HomeMy WebLinkAbout1982-02-01 Regular Meeting Parks and Recreation Board February 1, 1982 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7:10 P.M. , February 1, 1982, in the Council Chambers of the Euless Municipal Building, by Chairman Bobby Baker. Members present were Mrs . Carolyn Park, and Messrs. Don Calhoun, Kerry McCombs, and Billy Owens . Also present were Recreation Coordinator Julia Wakeley, and Recording Secretary Ophelia Smith. VISITORS Visitors in attendance were Ms. Laura J. Slane, Mrs . Norma Runyon, Mr. Steve Ira, Mr. D. R. Hawthorne, Mayor Pro Tem Willie Mae McCormick, and Councilman Ron Sternfels. INVOCATION The invocation was given by Don Calhoun. APPROVAL OF MINUTES The minutes of the regular meeting dated January 4, 1982, were approved as. written. RESIGNATION Chairman Baker announced that Mrs. Sherry Kachel has resigned from the Parks and Recreation Board. Mrs. Kachel and her family have moved to California. I. PROPOSAL FOR USE OF RECREATIONAL FACILITIES Mrs . Julia Wakeley, Recreation Coordinator for the City of Euless introduced Mrs . Norma Runyon, a member of the Board of Directors of the Northeast YMCA. Mrs. Runyon then introduced Mr. Steve Ira, Director of Northeast YMCA who presented a Proposal for use of recreational facilities in the City of Euless with payment options. Mr. Ira outlined three programs for Day Camp : A. Full day camp would operate from 9:00 A.M. to 4:00 P.M. (Page Two, Regular Meeting, Parks & Recreation Board, February 1, 1982) with before and after care available from 7 :30 A.M. to 6:00 P.M. B. Half day camp would operate from 9:00 A.M. to 1:00 P.M. C. Kinder camp would meet Monday, Wednesday, and Friday from 9:00 A.M. to 12:00 noon. Payment Option to the City 1. Payment to help cover ground maintenance costs at a fee varying from $15 to $30 per week depending on the program. 2. Pay the City of Euless 20% of the net income. Mr. Ira then reviewed the Northeast YMCA's Proposal for use of the City of Euless swimming pools for swimming lessons. Program The classes would meet Monday through Friday for two weeks for forty-five minutes each day. A combination of YMCA and Red Cross programs will be taught. This will give the participants the benefits of both programs. Payment Options to the City 1. Pool rental fee of $12 per hour. 2. Pay City of Euless 20% of the net income. Ms. Laura J. Slane, Program Director of the Northeast YMCA outlined the activities of Day Camp, and advised Board Members of methods the YMCA uses to reach the public, such as, include the program in the City of Euless newsletter, YMCA flyers, and posters at the various Centers . After some discussion Mr. Owens moved to accept the principal parts of the Proposal and refer to the City Council at the earliest possible date. Mrs. Park seconded the motion and the vote is as follows : Ayes : Mrs. Park, and Messrs . Baker, McCombs, Calhoun, and Owens. Nays: None. Chairman Baker declared the motion carried. (Page Three, Regular Meeting, Parks & Recreation Board, February 1, 1982) After some discussion Mr. Calhoun moved the YMCA payment to the City of Euless for use of facilities for Day Camp would be a fee varying from $15 to $30 per week depending on the program or 20% of the net income whichever is greater. YMCA payment for use of swimming pools would be $12 per hour or 20% of net income whichever is greater. Mr. McCombs seconded the motion and the vote is as follows: Ayes : Mrs. Park, and Messrs . Baker, Calhoun, Owens, and McCombs. Nays: None. Chairman Baker declared the motion carried. Mr. Owens stated that Mrs . Wakeley should meet with Mr. Ira and Ms. Slane, and present the Northeast YMCA Proposal at the next regular meeting of the Euless City Council. II. PARKS COORDINATOR'S REPORT Mrs. Julia Wakeley, Recreation Coordinator, gave the Parks Coordinator' s report. Little Bear Creek Park The banks of Little Bear Creek have been sloped about three hundred feet back on the east end of the park, and some old trees have been removed to help with drainage and mowing. This improves the appearance of the park a great deal. Underbrush and trees are still being cleared away on the west end of the park. Midway Park The roof has been replaced on the shop area and restrooms . Sheet rock has been installed and painted inside. New metal bleachers have been installed on ballfields No. II and No. IV. West Park Low areas are continuing to be filled. Thirty-one leaks have been repaired in the park areas caused by freezing weather. RECREATION COORDINATOR'S REPORT Mrs. Julia Wakeley reported that the Winter Program recreation classes began January 25th and will run through March 5, 1982. Registration for Spring softball will be March 1 - 13, 1982. League play starts March 29, 1982. Crafts are being planned for Senior Citizens, and expect to begin in the very near future. Volunteer Coaches Training Clinic for boy's basefall and girl's softball will be held in Euless April 23 - 24, 1982. IV.
