HomeMy WebLinkAbout2019-04-23 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, April 23, 2019 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:31 p.m. on Tuesday, April 23, 2019, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Harry Zimmer, and Salman Bhojani. Council Member Linda Eilenfeldt was absent due to a prior commitment. During the Precouncil meeting: Mayor Linda Martin advised that she attended a candidate forum hosted by the Hurst Euless Bedford (HEB) Chamber of Commerce and had requested that the organizers record the forum to allow citizens to view later. She confirmed that the candidate forum was recorded and will be uploaded for viewing. Council Member Jeremy Tompkins announced that a plant he received during the Plant Swap event held Saturday, April 13, 2019, is still alive and expressed his appreciation to Assistant to the City Manager Betsy Deck. Council Member Salman Bhojani advised that he attended the Heritage Park tour held Saturday, April 13, 2019, and mentioned that he was impressed with the Fuller House in particular and the volunteers who conduct the tours. Council Member Harry Zimmer advised that the Beautify Euless Everyday Garden Club will meet at Heritage Park on Saturday, May 11, 2019, at 12:00 p.m. Assistant to the City Manager Betsy Deck advised that approximately 40 to 50 people attended the Plant Swap event held Saturday, April 13, 2019, despite the inclement weather. City Secretary Kim Sutter advised that early voting for the May 4, 2019 Special Election began Monday, April 22, 2019, and will continue through Tuesday, April 30, 2019. Ninety-eight (98) people voted at the Euless Family Life Senior Center on Monday. City Manager Loretta Getchell announced the following upcoming events: • Wednesday, April 24, 2019, Learn Bokashi Composting, City Hall, 7:00 p.m. to 8:30 p.m.; • Saturday, April 27, 2019: o Arbor Daze Festival, Midway Park, 10:00 a.m. to 9:00 p.m.; and o Trinity GAP Walk-a-Thon, Trinity High School, 10.00 a.m. to 12:00 p.m., • Thursday, May 2, 2019, Learn to Vermicompost, City Hall, 7:00 p.m.; and • Saturday, May 4, 2019: Council Minutes Page 2 of 7 April 23, 2019 o Election Day, Euless Family Life Senior Center, 7:00 a.m. to 7:00 p.m.; o HEB Reads!, Pennington Field, 10:00 a.m. to 1:00 p.m.; o Shred Day Event, City Hall parking lot, 10:00 a.m. to 12:00 p.m.; o Springtime on the Plaza, Glade Parks Plaza, 4:00 p.m. to 7:00 p.m.; and o Movie in the Park: May The Fourth Be With You event featuring "Star Wars: The Last Jedi," Euless Family Life Center Practice Field, 8:00 p.m. City Manager Getchell reviewed the regular agenda. Assistant to the City Manager Deck introduced Robert Medigovich, Municipal Coordinator, Community Waste Disposal (CWD). Mr. Medigovich presented the CWD annual recycling report, which included statistics, related to single family recycling options as well as customer service inquiries and driver incidents during 2018. Police Chief Mike Brown introduced Jamie Harton, Volunteer Coordinator, Alliance for Children. Ms. Harton provided a brief description of the mission and work performed by Alliance for Children as well as the various agencies the organization partners with including the Euless Police Department. Library Director Sherry Knight provided an update related to the renovation of the Mary Lib Saleh Euless Public Library, including a video showing the progress of the construction inside of the building. Assistant City Manager Chris Barker provided a brief update on the Euless Library Foundation's art project, Bubble Wall, and discussed the possibility of providing a financial contribution through the Euless Development Corporation (EDC) to complete the project. Director of Public Works and Engineering Hal Cranor presented the quarterly Public Works update, including the status of commercial projects, concrete installation, a new Public Works generator, and new employees. Director of Planning and Economic Development Mike Collins presented the Development update, including commercial and residential development. Finance Director Janina Jewell presented the Financial update for the period ending March 31, 2019. PLEDGES OF ALLEGIANCE Council Member Eddie Price led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR MARCH Police Chief Mike Brown introduced Public Service Officer Vanessa Nilson. Vanessa was accompanied by members of the Police Department. Council Minutes Page 4 of 7 April 23, 2019 Mayor Martin presented Vanessa with a plaque and certificate commemorating her selection as employee of the month for May 2019. ITEM NO. 2. PRESENTATION OF PROCLAMATION Council Member Zimmer presented a proclamation proclaiming April as Child Abuse Prevention Month. Volunteer Coordinator Jamie Harton expressed her appreciation to the Mayor and City Council for issuing the proclamation. ITEM NO. 3. PRESENTATION OF PROCLAMATION Council Member Bhojani presented a proclamation to Parks and Community Services Director Ray McDonald, proclaiming April 26, 2019, as Arbor Day. Mayor Martin announced the upcoming Arbor Daze event to be held Saturday, April 27, 2019, at Midway Park. ITEM NO. 4. PRESENTATION OF PROCLAMATION Mayor Martin presented a proclamation proclaiming May 9, 2019, as Make It Purple: Dress in Purple Day. Benefits Coordinator Carrye Johnstone, Texas Line of Duty Death Task Force, expressed her appreciation to the Mayor and City Council for issuing the proclamation. Additionally, she introduced Family Network Coordinator Rhonda Chapman, Honor Guard Commander BJ Wendling, Chaplain and retired Firefighter Jim Duncan, and Chaplain and retired Fire Captain Keith Smith. ITEM NO. 4. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR PERIOD ENDING MARCH 31, 2019 Finance Director Jewell presented the quarterly financial report for the period ending March 31, 2019. Additionally, she reviewed the timeline for the collection of property tax payments. CONSENT AGENDA (items 6 through 8) Mayor Martin asked Assistant City Manager Barker to read each item into the record. Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 6 through 8. Council Member Tompkins seconded the motion. ITEM NO. 6. AUTHORIZED AWARD OF BID NO. 008-19 Approved award of Bid No. 008-19 for the annual contract for concrete repairs to T.J. Concrete, 3325 Panola Avenue, Fort Worth, Texas. The bid provides for various types of concrete work to include, but not be limited to flat work, curb and gutter, ADA ramps, driveways and drive approaches. The quantities and/or total dollar amounts are based on estimates. The estimated expenditure is $250,000. ITEM NO. 7. APPROVED RESOLUTION NO. 19-1548 Approved Resolution No. 19-1548, adopting an updated Water Conservation Plan for the City of Euless. ITEM NO. 8. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of April 9, 2019. REGULAR AGENDA ITEM NO. 9. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 19- 03-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2220 Mayor Martin opened the public hearing at 7:25 p.m. Director of Planning and Economic Development Collins presented the item to the City Council and advised that the applicant, DFW Lube Ventures, LLC, has purchased the property located at 103 East Harwood Road currently zoned Community Business (C-2) zoning district. Under the Community Business zoning district permitted uses, Auto Services require a Specific Use Permit. This parcel has housed an auto lubrication and service center for many years. A new company has purchased the property and business, intending to continue providing similar services at the location. Additionally, the Planning and Zoning Commission considered the Specific Use Permit on April 12, 2019, and recommended approval by a vote of 6-0-0 with the following conditions: 1) The Specific Use Permit is tied to the Property Owner: DFW Lube Ventures LLC; 2) The Specific Use Permit is tied to the Business Names: America's Oil Change and Auto Repair; Council Minutes Page 6 of 7 April 23, 2019 3) All repair of vehicles, including but not limited to tire repair, mechanical repair and maintenance operations will be conducted within the building. No work will be conducted exterior to the building; 4) Outdoor storage of vehicles or merchandise is not permitted within the view of the public right of way; 5) The services allowed at this facility are as follows: oil changes, state inspections, air and cabin filters, wipers, flush services — brake, power steering and coolant, brakes, shocks/struts, air conditioning and heater components, alignments, new tires, engine diagnostics, fluid leaks — gaskets and seals, tune-ups, timing belts, CV axles/axles, suspension components and electrical diagnostics and bulbs. Auto services not listed here are thereby prohibited; and 6) The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, she closed the public hearing at 7:26 p.m. Council Member Price motioned to approve Ordinance No. 2220, approving a Specific Use Permit in the Century Plaza Addition, Block 1, Lot 2, 103 East Harwood Road for Auto Services in Community Business (C-2) zoning district. Council Member Bhojani seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 10. APPROVED BOARD AND COMMISSION APPOINTMENT Council Member Zimmer motioned to appoint Council Member Eddie Price to Place 4 of the Euless Development Corporation to an unexpired term ending December 31, 2019. Council Member Bhojani seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. Summer Reading Program Kick-Off Party, Pennington Field, 10:00 a.m. to 1.00 p.m. Additionally, Mayor Martin announced that early voting for the May 4, 2019 Special Election began Monday, April 22, 2019, and will continue through Tuesday, April 30, 2019, at the Euless Family Life Senior Center. She introduced Perry Bynum and acknowledged Jared Hanhart who was not in attendance as candidates to appear on the ballot. ITEM NO. 13.
