Parks and Recreation Board
January 4, 1982
CALL TO ORDER
The regular meeting of the Parks
and Recreation Board was called to order at 7:05 P.M. , January 4,
1982, in the Council Chambers of the Euless Municipal Building, by
Chairman Bobby Baker. Members present were Mrs . Carolyn Park, and
Messrs. Don Calhoun, Kerry McCombs, and Billy Owens.
Also present were Recreation
Coordinator Julia Wakeley, Parks Coordinator Bob Phillips, and
Recording Secretary Ophelia Smith.
VISITORS
Visitor in attendance was Mayor
Pro Tem Willie Mae McCormick.
INVOCATION
The invocation was given by
Chairman Baker.
APPROVAL OF MINUTES
The minutes of the last regular
meeting dated November 2, 1981, were approved as written.

RECREATION COORDINATOR' S REPORT
Mrs. Wakeley reported that she had
written to Special Olympics ' National Headquarters for information
regarding holding a Special Olympics for the handicapped in Euless .
Chairman Baker stated that names
of the handicapped are obtainable from doctors, schools, and service
organizations . Also, the Fire and Police Departments in most cities
keep a list of the handicapped on file.
Mrs . Wakeley suggested that if
we could not arouse enough interest to have an Olympics in Euless,
perhaps we could sponsor one or two persons to the National Special
Olympics .
Mr. Owens requested Mrs . Wakeley
delve into the matter deeply and bring information to the next regular
meeting.
Mrs. Wakeley submitted the annual

Recreation Financial Report for the fiscal year ending September 30, 1981.
Mr. Owens made the motion to express
heart-felt thanks to Recreation Coordinator Julia Wakeley for operating
within the budget and decreasing loss of swimming pool operation.
Mrs . Park seconded the motion and
the vote is as follows :
Ayes : Carolyn Park, Billy Owens, Bobby Baker, Don Calhoun, and
Kerry McCombs:
Nays : None.
Chairman Baker declared the motion
carried.
II.
PARKS COORDINATOR' S REPORT
J. A. Carr Park
Mr. Phillips reported the Gazebo
has been completed. The handsome weather vane was donated by Mr. and
Mrs. Bill Byers. A layer of wood shavings has been applied to the
jogging trail and turf-shaped. A rail fence has been built on the west
side of the park to prevent cyclists riding across the park. The
Pre-school Playtime room at Simmons Center has been repainted.
Kiddie Carr Park
Mr. Phillips stated that repairs
from vandalism have been made at Kiddie City. The buildings have been
repainted, and broken windows replaced. Also, new doors have been
installed where needed.
City Hall Complex
The large "N 0 E L" sign made by
Park Employees and used to decorate the grounds during the Christmas
Season has been removed and stored for later use. The Board Menbers
expressed their appreciation of the decorations .
Little Bear Creek Park
Mr. Phillips stated the Park Employees
have applied forty-eight yards of ballfield clay to the in-fields in
Little Bear Creek Park replacing clay that was washed away during the
recent flood.
Midway Park
Mr. Phillips stated that all play-
ground equipment has been repainted the same basic colors as orininally

--^ painted. All the Press Boxes have been repainted inside and outside, and
new steps have been built and installed. New roofs have been installed
on No. I and No. II . Ballfield clay has been applied to all four fields .
Everything is ready for summer activities. Mr. Phillips stated that we
have thirty new 55 gal. drums for trash which are being painted with
"KEEP EULESS CLEAN" on each drum. All old cans will be picked up and
repainted. All the live oak trees have been pruned.
South Euless Park
Mr. Phillips stated all playground
equipment has been repainted. The creek has been cleaned out, and
underbrush cleared away. All the trees have been trimmed.
West Park
Mr. Phillips stated that the Park
Employees have completed a tremendous amount of work in West Park.
The trees have been trimmed, underbrush cleared away, low places filled
and covered with top soil. The park now has a nice open look.
Mr. Phillips stated that Kevin Smith
has been employed as a Parks Laborer. Mr. Smith has his Bachelor of
Science degree in Landscape Horticulture from Kansas State University.
We are pleased to have Mr. Smith join the Parks Department, and feel the
Citizens will see a vast improvement in the landscape of city property
in the not too distant future.
Mr. Owens moved to extend a vote of
gratitude to the Parks Coordinator for doing such a fine job of keeping
the parks, and maintaining the right-of-ways, and well lots .
Mrs . Park seconded the motion and
the vote is as follows :
Ayes : Carolyn Park, Billy Owens, Bobby Baker, Don Calhoun, and
Kerry McCombs .
Nays : None.
Chairman Baker declared the motion
carried.
III.
NEW BUSINESS
Building Rental Agreement
After some discussion Mr. McCombs
moved to recommend that the City Manager request the City Attorney review
the Building Rental Agreement for undate of rules and regulations .
Mr. Owens seconded the motion and
the vote is as follows :

Ayes : Carolyn Park, Don Calhoun, Bobby Baker, Billy Owens, and
Kerry McCombs.
Nays : None.
Chairman Baker declared the motion
carried.
Awards
Mr. Calhoun moved that each person
who serves on the Parks and Recreation Board be awarded a plaque for
each two years of service.
Mrs. Park seconded the motion and
the vote is as follows :
Ayes : Carolyn Park, Bobby Baker, Billy Owens, Don Calhoun and
Kerry McCombs.
Nays : None.
Chairman Baker declared the motion
carried.
Mr. Owens made a motion requesting
the Board Members be notified when an Employee is scheduled to recieve
special recognition.
Mrs . Park seconded the motion and
the vote is as follows :
Ayes : Carolyn Park, Kerry McCombs, Don Calhoun, Bobby Baker, and
Billy Owens.
Nays : None.
Chairman Baker declared the motion
carried.
Shop Euless Theme
Mr. McCombs made the motion that the
Driskill-Johnson-Benson & Moore calendars be removed from the Parks and
Recreation Board Meeting for three reasons . One, they are out of date,
two, they are distracting, and three, they are not in accordance with
the "SHOP EULESS" theme.
Mrs . Park seconded the motion and the
vote is as follows :
Ayes : Carolyn Park, Billy Owens, Bobby Baker, Don Calhoun, and
Kerry McCombs .
Nays : None.
Chairman Baker declared the motion
carried.
