HomeMy WebLinkAbout1981-03-02 Regular Meeting Parks and Recreation Board March 2, 1981 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7:05 p.m. in the Council Chambers of Euless City Hall by Chairman Calhoun. Other members present were Mrs . Sherry Kachel, Mrs . Zella Stierwalt, Mr. Bobby Baker, and Mr. Kerry McCombs. Also present were Mrs. Julia Wakeley, Recreation Coordinator, Mr. Bob Phillips , Parks Coordinator, and Recording Secretary Ophelia Smith. VISITORS Visitor in attendance was Mrs . Willie Mae McCormick, Mayor Pro Tem. INVOCATION The invocation was given by Chairman Calhoun. APPROVAL OF MINUTES Mrs . Kachel made a motion to approve the minutes of the regular meeting dated January 5, 1981, as written. Mr. Baker seconded the motion and the vote was as follows : Ayes : Mrs . Kachel, Mrs. Stierwalt, Mr. Baker, and Mr. McCombs . Nays: None. Chairman Calhoun declared the motion carried. I. ELECTION OF VICE CHAIRMAN Chairman Calhoun asked for nominations for a Vice Chairman. Sherry Kachel nominated Bobby Baker. Bobby Baker nominated Sherry Kachel, and the vote was : Bobby Baker: One. Sherry Kachel: Four. (Page Two, Regular Meeting, Parks & Recreation Board, March 2, 1981) Chairman Calhoun declared Mrs . Sherry Kachel elected new Vice Chairman of Parks and Recreation Board. II. RECREATION COORDINATOR'S REPORT Mrs . Wakeley reported the recommended pool and Day Camp changes have been approved by the City Council. Mrs . Wakeley stated the pools will open the first week in June, and close August 15th. making a total of eleven (11) weeks in operation. The operation hours will be Monday through Saturday from 1:00 p .m. to 4:45 p.m. , and 6 :00 p.m. to 9:45 p.m. This gives us two (2) admission times four (4) hours each. Sunday the pools will be open from 2 :00 p.m. to 4 :45 p.m. The admission fee will change from seventy-five cents ($0.75) to one dollar ($1.00) . Instead of having season passes, as we have had in the past, we will have punch cards with twenty (20) passes on a card for $12. 50. Lesson passes remain $7.00 for two (2) weeks as they were last year. Mrs . Wakeley stated this year instead of having a manager and an assistant manager for each pool, we will have a manager for all three pools, and either a head life guard or assistant manager at each pool. Mrs . Wakeley stated pool rentals have increased to $50.00 per party instead of twenty-five cents ($0. 25) per person. Mrs . Wakeley stated Day Camp has increased to $25.00 fee per participant for two-week encampment, and a T-shirt included. The fee for non-residents will be $40.00 per participant per two-week encampment. Mrs. Wakeley stated we will be registering the next two weeks for Spring recreation classes . We are offering twenty (20) new classes this session. Everything new we offered last session was accepted. Athletics Mrs. Wakeley stated The' Spoilers, one of our women's basketball teams, won Regionals and will represent us at State meet. Mrs . Wakeley stated softball • registration will begin March 6th. We will have two Men's Recreation Leagues, one Men's Open League, two Men's Church Leagues, one Women's Open League, and two Women's Recreation Leagues. Play starts April 6th. Senior Citizens Mrs . Wakeley stated the Senior Citizens visited the Chinese Bronze exhibit at the Kimbell Art Museum (Page Three, Regular Meeting, Parks & Recreation Board, March 2, 1981) in Fort Worth, and the trip was enjoyed by all. III. PARKS COORDINATOR' S REPORT Little Bear Creek Mr. Phillips stated all the trees have been removed from the area designated for a second ballfield. Forty (40) trees were placed in the plant nursery on the West side of the park to be used next year where needed within the City. We are continuing to clear brush and undergrowth. The Public Works Department has done quite a lot of grading, and the park is looking good at this time. Mr. Phillips stated a fence of 5'x8" posts and used 3/4" cable has been built from Hwy 157 to Little Bear Creek. The fence is sturdy and we believe will prevent vehicles from driving through the park, and parking on the grass . Mr. Phillips stated two (2) coats of green paint have been applied to the tennis courts . They will be striped as soon as the weather permits . The courts will be completed with installation of electricity. Civic Center Complex Mr. Phillips stated twenty-four (24) cedar elms removed from Little Bear Creek Park have been planted in the City Hall area. Midway Park Mr. Phillips stated the Parks crew is repairing fences on ballfields 1, 2, 3, and 4, getting ready for the upcoming season. J. A. Carr Park Mr. Phillips stated the concrete edging the beds in the rose garden has been completed, and.beds are being prepared for planting. Jackson-Perkins, rose growers in Oregon, has donated five hundred (500) hybrid tea roses for this project. Mr. Phillips stated fertilizer has been applied to all the baseball and soccer fields that have irrigation. Simazine has been used to steralize weed seeds that have blown onto the grounds during winter. Later Round-Up will be sprayed on the soft- ball and soccer fields to kill out all weeds and rye grass . With this program we believe we will have some beautiful grass areas . (Pa.e Four, Re. lar Meetin■ , Parks & Recreation Board, March 2, 1981) IV. COMMENTS �-- Mrs . Wakeley and Mr. Phillips recommended employing part-time help to be in charge at Little Bear Creek Park during hours of operation. Mr. Calhoun suggested arranging for a walkie-talkie for use in patrolling the park as a safety measure. Mr. Baker inquired about use of alcohol in the park. Mr. Phillips replied that some signs are being made stating "No Alcoholic Beaverages in the Park". Mrs . McCormick stated there is an Ordinance prohibiting alcoholic beverages in the park. Mrs. McCormick inquired what kind of roses would be planted in the rose garden. Mr. Phillips replied there would be all types of roses . There will be ten (10) varieties that have not been marketed to the general public yet. Jackson-Perkins has not requested recognition of this donation. However, Mr. Phillips rec- ommended a small plaque informing the public of this donation, since they will be patented roses which wholesale from $2. 50 to $3.00 each. Mr. Phillips stated he thinks Carr Park is the best location for the rose garden, since we have less vandalism there. Also, the Senior Citizens meet at the Simmons Center in Carr Park, and we have the Jogging Trail at Carr Park which draws a lot of traffic. Mr. Phillips reported that the Parks and Recreation Department has started giving an annual "Good Neighbor" award. This year the award went to Mr. Bill Garner, parks superinten- dent in Irving. Next year someone in recreation will be chosen. Mrs. Kachel inquired about the Arbor Day program. Mr. Phillips replied the Parks Department gave a small pecan tree to each child in the fourth grade in the City of Euless . Instructions for planting accompanied each tree. Arbor Day celebration is an annual affair, and Mr. Phillips believes the Parks Department will have around a thousand (1,000) trees to give next year. The beautification of the City is an on- going operation. Mr. Baker suggested that the Parks Department write a letter to Mr. Derr, Derr Construction Company, (Page Five, Regular Meeting, Parks & Recreation Board, March 2, 1981) thanking him for the donation of cable for the fence in Little Bear Creek Park. Mr. Calhoun instructed the Secretary to write a letter of thanks to Mr. Derr from the Parks and Recreation Department and bring to the next Board meeting for signatures, and a letter of acceptance from the Parks and Recreation Department. Mr. Baker inquired if plans were being made for an official opening of Little Bear Creek Park. Mr. Phillips stated a bronze plaque with the Mayor, City Council, and Parks and Recreation Board member's names is ready for formal dedication of the park. After some discussion, Mr. Calhoun asked Mrs . McCormick to check with the City Council and the Staff at City Hall on an appropriate day in May for dedication of Little Bear Creek Park. V.
