HomeMy WebLinkAbout1980-10-13 • Regular Meeting Parks and Recreation Board October 13, 1980 CALL TO ORDER The regular meeting of the Parks and Recreation Board was called to order at 7:05 p.m. in the Council Chambers of . Euless City* Hall by Chairman Don Calhoun. Other members present were Mrs . Sherry Kachel, Mrs . Zella Stierwalt, Mr. Billy Owens, and Mr. Bobby Baker. Also present were Recreation Superintendent Julia Wakeley, Parks Superintendent Bob Phillips, and Recording Secretary Ophelia Smith. INVOCATION The invocation was given by. Chairman Don Calhoun. VISITORS Visitors in attendance were Mayor Pro Tem Willie Mae McCormick, and City Manager W. M. Sustaire. . APPROVAL OF MINUTES The minutes of the regular meeting dated September 8, 1980, were approved with corrections to Item IV, first and second paragraphs . The minutes reflect the corrections. I. DISCUSSION OF PROPOSED PARK SITE ON BLESSING BRANCH City Manager Sustaire reviewed the proposal of Park Site on Blessing Branch located north of Midway Drive and east of Main Street noting the area on the Master Plan map. After some discussion Mr. Owens • moved to take the proposal under consideration, but in relationship to that at this point, until further study, we are leaning in favor of accepting the area designated for parks in Zoning Case No. 314, and Zoning Case No. 320. Mr. Bobby Baker seconded the motion and the vote is as follows : Ayes : Mmes . Kachel and Stierwalt, and Messrs . Baker, Calhoun and Owens. Nays : None. Chairman Calhoun declared the motion (Page Two, Regular Meeting, Parks & Recreation Board, October 13, 1980) • carried. II . RECREATION SUPERINTENDENT'S REPORT Mrs . Wakeley distributed two booklets to each Board member. 1. Recreational Facilities 1980. 2. Recreation Revenue Reports and Adopted Operating Budget for Parks and Recreation Department 1980-81. Mrs . Wakeley reviewed the contents of the corresponding booklets . After some discussion Mr. Sustaire asked each Board member to study the material and evaluate each one of the programs . Mr. Sustaire suggested Board members to recommend programs they feel would render a better service and give more activity to the community. The Staff and Recreation Superintendent would like to try any program recommended to see if we can come up with more activity, and a more valuable program. Mr. Sustaire informed the Board members that the Staff starts preparation of the Budget for the next fiscal year on January 1. Mr. Sustaire advisted the Board members to make recommendations to the directors of Parks and Recreation of items they would like to see in the Budget. They will pass the information to me, and I will take it to the Council for consideration. Recommen- dations should be submitted by April 1, in order for us to have them during the planning stage while the Budget is being formulated. Chairman Calhoun recommended members of the• Board take the booklets home to study and see if they could find ways to improve funding by either making more money or by cutting expenses . The programs that are loosing money are the ones to be discussed in detail at the next regualr meeting. • III. PARKS SUPERINTENDENT'S REPORT Mr. Phillips distributed booklets on the Park Facilities 1980, and reviewed its contents . Board members were advised to take them home for study, and if there are any questions, bring them to the next regular meeting. PARKS - Little Bear Creek School children in the first and second grades have played Flag football the past two weekends in Little Bear Creek on the field originally planned for soccer. The parents are real boosters . The parking lot has overflowed. Railing fence has been installed on • • (Page Three, Regular Meeting, Parks & Recreation Board, October 13, 1980) the Hike and Bike Trail in the bend at low lying area. The fence is constructed of 61x6' cedar treated poles with 2" pipe railing. We believe it will withstand a lot of vandalism.. We have installed 150' of cyclone fence in front of light poles for safety purposes . Railroad ties are in place in play- ground area near the football field. The playgorung equipment has heen ordered and should' be in shortly. We re-routed the channel on the east end of the park for better flood control. We have overseeded with rye grass on softball and Flag football field. The contract has been let for irrigation: Construction should begin soon on the tennis courts . West Park We overseeded West Park and it was in very good condition to change over from softball to soccer. Midway Park The tennis courts have been repainted red and green with white trim. We have installed two new nets and painted the back boards . J. A. Carr Park ' The Public Works Department is going to make a 2" water tap on Mills Drive. We will install a 2" water pipe from that connection through Carr Park. From this we will be able to irrigate Carr Park with the Water Kannon. Also, we will make connections to the 2" pipe for irrigation to certain areas . Civic Center Complex We have replanted the berm on the south side of the Complex with decorative cabbage grown in the green- house. The cabbage is planted to spell Euless once again. We have overseeded area surrounding Complex with rye grass for winter greenery. We would like this area to be a real show place for motorist to view from Air Port Freeway. We have removed flowering plants at the back of City Hall to make ready for winter planting on those berms . (Page Four, Regular Meeting, Parks & Recreation Board, October 13, 1980) We are resuming regular maintenance parks which will continue until frost. We are making studies of the lighting at Central Jr. High and Trinity ball fields . We pay for electricity and maintenance of all lights on these two baseball fields . We played seventeen (17) games on twelve (12) nights at Trinity last season at an average cost of $78.75 per game. We played 252 games at Central Jr. High at an average of $29.19 each. The cost is for utilities and up- keep of lights. We will report our findings after the study is complete for the Board's recommendations . In reference to the letter from citizens in Trailwood Addition requesting more lighting and police protection, we are making a study of underground wiring. We will be using trees for light poles. The lights will be set to shine into the park instead of the eyes of motorist on the streets . We will give an estimate of the cost for lighting Little Bear Creek Park in the above described manner, as soon as, study is complete. IV. LETTER OF GRATITUDE Mr. Owens moved that the Parks and Recreation Board supply Chairman Calhoun with a letter to present to the Council at the next regular meeting on October 14, 1980, expressing our gratitude for the new effective program of the two Superintendents under the direction of the City Manager. Mrs. Stierwalt seconded the motion and the vote is as follows : Ayes : Mmes. Kachel and Stierwalt, and Messrs. Baker, Calhoun and Owens,. Nays : None. Chairman Calhoun declared the motion carried. V. REGULAR MEETING DATE CHANGE • Due to a conflict of schedules Chairman Calhoun moved to change the meeting date fo Parks and Recreation Board meeting from the second Monday evening of each month to the first Monday evening of each month. Mr. Bobby Baker seconded the motion and the vote is as follows : _ Ayes : Mmes. Kachel and Stierwalt, and Messrs. Baker, Calhoun and Owens. Nays : None. Chairman Calhoun Declared the motion •• • (Page Five, Regular Meeting, Parks & Recreation Board, October 13, 1980) carried. The Parks and Recreation Board meetings will be held on the first Monday evening of each month until further notice. • VI. DISCUSSION • City Manager Sustaire remarked that the sauna which is to be installed in the Community Building was purchased and paid for by the Fire and Police Association. The unit will be in- stalled by the Parks Department next to th'e existing shower and the installation cost will be funded by Recreation Special Account. The sauna is for the benefit of Police and Fire Association members and Parks and Recreation Department employees. It is not intended for use by the general public. Mr. Owens remarked that he believes this will be beneficial for employees and a good thing, since it is not open to the public. Mr. Sustaire stated the sauna would be for people who use the weight room, and would like a steam bath afterward. Board members agreed with the City Manager it will be a good way for Police and Firemen to keep in good physical condition. VII.
