HomeMy WebLinkAbout1981-11-02 Regular Meeting Parks and Recreation Board November 2, 1981 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7 :00 P.M. , November 2, 1981, in the Council Chambers of the Euless Municipal Building, by Chairman Bobby Baker. Members present were Mrs. Carolyn Park, and Messrs. Kerry McCombs and Billy Owens . Also present were Parks Coordinator Bob Phillips, and Recording Secretary Ophelia Smith. VISITORS Visitors in attendance were Mayor Pro Tem Willie Mae McCormick, Mrs . Jan Hogg, and Mr. Leon Hogg. INVOCATION The invocation was given by Chairman Baker. APPROVAL OF MINUTES The minutes of the regular meeting dated September 14, 1981, were approved as written. I. RECREATION COORDINATOR'S REPORT Mr. Bob Phillips gave the recreation report in Mrs . Julia Wakeley's absence. The City of Euless has received the bid for Girl's Slo-pitch Softball State Tournament in 1982. The tourna- ment will be held July 16, 17, and 18. Flag Football has been added to the recreation program this year. Registration is now in progress . There will be six teams in the league. Games will be played at Trinity ballfield. Registration for Recreation Basket- ball is also in progress . All recreation basketball will be in Euless, and Open T.A.A.F. play will be in Bedford. The City of Euless participated in a handicap seminar on October 16th. Several employees simulated being handicapped, and later participated in a rap session giving their assess- ment of handicap facilities in City buildings . This seminar was taped by Storer Cable TV, and was aired on November 3rd and 5th on Channel 10. (Page Two, Regular Meeting, Parks & Recreation Board, November 2, 1981) Mr. McCombs inquired about having an Olympics for handicapped people. After some discussion the Board agreed that Mr. Phillips discuss having an Olympics for the handicapped, and have Mrs . Wakeley report to the Parks and Recreation Board at the next regular meeting. II. PARKS COORDINATOR'S REPORT Mr. Phillips stated the foundation has been poured for the Shelter House. Over fifty percent of the construction has been built. Plans are to have the structure ready for roofing the later part of this week. The building should be complete by the next Board meeting. Mr. Phillips stated the Shelter House would cost approximately $3, 500. 00, in answer to an inquiry from Mr. Leon Hogg. Mr. Owens stated the attractive Shelter House would spruce up the park where Parks and Recreation Department headquarters are. The Senior Citizens meet in the Simmons Building, and this will be something for them to enjoy. Mr. Owens remarked that automobiles have been driving into the north side of Carr Park, and suggested installing removable posts for the Parks Crew to move vehicles in when they are working in the park. (Chairman Baker left at this time on an emergency call, and asked the Recording Secretary to continue with the meeting. No further business was conducted due to lack of a quorum. ) Mr. Phillips reported the Parks crew used chemicals to eleminate fire ants that surfaced in the park after the heavy rains . The ballfields and soccer fields were affected also, and the same treatment was used. Mr. Phillips reported the method they used killed about seventy-five percent of the ants . Mr. Phillips stated trees are being cleared out and others pruned on the south side of the creek in West Park. West Park has never been cleared, and we want to make it look like a park, and make it so people can enjoy the shade trees . Also, clearing the underbrush and small trees out will eleminate some of the problem with mosquitos . Mr. Phillips stated plans are to straighten the creek in West Park and clear the banks, and make it look more attractive in answer to an inquiry from Mr. Owens . (Page Three, Regular Meeting, Parks & Recreation Board, November 2, 1981) Mr. Phillips stated new roofs have been installed on two press boxes in Midway Park. All four press boxes have been painted on the inside. All wood picnic tables are being repaired and painted. Mr. McCombs inquired about flood damage to Little Bear Creek Park. Mr. Phillips answered that the first flood did a lot of damage; left a lot of debris ; washed most of the clay off the infields in the ball field; did damage to the fences ; and washed the railroad ties around the playground away. They have been found and moved back in place. The water level was so high the tennis courst were covered with six to eight inches of water. Mr. Phillips reported the water level did not rise nearly as high the second flood as the first time. There was debris to be cleaned up in all the parks . However, damage in Euless was light compared with some of the neighboring cities. Mr. Phillips stated the only cost for repairs after flooding would be replacing clay on the infields. III. OLD BUSINESS Mr. McCombs inquired if we were still planning to build a croquet court in J. A. Carr Park. Mr. Phillips stated he hoped to include it in the 1982-82 budget. Mr. Owens requested we make it known to the City Engineering Department our need for sewerage in West Park. With the park building up and being used more we will soon outgrow portable accommodations . Mr. Owens inquired if the developer had fulfilled his contract on the small park on Blessing Branch. Mr. Phillips stated he had fulfilled his part of the contract, but he was slowing him down starting the grass with trucks and heavy equipment. IV. NEW BUSINESS Mr. Hogg stated the Euless Girl's Softball Association is considering, with the City's permission, building a sturdy, low maintenance, as near vandal-proof as possible, permanent concession building in West Park. The building will be donated to the City, and the City will assume responsibility for upkeep. The . Mr. Phillips stated the Girl's Softball Association should submit plans to the City Planning Department -T- that conform to the City's specifications . Mr. Owens suggested the Chairman of the Board send a letter to the Police Department that we are very much disturbed about the drinking problem in the parks, and want further crack down, and if we can help them let us know.
