HomeMy WebLinkAbout1982-04-05 Regular Meeting Parks and Recreation Board April 5, 1982 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7:05 P.M. , April 5, 1982, in the Council Chambers of the Euless Municipal Building, by Chairman Bobby Baker. Members present were Messrs. Don Calhoun, Kerry McCombs, and Billy Owens. Also present were Recreation Coordinator Julia Wakeley, Parks Coordinator Bob Phillips, and Recording Secretary Ophelia Smith. VISITORS Visitors in attendance were Mayor Pro Tem Willie Mae McCormick, and Mr. D. R. Hawthorne. INVOCATION The invocation was given by Mr. Billy Owens. APPROVAL OF MINUTES The minutes of the regular meeting dated February 1, 1982, were approved as written. • I. RECREATION COORDINATOR'S REPORT Mrs. Wakeley reported that adult soft- ball is underway. We have 12 leagues, 93 teams, and 1,600 ball players. They play 46 games per week with two umpires and one scorekeeper per game. Field Usage: (games only) Bear Creek 5 nights Central 4 nights West Park 4 nights including Girl's softball. Midway Park 4 nights including Boy's baseball. Girl's softball has 200 registered players, and Boy's baseball has 300 signed up at this time. Youth soccer had a record high registuration this spring of approximately 1,300 participants. The City of Euless Recreation Department will host a softball and baseball Youth Coaches Clinic on April 23 and 24, 1982. Youth coaches participating in this workshop will receive information in First • (Page Two, Regular Meeting, Parks & Recreation Board, April 5. 1982) Aid and conditioning, organization of practice, teaching proper techniques, and coverage for $100,000 liability insurance. Two hundred and eighty-five participants have signed up for eleven different recreation classes this spring. New classes to be offered this summer are Yoga and Ladies Self-improvement. Approximateley 200 bridge players are involved in the Euless Recreation Bridge program. The first annual Easter Egg hunt will be held at J. A. Carr Park, April 10, 1982, at 12:30 P.M. The hunt is for children ages one through twelve. Mr. Owens moved to send Mr. Calhoun, as the Board's representative, to the National Youth Coaches Clinic sponsored by the Recreation Department, April 23rd and 24th. Mr. McCombs seconded the motion and the vote is as .follows: Ayes: Messrs. Owens, Baker, Calhoun, and McCombs. . Nays: None. Mr. Baker declared the motion carried. II. PARKS COORDINATOR'S REPORT Little Bear Creek Park Mr. Phillips stated we have a new Youth's Flag Football field in Little Bear Creek Park located on the right of the entrance. The field has been graded, leveled, turf-shaped, and 50 lbs. of Bermuda grass seed planted just before the last rain. This field should be in good shape soon. Mr. Phillips stated 600' ft. of 2" in. pipe has been installed to the new field to enable use of the Water Kannon in that area. The arboretum in Little Bear Creek Park has fifteen varieties of trees at present, and we will be adding to this number. The banks on the east end of the old creek have been sloped and sides raked for 400' ft. on either side in an effort to eleminate the mosquito problem in that area. Midway Park Mr. Phillips stated new metal seats have been installed on the bleachers at athletic fields No. 's I and III. • (Page Three, Regular Meeting, Parks & Recreation Board, April 5, 1982) Two tons of fertilizer have been applied to the parks, ballfields, and City Hall area. Fertilizer with simazine was used to control weed growth next year. • A cable fence is being installed at the parking area in Midway Park to prevent automobiles from driving on the grass. Mr. Bobby Baker donated 800' ft. of cable, and we are expecting a donation of 700' ft. more to complete the fence. New bumpers have been installed at the parking lot at athletic field No. IV, and the lot has been striped. A new field for soccer play has been completed at the Harwood fields. Public Works Department assisted us several days with this project using sane of their heavy equipment to grade and level the field. Mr. Phillips stated the Parks Department has received the following new equipment: 12 mowers 2 edgers 3 weed eaters 1 Bob Cat riding mower 1 landscape rake. Swimming Pools Mr. Phillips stated all three swimming pools have been painted, and all buildings at the pools have been painted inside and outside. All leaks have been repaired, and lights fixed. Everything has been made ready for the 1982 season. Four large planters weighing 800 lbs. each have been placed at the intersection of S. Hwy. 157 and Airport Freeway. Each planter contains a youpon holly, and will be planted with annuals year around. The State Hwy. Department has given us permission to mow the boulevards on Industrial Blvd. at Airport Freeway and plant them with crape myrtles. The State Hwy. Department has given Mr. Phillips permission to plant eight trees at the intersection of Ector Drive and Airport Freeway. The trees for this project will be taken from the tree farm in Little Bear Creek Park. The Youth Flag Football Association has proposed building and maintaining a scoreboard at the fields in Little Bear Creek Park. After some discussion the Board recommended that Mr. Phillips contact Vaughan and Associates, manufacturers of the playground equipment in Little Bear Creek Park, for information regarding a scoreboard of rustic design and a cost estimate. RECOMMENDED FEES FOR ADDITIONAL RECREATION SERVICES The Board voted to make the following recommendations for fees for recreational services rendered beyond the regular hours. Building Rentals Mr. Owens moved that, due to operating cost of our facilities, we recommend the Community Building located at, 201 North Ector Drive, be closed other than organized hours from 9:00 A.M. to 9:00 P.M. , Monday through Saturday, with no rentals after normal operating hours. Rentals for activities outside our regular program shall be confined to the Simmons Building in J. A. Carr Park, 508 Simmons Drive. We recommend a deposit of fifty ($50.00) dollars with a rental fee of sixty ($60.00) dollars minimum of three (3) hours, twenty ($20.00) dollars each additional hour, plus twenty- five ($25.00) dollars minimum for an attendant the first three (3) hours, and ten ($10.00) dollars per hour each additional hour. Mr. McCombs seconded the motion and the vote is as follows: Ayes: Messrs. Calhoun, Baker, McCombs, and Owens. Nays: None. Mr. Baker declared the motion carried. Athletic Fields Mr. McCombs moved to leave all fees as stated except increase fee to eight ($8.00) dollars per team entered in tourna- ment, and increase price of marble dust to ten ($10.00) dollars per bag. Mr. Owens seconded the motion and the vote is as follows: Ayes: Messrs. Calhoun, Baker, McCanbs, and Owens. Nays: None. Mr. Baker declared the motion carried. Outside Pavilions Mr. Owens moved to discontinue charging rental fees for use of outside pavilions. Mr. Calhoun seconded the motion and the vote is as follows: Ayes: Messrs. McCanbs, Owens, Calhoun, and Baker. Nays: None. Mr. Baker declared the motion carried. (Page Five, Regular Meeting, Parks & Recreation Board, April 5, 1982) Sports Leagues Mr. McCombs moved to recommend all charges for sports be increased twenty-five ($25.00) dollars each activity except tennis. No change was recommended for tennis. Mr. Owens seconded the motion and the vote is as follows: Ayes: Messrs. Calhoun, Baker, Owens, and McCombs. Nays: None. Mr. Baker declared the motion carried. Weight Roan Mr. Owens moved to recommend charges for use of the Weight Roan be increased to seventy-five ($0.75) cents per hour. Mr. McCombs seconded the motion and the vote is as follows: Ayes: Messrs. Baker, Calhoun, Owens, and McCombs. Nays: None. Mr. Baker declared the motion carried. Recreation Classes No changes were made for fees charged for recreation classes. Swimming Pools • No changes were made for fees charged at the swimming pools. CERTIFICATES OF APPRECIATION PRESENTATION Chairman Baker presented certificates of appreciation for outstanding contribution to the Parks and Recreation Program of the City of Euless to Mr. Billy Owens, and Mr. Don Calhoun. Certificates will be sent to Mrs. Sherry Kachel, Mrs. Zella Stierwalt, and Mr. Jay Heilman, former Board members unable to attend the meeting. COMMENTS Mr. Owens requested the minutes reflect that the Board appreciates the diligent services of the Recording Secretary Ophelia Smith.
