1983 laying the ground-work for the Beautify Texas Program Contest. Committees have been formed, and plans made with special interest for cleaning up the City. Mrs. Park ' s report was accepted by unanimous vote. Chairman Owens requested "trash pick-up" be number one item for consideration at the next regular meeting, and asked each Board Member to bring suggestions to implement this important phase of the Beautify Texas Program. Felix Wong, City employee, showed a sample for a bumper sticker imprinted with the winning slogan. A few modifications were recommended. II . RECREATION COORDINATOR'S REPORT Mrs. Julia Wakeley reported that recreation classes start the week of January 10 . There are 360 people registered for seven week classes . Senior Citizens: New opportunities for Senior Citizens. 1) The Southwestern Bell Telephone Company will send a representative to explain instruments for the handicap; such as , hard of hearing or sight impairment. 2) Euless Police Department will send and officer to talk with the Seniors about crime prevention in the home. 3) Euless Fire Department will send a member of the department to talk with the Seniors about fire prevention in the home. 4) An on-going service is the visiting nurse checking blood pressure once a month. 5) Mayor Pro Tem McCormick made a gift of $200. 00 to the Seniors. Lynn Shackelford is checking on refrigerator and micro- wave prices. The Seniors voted to purchase these items with the money that was made from the cookbook sales. Eight hundred cookbooks were sold for a profit of $1 , 300. 00 . Athletics: The new private sector Sports World is due to open in June 1983 . They plan to register all of their softball teams USSSA, while Euless register teams ASA and TAAF. Neither program is a threat to the other rather both programs will enhance the other. Umpire School for softball umpires will begin in February at the Community Building. Page Four, Regular Meeting, Parks & Recreation Board, January 10 , 1983 III . PARKS COORDINATOR' S REPORT Mr. Phillips reported the Parks Department Employees have transplanted 1 , 200 crape myrtle shurbs donated to the City by H.E.C. Electric Company. Little Bear Creek Park: Eagle Scouts helped plant a new bed on the east end of Little Bear Creek Park in connection with the Beautification Program. Forty crape myrtle shrubs have been planted around the fence at the softball field to replace ones destroyed by vandals. Three light fixtures around the restrooms which were vandalized have been replaced. Carr Park: A new tile floor has been installed in the ladies restroom. The walls have been repainted, and a new dressing table installed. The men' s restroom has been repainted. Two loads of wood chips have been applied to the jogging trail at Carr Park and the trail turf-shaped. Midway Park: Ninety crape myrtle shrubs have been planted around the fence on ballfield No. 2 . A new T-Ball field has been built at Midway Park for small children. It has 12 ' ft. back stops and 6 ' ft. fence down side lines, with 4 ' ft. fence along Midway Road to keep ball from rolling into the street. Four large loads of ballfield clay have been applied to the in-field and leveled, and rye grass has been planted on the out-field. All fences around the ballfields have been repaired or replaced. All in-fields have been reworked. The trees in Midway Park have been pruned. Steel is being installed to the stadium bleachers. The press boxes have been repainted both inside and out- side, and damaged wood replaced. The press boxes have been treated for termite control , and wood replaced damaged by termites. Civic Center Complex: Eighty crape myrtle shrubs have planted on the grounds at City Hall . Youths from the Soccer Assoc- iation helped plant decorative cabbage in this bed in connection with the Beautify Texas Program. Page Five, Regular .Meeting, Parks & Recreation Board, January 10 , 1983 A cabinet has been removed from the mailing-copy room and the walls repainted. Restrooms have been repainted at the Municipal Building. One hundred and thirty-five crape myrtle shrubs have been planted on the median strip on Harwood Road between Hwy. 157 and North Main Street. Space has been left for planting trees at a later date. Eighty-five crape myrtle shrubs have been planted on Fair Oaks Boulevard. Eighty-five crape myrtle shrubs have been planted at the intersection of F.M. Hwy 157 and Airport Freeway. The buildings at the swimming pools have been repainted inside and outside, and treated for termites. Trinity High School ballfield light standards have been repainted. The signs at the entrance to all the parks have been repainted. The Parks Shop at Midway Park has been repainted outside. COMMENTS Chairman Owens suggested the Parks and Recreation Board welcome the officials of Softball World to the City by letter inviting them to a Board meeting. Chairman Owens reviewed a letter from National Recreation and Parks Association regarding the 1983 Regional Conference in March with the prospect of sending delegates. Action will be taken on this at a later date. Chairman Owens remarked on an article entitled, "Economics of Racquetball" , and asked a copy be sent to each member of the Parks and Recreation Board for review. Chairman Owens reminded those present that we will be entering the summer recreation season soon, and we should take an in-depth look at cost for possible cut-back. Chairman Owens suggested Parks and Recreation Board members rejuvenate plans for a special park for the handicapped. Chairman Owens recommended Mrs. Park request an audience at the City Council meeting on January 25 to bring the Council up to date on the Beautification Program. The Parks and Recreation Board members plan to attend the meeting as a supportive group. Chairman Owens asked Committee Chairmen to submit written reports at each meeting in the future to be placed on file with the minutes. Page Six, Regular Meeting, Parks & Recreation Board, January 10, 1983 Chairman Owens expressed appreciation of donations from Mrs. Willie Mae McCormick and Mr. Bobby Baker. Councilman Sternfels reminded Parks and Recreation. Board members that the City Council needs in-put from the Parks and Recreation Board for the 1983-84 Budget. Chairman Owens stated that since entering the Beautiy Texas Contest we have been laying the ground-work. In the future all public- ity and activities should be cleared with the City Manager.
