HomeMy WebLinkAbout1982-11-01 Regular Meeting Parks and Recreation Board November 1, 1982 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7: 05 P.M. , November 1 , 1982, in the Council Chambers of the Euless Municipal Building by Chairman Billy Owens . Other members present were Mrs . Carolyn Park, and Messrs. Jack Hill, and Bobby Baker. Alternates Ron Henson and D. R. Hawthorne attended the meeting. Also present were Parks Coordinator Bob Phillips, and Recording Secretary Ophelia Smith. VISITORS Visitors in attendance were: Mayor Pro Tem Willie Mae McCormick, Councilman Ron Sternfels, Liz Newlin, Andrew Taylor, Jerry Massey, Kevin Smith, Jerry Crane, Jan Hogg, and Leon Hogg. INVOCATION The invocation was given by Mr. Bobby Baker. APPROVAL OF MINUTES The minutes of the regular meeting dated October 4 , 1982 , were approved as written. I. GOVERNOR' S COMMUNITY ACHIEVEMENT AWARDS PROGRAM UPDATE Mrs . Carolyn Park, Chairman of the Beautification Program Steering Committee, after distributing pamphlets and materials related to the Beautification Program, reported that on October 21st. she attended the Beautify Texas Council district meeting in Grand Prairie with Julia Wakeley, Bob Phillips, and George McKinney. On October 22nd. Mrs. Park and Mr. McKinney attended a second day of the meeting. Mrs. Park stated it was a very informative meeting. Mrs. Park stated she has spent most of the past month making personal contacts and telephone calls informing people of the program, and trying to get them interested in entering the contest. Mrs. Park stated she has contacted Texas Power and Light Company and the H.E.B. Chamber of Commerce regarding becoming members of the Beautify Texas Council . Mrs. Park reported that Mr. Sustaire consented for the City of Euless and the Parks and Recreation employees Page Two, Regular Meeting, Parks & Recreation Board, November 1 , 1982 to join the Beautify Texas Council. We are now members of the K.T.B.C.T. , (Keep Texas Beautiful Clean Team) . Mrs. Park has asked Bob Eden Real Estate and Wendy' s Restaurant to place something on their marquees calling attention to the B.T.C. Program. Mrs. Park reported Leslie Jordan was responsible for a broadcast from W.B.A.P. radio Wednesday morning, October 27th. , explaining the Beautification Program for Euless, also, gave in- formation on the Slogan Contest. Mrs. Park stated approximately sixty letters have been sent to clubs and organizations inviting them to the organizational meeting on November 4th. We hope to inspire them to join the Beautify Texas Program, and enter a project in the contest. Mrs. Park stated Leslie Jordan who is in charge of Community Affairs with Texas Power and Light Company has consented to head the committee on publicity. Nancy Hicks will be in charge of anti-litter. Bob Phillips will be in charge of planting and re-landscaping. Julia Wakeley will make the scrap book. Leon and Jan Hogg will take the responsibility of getting vancant lots cleaned and mowed. Other committees will be formed as the need arises. II. RESTORATION OF RETIRED FIRE TRUCK COMMITTEE REPORT Mr. Bobby Baker reported that he and Mr. Kerry McCombs had investigated restoring a retired fire truck for the Parks Department to use watering trees, plants, and shrubs on medians or areas where there is no irrigation. Jeff Byrnes, the City mechanic, estimated the vehicle would need approximately $1 , 000 . 00 for engine repairs . The truck has a five-hundred (500) gallon tank. The water pump has been removed, but no problem is anticipated with that. The truck needs to be repainted. Mr. Baker stated the committee believes the truck would serve the Parks Department as a watering truck with the above mentioned repairs. After some discussion Chairman Owens appointed Mr. Bob Phillips to review the committee' s report on the feasibility of restoring the retired fire truck with City Manager Sustaire, and report his decision to the Board at the next regular meeting. III. PRESENTATION OF GOOD MEIGHBOR AWARD Chairman Owens presented Liz Newlin, Mid-Cities Daily News reporter, with the Euless Parks and Recreation annual Good Neighbor Award. PARKS REPORT Mr. Bob Phillips gave an update on the Parks Department' s participation in the Beautification Program: The landscaping at the Public Service Building has been completed. Good coverage was received on this project by the Mid-Cities Daily News. The Senior Citizen' s bed at Simmons Center has been planted. The planting of this bed was depicted in the Mid-Cities Daily News. The boulevard back of K-Mart has been landscaped with crape myrtles and eleagnus propogated in the City Greenhouse. Youths from Flag Football helped plant this area. The grounds at the Public Works Office on Central Drive have been landscaped. The Public Works Department will maintain this area. The Parks Department has made a new bed in front of the Civic Center Complex. The bed is long and narrow, beginning at Ector Drive and extending to the edge of the courtyard. Plans are to plant red crape myrtles in this area, and plant bedding plants each spring. Mr. Phillips reported the installation of the irrigation system on the grounds of the Public Safety Building has been completed. The Fire Department used their ladder truck and helped the Parks Department replace non-illuminating lights on Ballfield No. II in Midway Park. The stainless steel fixtures for the rest rooms at Little Bear Creek Park have been installed. The order for two more commodes and a lavatory will be placed to replace existing old fixtures. Rye grass seed has been planted on the grounds to the south side of the Civic Center Complex. Also, rye grass has been sown on the fields at West Park, and the Harwood Soccer Fields. Copper plants have been removed from the berm on the west side of the Civic Center Complex, and potted for wintering in the Greenhouse. Mr. Phillips stated this will probably be the last month of 100% mowing this season, since the weather is cooler and the grass is not growing very much. Page Four, Regular Meeting, Parks & Recreation Board, November 1 , 1982 .. V. INTRODUCTION OF PARKS PERSONNEL Parks Foreman: Mr. Phillips introduced Jerry Crane, foreman of the Parks Department. Mr. Crane has been with the City two years. He is very efficient, and is doing a tremendous job keeping our oper- ation going smoothly. Parks Leadman: Mr. Phillips introduced Jerry Massey, Parks Department leadman. Mr. Masses has been with the Parks Department approximately two years . He is responsible for mowing grass and taking care of the parks. Under his guidance the crew accompolishes in four days the work that ordinarily has taken five days before he took over the job as leadman. Mr. Massey recently received an award as the "Most Outstanding Employee" in the Euless Parks Department. Horticulturist: Mr. Phillips introduced Kevin Smith, horticulturist, who has been with the Department for a little over a year. Mr. Smith is a native Texan. He has a degree in horticulture from Kansas State University. Mr. Smith thoroughly enjoys his work, and Citizens are commenting favorably on the good job he is doing for the department. Mr. Phillips stated the City is very fortunate to have the men we have working in the Parks Department, and these three men provide the leadership we need to run the department efficiently. Chairman Owens commented the City is very fortunate to have Messrs. Crane, Massey, and Smith in our employ. Mr. Phillips then showed slides depicting progress throughout the park system. VI. RECOGNITION OF COUNCIL MEMBERS Mr. Sternfels commented in regard to the Beautification Program there are various aspects to consider which are governed by City Ordinances. Different areas fall under the jurisdiction of the various departments . The Beautification Program Committee should work with the Staff to bring about needed changes. Mr. Sternfels stated the committee on "Restoring the Retired Fire Truck" should meet with Mr. Sustaire and work out details, as to cost, etc. Then the Board should advise the Council of their intent. Page Five, Regular Meeting, Parks & Recreation Board, November 1 , 1982 -- Mr. Sternfels stated he would like to speak for all the Council that Liz Newlin is doing an excellent job covering all the news for the City, and congratulate her on receiving the Parks and Recreation Department' s "Good Neighbor Award" . Mr. Sternfels stated he has made a recommendation to Mr. Sustaire for a Sports Complex, and another community project, to be added to our proposed Bond Election. Mrs. McCormick commented that if a reward were offered for the the winning Beautification Slogan it might entice entries. Mrs. McCormick stated Southwestern Bell Telephone Company has a Public Relations Offficer for this area who would be a good contact for the Beautification Project. Mrs. McCormick stated the City has a Sign Ordinance governing signs. However, it has a legal clause to abide by, also, having personnel to enforce the Ordinance poses a problem. Mrs . Park remarked that she feels to get organized this year, and make the Beautification Program an on-going thing would be a step. VII. RECOGNITION AND COMMENTS OF VISITORS Mr. Leon Hogg, President of the Euless Girl ' s Softball Association, commented that he and Mrs. Hogg are very proud of the Parks and Recreation facilities in the City of Euless. Mr. Hogg stated they are very enthusiastic about the Beautification Program. The Euless Girl ' s Softball Association wants to plant trees at West Park, and re-landscape the entrance to the park as an Association project. Mr. Hogg stated the Board members appointed as liaisons with the Euless Girl ' s Softball Association have contacted him, and plan to start meeting with the Association in January 1983 . VIII . COMMENTS Mr. Bobby Baker, B & B Auto Parts of Euless, offered a donation of $250 . 00 to be used toward prize money for the Beauti- fication Slogan Contest. In answer to Mr. Hawthorne' s request, Chairman Owens asked Mrs. Wakeley to report to the next regualr Board meeting the possible effects of Softball World on the Euless athletic program.
