Parks and Recreation Board
January 5, 1981
CALL TO ORDER
The regular meeting of the Parks
and Recreation Board was called to order at 7:05 p .m. in the Council
Chambers of Euless City Hall by Chairman Calhoun. Other members
present were Mrs . Sherry Kachel, Messrs . Bobby Baker, Kerry McCombs,
and Billy Owens .
Also present were Coordinator of
Parks Bob Phillips, and Recording Secretary Ophelia Smith.
VISITORS
Visitors in attendance were Mayor
Pro Tem Willie Mae McCormick, and Councilman Ron Sternfels .
INVOCATION
The invocation was given by
Chairman Calhoun.
APPROVAL OF MINUTES
Mrs . Kachel made a motion to approve
the minutes of the regular meeting dated December 1, 1980, as written.
Mr. Baker seconded the motion and
the vote is as follows :
Ayes : Mrs. Kachel, Messrs . Baker, McCombs, and Owens .
Nays : None.
Chairman Calhoun declared the
minutes approved.

COORDINATOR OF
RECREATION' S REPORT
Mr. Phillips reported on recreation
activities for Mrs . Wakeley who is on vacation.
Mr. Phillips stated programs for the
Winter Session are at the printers, and will be ready for mailing this
week.
Mr. Phillips Stated labels for mailing
the programs were purchased from a marketing firm recommended by
Mr. McCombs for this mailing which will include all city residents .

Councilman Sternfels recommended
making a copy of the labels for future use.
Mr. Phillips stated the Men's National
Flag Football Tournament held in December was a good tournament with
good television and newspaper coverage.
Mr. Owens stated the tournament was
good publicity for the City of Euless.
Mr. Calhoun stated he would not rec-
ommend asking businesses for donations in the future, as the tournament
did not generate the business for them that we had anticipated.
Mr. Calhoun stated the players were
good, and those who did not go to see them missed some good ball playing.
Quality Paint, the host team, won first place.
II.
PARKS COORDINATOR'S REPORT
Midway Park:
Mr. Phillips reported the Parks Crew
has replaced the metal roof on the Midway Shop which was damaged by fire.
Also, they have repainted areas inside the Shop.
Mr. Phillips reported the flagstones
and concrete have been removed from the play ground area in the east end
of Midway Park. Mr. Phillips stated it is a nice bed of sand presently,
and nothing for children to scuff up their knees on or get hurt while
playing.
South Euless Park:
Mr. Phillips stated approximately 10'
feet of timber which was destroyed by fire has been replaced in the Old
Main Street Bridge.
Little Bear Creek:
Mr. Phillips stated the Parks Crew is
continuing to clear brush and trees at Little Bear Creek.
Mr. Phillips stated the Parks Crew is
spending approximately fifty per cent of their time in Little Bear Creek
Park.
Mr. Phillips stated the Parks Crew is
clearing an area for a second baseball field in Little Bear Creek Park.
Mr. Phillips stated approximately
seventy-five per cent of the irrigation has been completed on the east
end of the park.

Mr. Phillips stated sixty-two (62)
trees have been removed from Little Bear Creek and sold to Mr. Bob Eden
for $75.00 each. Trees are being removed from the area where the second
baseball field will be built and placed in a growing nursery to start a
-- reserve. Plans are to stockpile at least one hundred (100) trees to
have ready for use when needed.
Greenhouse:
Mr. Phillips stated plants, propagated
and grown in the Greenhouse, were given to the Mayor, members of the City
Council, and members of the Parks and Recreation Board at Christmas in
appreciation of time and effort spent on our behalf.
Mr. Phillips stated we are continuing
to mow because of winter rye. Some areas were overseeded with rye grass.
Mr. Phillips reported Douglas A. Rose,
Jr. , Parks Leadman, and Elizabeth Bloxom, Recreation Center Supervisor,
have applied for the position of Athletic Supervisor. Both have been
given a trial period of two weeks working on the job. After the trial
period, Mrs. Wakeley and I will evaluate the performance of each and
make a decision on the person to fill the vacancy. Mr. Phillips stated
other applications have been received for the position, and we will give
equal opportunity to each applicant.
Mr. Phillips stated the person filling
the position will be responsible for the ball fields, as well as, have
charge of the athletic program.
III.
DISCUSSION OF PARK
IMPROVEMENTS
Mr. Phillips stated he has been working
with the City Engineer on fencing Little Bear Creek Park. Mr. Phillips
stated he would like to install a rail fence, but due to lack of funds,
may install posts with cable. The cable fence would be 3 ' feet high with
the bottom cable 2' feet from the ground. The posts would be wood placed
ten feet apart.
Mr. Baker stated used cable is very
inexpensive. A cable fence could be installed at present to keep auto-
mobiles off the grass, and out of the park. When funds are available
the cable fence could be replaced with a rail fence.
Mr. Owens stated cable fences are
usually very unsightly, and since we have such a beautiful park at Little
Bear Creek, the rail fence would be more in keeping with the rest of the
park. However, with the difference in cost a cable fence would serve the
purpose at this time.
Chairman Calhoun stated the parking area
at Little Bear Creek Park is inadequate, and thinks we should make plans

to increase the parking area.
IV.
FUTURE PARK PLANS
Kiddie Carr Park:
Mr. Phillips stated a cyclone fence
needs to be installed between Kiddie Carr Park and the adjoining apartment
complex. The apartment complex removed the wood fence back of their
property leaving an open space from the park to the apartment complex
driveway. Mrs . Wakeley and Mr. Phillips believe this to be a safety
hazard, especially during Day Camp.
Mr. Phillips stated plans are to
install additional irrigation in Kiddie Carr Park.
Mr. Phillips stated plans are being
made to rebuild the bridge crossing the creek at the entry to Kiddie
Carr Park using flat boards that persons in wheel chairs can cross over,
and put up rails on either side of the bridge for safety. The telephone
poles composting the present bridge would be used elsewhere in land-
scaping.
J. A. Carr Park:
Mr. Phillips stated the Water Depart-
ment has installed a two inch water meter on Mills Drive, and plans are
to install a two inch pipe from this water meter through Carr Park with
three (3) outlets for using the Water Kannon. Mr. Phillips stated they
would install 500' feet of pipe at a cost of $30.60 per 100' feet.
Mr. Phillips presented drawings of
a Gazebo with surrounding rose garden that he would like to add to
Carr Park. It would be located in the open area west of the parking
lot. The rose garden would be made at the front of the Gazebo at present.
Mrs. Kachel suggested a special
dedication of the Gazebo when completed. Also suggested it would be a
good place for afternoon weddings and social gatherings.
Mr. McCombs registered a complaint
about the lighting on the sign at J. A. Carr Park. They are very bright
and blind joggers on the jogging trail.
Mr. Phillips stated he would install
smaller light bulbs to soften the glare to see if that would help the
situation.
Mr. Phillips replied in answer to an
inquiry from Mr. McCombs regarding problem with water fountain at J. A.
Carr Park that the fountain is in need of repair most of the time due
to vandalism.

South Euless Park:
Mr. Phillips stated he has wisteria
and yellow jasmine plants growing in containers in the Greenhouse
to plant by Old Main Street Bridge to grow around and drape over the
sides of the bridge.
Mr. Phillips stated another sealer
would be applied to the South Euless Pool this Spring, and it will be
striped for racing, as it is the pool in Euless where swimming meets
are held.
Mr. Phillips stated the Parks Crew
will clean the creek back of South Euless Park in the near future.
Midway Park:
Mr. Phillips stated seventy-five
per cent of the fence should be replaced at basefall fields No. I
and No. IV. Mr. Phillips stated this is a budgeted item. Mr. Phillips
stated keeping the fences around the ballfields in good repair is a
very important safety measure.
Wilshire Park:
Mr. Phillips stated a coat of sealer
will be applied to Wilshire Pool before the summer season.
Little Bear Creek Park:
Mr. Phillips stated the Parks Crew
will continue to clear trees and underbrush in Little Bear Creek area.
Mr. Phillips stated the Parks Crew spends approximately fifty per cent
of its working hours in Little Bear Creek Park.
Mr. Phillips stated the temmis court
is under construction, and should be finished in a month or two.
V.
DISCUSSION
Mr. Owens inquired if the City has
a plan where employees may attend night school to further their education.
Mrs . McCormick replied that under
the City Civil Service Rules and Regulations an employee may attend school
and the City will reimburse tuition if the employee keeps a good grade
average.
Chairman Calhoun suggested the City
install a sign a marquee sign on City grounds to announce meetings at
the City Hall.
Mrs . McCormick replied she doubted
such a sign would be noticed.

Mr. Owens stated perhaps people would
attend meetings if they were publicized more.
Chairman Calhoun announced a Parks
and Recreation Board work session at the Simmons Building on Monday,
January 19, 1981, at 7 :00 p.m.
