Parks and Recreation Board
August 2, 1982
CALL TO ORDER
The regular meeting of the Parks and
Recreation Board was called to order at 7:05 P.M. , August 2, 1982, in the
Council Chambers of the Euless Municipal Building, by Chairman Bobby Baker.
Members present were Mrs. Carolyn Park, and Messrs, Don Calhoun, Kerry McCombs,
Jack Hill, and Billy Owens.
Alternates D. R. Hawthorne and Ron Henson
attended the meeting.
Also present were Recreation Coordinator
Julia Wakeley, Parks Coordinator Bob Phillips, and Recording Secretary OOhelia
Smith.
VISITORS
Mayor Pro Tem Willie Mae McCormick
visited the meeting.
INVOCATION
The invocation was given by Mr. Kerry
McCanbs.
APPROVAL OF MINUTES
The minutes of the regular meeting dated
April 5, 1982, were approved as written.
WELCOME NEW MENDERS
Chairman Bobby Baker welcomed recently
appointed member Jack Hill and alternate members D. R. Hawthorne and Ron Henson
to the Parks and Recreation Board.
I.
ELECTION OF OFFICERS
Chairman Baker requested nominations
for chairman of the Parks and Recreation Board.
Mr. Calhoun nominated Billy Owens to
serve on the Board as chairman.
Mr. Owens was elected by unanimous vote.
Chairman Baker called for nominations for
vice chairman of the Parks and Recreation Board.

Mrs. Park nominated Kerry McCombs to
serve as vice chairman on the Parks and Recreation Board.
Mr. McCcanbs was elected by unanimous vote.
Mr. Baker asked for nominations for a
secretary of the Parks and Recreation Board.
Mr. Calhoun nominated Carolyn Park to
serve as secretary of the Parks and Recreation Board.
Mrs. Park was elected by unanimous vote.
Chairman Baker stated the officers were
elected to serve on the Board for a term of one year beginning with the next
regular meeting.
II.
RECREATION COORDINATOR'S REPORT
Mrs. Julia Wakeley reported that the Mid-
Cities Daily News in conjunction with the Fort Worth Social Security office will
carry a story about Euless Senior Citizen's Group in August 11, 1982, issue.
Euless Senior Citizen's Group is the only Senior Citizen Group in this area.
Euless Senior Citizens and Recreation
Activities Coordinator Margaret Little have compiled a cookbook which is at the
printers and will be ready for distribution the later part of September. Over
two hundred and fifty recipes were contributed for this project. The cookbook
will sell' for $3.50, and proceeds will go into the Senior Citizens' Fund.
Fourteen Senior Citizens participated in
the Texas Senior Games on June 25th. at the University of Texas in Arlington.
This a new competition which is a branch of Texas Amateur Athletic Federation,
(T.A.A.F.) . Contests included bridge, basketball throw, bicycling, and running.
The Recreation Department sponsored City
of Euless Night at Arlington Stadium on August 1. The event was well attended,
and will be repeated.
The Recreation Fall Program is scheduled
to be mailed on August 18th. Seven new classes will be offered this time.
The Regional Tournament for Summer Track
was held in Euless this year. There were 108 participants in the Sir Track
program. Fifty seven qualified for State Tournament in Brownwood, Texas.
Regional Tennis Tournament was held in
Denton this year. Euless had eight first place winners and four runners-up
to qualify for the State Tournament in Corpus Christi.
City of Euless held both Regional Conpetion
and the State Tournament in Minor Girl's Softball this year. Two Euless teams
qualified for State.

Senior Girl's Softball had one team
play in State Competition at Corpus Christi.
Men's Softball Open League held the Regional
Tournament at Bear Creek. Hertberg and Associates will represent Euless at the
State Tournament in Stephenville.
Men's Church League had three teams to
qualify for T.A.A.F. Regional Play-off this season. They were First Baptist
Blue, First Baptist Gold, and First Baptist Green.
Warren's Softball League sent three teams
to T.A.A.F. Regional Play-off for women in Denton this summer.

The Summer Adult Tennis League has thirty-
nine participants. This league will continue into the fall.
Karate instructor, Clif Davis, held the
first Karate Tournament in the area on July 24, 1982. Fifty-eight participants
froth the Dallas and Fort Worth area won trophies. We made a net profit of 95%
on the meet.
Fall softball registration began on
August 2nd. All leagues are expected to be filled.
Janine Hogg of Euless participated in
two State Tournaments this summer, Senior Girl's Softball, and both singles
and doubles in tennis. Both tournaments were held in Corpus Christi.
The attendance at the swimming pools for
June and July is 397 lower than for the same period in 1981; however, revenue
for the same period shdws an increase of $965.00, due to general admission sales
over swim passes. The Recreation Department has sold swim passes in the amount
of $4,450.00 this season.
Day. Camp had a total of 66 participants
this season. Kinder Camp had 20 small fry participate in 5 sessions. YMCA
instructed a total of 437 in swimming lessons.
III.
PARKS COORDINATOR'S REPORT
Mr. Phillips reported that the creek at
West Park is being straightened and cleaned. The sand from the bottom of the
creek bed is being moved to Lakewood Elementary School and placed on the play-
ground. The bleachers have been painted. Trees are being trimmed, and under-
brush cleared.
Two large parking areas have been graded
and leveled adjacent to the soccer fields on Harwood Road. The Parks Department
applied crushed rock at the entrance which had been purchased by the Soccer
Association.
Another tree nursery has been started back

of the Greenhouse. Approximately two-hundred red oaks in one gallon containers
which were planted in the Greenhouse are growing there at this time. An irri-
gation system has been installed in this area to help get the trees off to a
good start and keep them growing.
All the ballfields have been fertilized
and sprayed with Pensol. Pensol is a substance that aerates the soil and promotes
growth.
Fencing, (980' of 6'ft. cyclone) has been
completed around the new well lot on North Main Street, and (610' of 6' ft.
cyclone) has been completed around the new compound at the Service Center.
All lights have been replaced with new
reflectors and some with lens at the Lakewood tennis court. Three coats of a
special paint have been applied on the courts. Also, the courts have been
stripped and new nets installed. This is one of our better courts.
All ten lights on the tennis courts at
South Euless have been replaced and Lexan lens installed. The Fire Department
furnished their ladder truck to help with the installation of lights on both
South Euless and Lakewood tennis courts.
Some of the lighting has been replaced
and new nets installed at Midway tennis courts.
A large flood light has been installed on
the pavalion in Kiddie Carr Park to help prevent vandalism.
The Parks t parbrent is now mowing the
median strips at the intersections of SH 10 and FM 157, also Airport Freeway
and FM 157.
COMMENTS
Soccer Fields at West Park
Mr. D. R. Hawthorne expressed a growing
concern over the field usage at West Park soccer fields.
After some discussion recommendation was
made to allow play on the soccer fields at West Park no more than four times
in a week so the grass will have a chance to grow and the fields recoup.
Report on Coaches Clinic
Mr. Calhoun, who represtented Euless
Recreation Department at the Coaches Clinic held here April 23rd and 24th,
reported that it was well organized and very interesting. Mr. Calhoun re-
commended making the Coaches Clinic an annual event for every sport. He, also,
recommended purchasing a set of films designed to teach coaches how to help
young people handle a "down", and cope with ups and downs in their daily lives
which is what sports are all about. It teaches coaches how to get across to
the youngsters that "Winning is not everything", and they are not always going
to win.

Discussion of Parks Master Plan
Mr. Calhoun recommended reviewing the
Parks Master Plan with regards to up-dating for future needs in accordance
to population growth.
Mr. Baker mentioned that trends are
changing. Needs will alter in certain areas. Women's softball participation
has dropped in the last few years; where as, participation in soccer continues
to increase rapidly.
Mr. Owens stated that due to the present
economy more people are staying have and taking part in Euless Recreation
program.
After sane discussion Mr. Owens suggested
inviting the City Planner to the next Parks and Recreation Board meeting to
review the Parks Master Plan and discuss plans for up-dating to meet future needs.
Little Bear Creek Park
Mr. Calhoun stated he received a tele-
phone call from a couple who walk'in Little Bear Creek Park each day. They
declared it to be the most beautiful and best kept park they have visited.
Mr. Baker reported that everyone who
attended his class reunion in Little Bear Creek Park on July 3rd was quite
impressed with the park, and thought it a perfect place for the reunion.
J. A. Carr Park
Mr. Owens inquired about the irrigation
system at J. A. Carr Park. Mr. Phillips stated that due to cost of installing
undelylound irrigation system the park would be watered with the Water Kannon.
Mr. Owens inquired if future plans called
for a re-direction of the creek back of J. A. Carr Park. Mr. Phillips stated
some work has been done to channel the creek away from the park, and plans have
been made for correcting erosion problem.
Illegal Softballs
Mrs. Wakeley replied to an inquiry by
Mr. McCanbs that the Dudley blue dot, Dudley red dot, Worth hot dot, and the
Debeer rocket were ruled out locally for softball play.
Tree Transplanting
Mr. McCombs inquired if the Parks Department
plans to remove more trees from Bear Creek Park for transplanting in other parts
of the City.
Mr. Phillips replied that the Parks
Department does not have plans to transplant trees from Bear,Creek Park at
this time.

South Euless Park
Mr. Owens cited a problem of traffic
crossing the south side of South Euless Park and recommended asking City
Planner review situation as to possibility of building a walk of some kind
cr barricade up protect park property.
Alternate Board Members
In answer to an inquiry by Mr. Hawthorne
the purpose and responsibilities of an Alternate to the Board were defined by
the Chairman and Mayor Pro Tem Willie Mae McCormidk.
Chairman Owens' Suggestions
In-caning Chairman Owens requested.Board
Members give sane thought and special attention to future work projects, and
selcet a segment they are particularily interested in giving attention to during
the caning year. Mr. Owens asked members to choose an association they would
like to work with, and report to the next regular meeting.
RECOGNITION OF MAYOR PRO TEM
Mr. Baker recognized Mayor Pro Ten
Willie Mae McCormick in attendance at this meeting and stated the Board is
very appreciative of her attendance.
ADJOURNMENT
There being no further business before
the Parks and Recreation Board, the meeting adjourned at 8:30 P.M.
