HomeMy WebLinkAbout1981-08-03 Regular Meeting Parks and Recreation Board August 3, 1981 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7:00 P.M. , in the Council Chambers of Euless City Hall by Chairman Baker. Other members present were Mrs. Carolyn Park, Messrs. Don Calhoun, Billy Owens, and Kerry McCombs. Also present were Recreation Coordinator Julia Wakeley, Parks Coordinator Bob Phillips, and Recording Secretary Ophelia Smith. VISITORS Visitors in attendance were Gail Simons, Dana Patterson, Anthony Jones, Bernell Harrison, Leon Hogg, and Doug Rose. INVOCATION The invocation was given by Chairman Baker. APPROVAL OF MINUTES The minutes of the called meeting dated June 22, 1981, were approved as written. I. RECREATION COORDINATOR'S REPORT Mrs . Wakeley reported the Recreation Department has been primarily involved with athletics since the last Board meeting. Euless sent Thomco softball team from Men's Open League to the State Tournament in Austin. The First Baptist Gold Church team represented Euless at State Torunament in Garland. The State Tennis Tournament was held in Lubbock, and Euless sent sixteen representatives. Twenty-three of our youngsters went to Laredo to compete in State Track Meet. Nineteen participants placed with three being first place winners . Mrs. Wakeley reported a first for Euless was the Minor Girl's State Tournament held July 24, 25, and 26, in Euless West Park. Euless Pacers played in the torunament. Mrs . Wakeley stated registration for fall softball leagues will be August 10-21, 1981. Mrs. Wakeley reported the Training of Volunteer Coaches Seminar attended by Betsy Sloxom, Doug Rose, and her- self in Dallas, July 29th. , was very informative. The main purpose of r • (Page Two, Regular Meeting, Parks & Recreation Board, August 3, 1981) the workshop was the prevention of psychological and emotional scars to youths six through fourteen by volunteer coaches who are untrained and unskilled. Workshops may be set up through our department to certify volunteer coaches. Mrs. Wakeley stated the swimming pools will close August 15, 1981. Mrs. Wakeley then presented some slides made during the Minor Girl's State Tournament held here in July. II. PARKS COORDINATOR'S REPORT CARR PARK Mr. Phillips reported the exterior wood-work of the Simmons Building has been painted, and new wood shingles installed on the roof. Mr. Phillips stated the irrigation system has been completed in the rose garden. LITTLE BEAR CREEK PARK Mr. Phillips reported two drainage pipes have been installed under the trail to eliminate the water washing over the trail. Mr. Phillips stated the lighting system has been completed. WEST PARK Mr. Phillips stated a number of trees have been cleared from the left side of the park near the entrance, and erosion filled with dirt, making a nice picnic area. Mr. Phillips stated the Public Works Department has increased the parking lot at the west end of the park to twice the original size. Mr. Phillips stated the Parks Crew has installed two score keeper stands - one at either end of the park. Also, a new sign has been placed at the entrance to the park. PARK SITE ON BLESSING BRANCH Mr. Phillips reported the developer has installed a two-rail fence on the north side of the park site, and around the outer edge of the parking lot. Mr. Phillips stated the contractor has more grading to do, and some clearing of debris before the park will be (Page Three, Regular Meeting, Parks & Recreation Board, August 3, 1981) accepted. Mr. Phillips reported the Parks Crew is keeping the irrigation systems at park sites and City Hall area in working order, and continuing with mowing of parks, right-of-ways, ball- fields, and soccer fields. Mr. Phillips stated signs will be in- stalled prohibiting the use of artificial lighting between the hours of 12:00 A.M. (Midnight) and dawn for athletic fields and tennis courts located within the parks and playgrounds in the City of Euless, except upon special use permit. Mr. Owens stated he objects to the City Council not bringing the problem of lighting in the parks to the attention of the Parks and Recreation Board prior to taking action. Mr. Calhoun stated he agrees with Mr. Owens that the problem of lighting in the parks should have been brought to the attention of the Parks and Recreation Board prior to action taken. Mr. Phillips reported the channel on the west side of Carr Park is being cleaned and dirt moved to fill in erosion. The channel will be re-routed, in order to move the jogging trail over and make more room in the park. Mr. Phillips stated "NO DRINKING" signs will be installed at the entrance of all the parks. Mr. Calhoun recommended placing an article in the paper stating the "NO DRINKING" order will be enforced. Mr. Phillips presented slides made during construction of the rose garden, some of the plants in full bloom, and of the Parks Crew working at various times and locations while building Little Bear Creek Park. III. OLD BUSINESS MINOR GIRL'S SOFTBALL ASSOCIATION Chairman Baker replied to an inquiry from Mr. Owens that the Parks and Recreation Board has not received word from the City Attorney regarding the conflict in the Minor Girl's Soft- ball Association. After some discussion, Mr. Owens made the motion recommending the Recreation Coordinator contact the City Council and have an answer regarding the conflict in the Euless Minor Girl's Soft- ball Association by the next regular meeting so the Board may take action on the matter. Bobby Baker, Don Calhoun, Kerry McCombs, and Billy Owens. Nays : None. Chairman Baker declared the motion carried. TRAINING OF VOLUNTEER COACHES After some discussion Mr. Calhoun made the motion to send a Staff member from Euless Recreation Department to a seminar for Training of Volunteer Soccer Coaches in Arlington, on August 22nd. , and invite the coaches of the Soccer Association to attend. Mrs. Park seconded the motion and the vote is as follows : Ayes : Mrs. Carolyn Park, Messrs. Don Calhoun, Bobby Baker, Billy Owens, and Kerry McCombs. Nays: None. Chairman Baker declared the motion carried. IV. NEW BUSINESS After some discussion, Mr. Calhoun made the motion to request the City Attorney draft a legal policy requesting all associations and organizations file a copy of their By-laws and financial statement with the City Secretary, and have the approval of the Parks and Recreation Board before permission will be granted for use of City facilities. Mr. Owens seconded the motion and the vote is as follows : Ayes : Mrs. Carolyn Park, Messrs . Kerry McCombs, Bobby Baker, Don Calhoun, and Billy Owens. Nays : None. Chairman Baker declared the motion carried. V. COMMENTS Mrs. Wakeley stated the Minor Girl's Softball Regional and State tournaments were held in Euless West Park recently. A large group from the Minor Girl's Softball Association (Page Five, Regular Meeting, Parks & Recreation Board, August 3, 1981) helped clean, edge, and manicure the park the week before each event, and the tournaments were quite successful due to the cooperation between the Staff and the Association. Leon Hogg, Vice Chairman of Minor GirlTs Softball Association, stated their organization is working with a supplier of plastic cups to purchase for use at tournaments. Mr. Hogg stated the cups are quality cups and people keep them for future use rather than discarding them; therefore, cutting down on clean-up in the parks after tournaments. Mr. Hogg stated that Eddie Mullinax, with the Minor Girl's Softball Association, made the new Score-keeper stands installed at West Park prior to the Girl's Softball State Tournament at quite a savings to the City. Mr. Hogg presented a letter of appreciation from the Euless Girl's Softball Association to the Euless Parks and Recreation Board commending the Staff for their cooperation in the past several weeks with special thanks to Recreation Coordinator Julia Wakeley, Parks Coordinator Bob Phillips and Athletic Supervisor Doug Rose.
