HomeMy WebLinkAbout2019-05-14 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, May 14, 2019 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, May 14, 2019, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry Zimmer, and Salman Bhojani. During the Precouncil meeting.- Mayor Linda Martin welcomed City Attorney Mick McKamie to the meeting. Additionally, she welcomed Council Member Perry Bynum back to the City Council. Council Member Salman Bhojani advised that he attended the Arbor Daze festival held Saturday, April 27, 2019, and had a wonderful time. Additionally, he advised that he has been enjoying his time in the Euless Citizens Police Academy. Council Member Harry Zimmer expressed his appreciation to Parks and Community Services Leadman Derrick Fennell, Assistant to the City Manager Betsy Deck, and Multi-Media Intern Nick Costa for their assistance with the Garden Club event held in his neighborhood Friday, May 10, 2019. He advised that his neighbors were pleased at the City's involvement. Council Member Jeremy Tompkins advised that he brought several family members to the Euless Family Life Center on Saturday, May 4, 2019, and was able to provide a tour as well as participate in the Movie in the Park: May The Fourth Be With You event featuring "Star Wars: The Last Jedi." Council Member Perry Bynum expressed his appreciation to the Mayor, City Council, and City staff for their well wishes and support after the passing of his mother. Council Member Eddie Price presented a Hurst Euless Bedford (HEB) Teen Court award for the City's support of the 2019 HEB Teen Court Scholarship Gala to Municipal Courts Manager Claudia Quintero. City Secretary Kim Sutter advised that the results of the May 4, 2019 Special Election were canvassed at a special called meeting at 3:45 p.m., May 14, 2019. Library Director Sherry Knight advised that the HEB Reads! Summer Kickoff event held Saturday, May 4, 2019, was well attended and attendees were very happy with the activities and their free books. Texas Star General Manager Glenda Hartsell-Shelton advised that Texas Star was able to serve 734 people at the Mother's Day brunch event held Sunday, May 12, 2019, the largest number ever served at one event. Council Minutes Page 2 of 8 May 14, 2019 City Manager Loretta Getchell expressed her appreciation to Public Works Leadman Brett Byers for his assistance during the Shred Day event held Saturday, May 4, 2019. Additionally, she expressed her appreciation to B&B Wrecker Service for their annual customer appreciation barbeque event held Friday, May 10, 2019. City Manager Getchell announced several upcoming employee retirements, including: • Thursday, May 30, 2019, Inspector Goose Wall, Municipal Courtroom, 2:00 p.m.; • Friday, May 31, 2019: o Police Corporal Ray Hinojosa, Municipal Courtroom, 12:30 p.m.; o Volunteer Coordinator Jerry Poteet, Euless Family Life Senior Center ballroom, 2:00 p.m.; and o Former Finance Director Diana Ortiz, City of Grand Prairie, 100 p.m. ➢ Assistant to the City Manager Betsy Deck advised that the drowning prevention program currently being presented in local daycares and apartment communities has been well received. ➢ City Manager Getchell reviewed the regular agenda. Assistant City Manager Chris Barker introduced Patricia Cleveland, Acting Northern Regional Manager, Planning and Development, Trinity River Authority (TRA.) Ms. Cleveland introduced Tisha Jordan, TRA Financial Administrator and Jeff Gulbas, Partner, McCall Parkhurst and Horton. She provided an update on the Tarrant County Water Supply Project and discussed a proposed 2019 bond sale, not to exceed $18,360,000, to fund necessary improvements to TRA's raw water system and water treatment facilities. Discussion ensued regarding the debt burden of the proposed bond sale. A resolution supporting the bond issuance will be presented for consideration at the May 28, 2019 City Council meeting. Assistant City Manager Barker provided the Oncor Distribution Cost Recovery Factor (DCRF) case filing update and advised that a resolution to deny the distribution rate case will be presented for City Council consideration at the May 28, 2019 City Council meeting. The denial will then allow the consultants additional time to review and evaluate the filing. Discussion ensued regarding the age of and replacement plan of utility infrastructure in the City. Director of Parks and Community Services Ray McDonald introduced Special Events Coordinator Chance Boyd Council Minutes Page 3 of 8 May 14, 2019 Mr. Boyd provided an overview of the Arbor Daze festival held Saturday, April 27, 2019, at Midway Park and advised that the activities were well attended. Additionally, he mentioned a City-wide park scavenger hunt that will return next year based on citizen input. Mr. McDonald expressed his appreciation to the recreation center staff for planning and hosting an amazing event. Director of Planning and Economic Development Mike Collins presented the Development update regarding two items that will be presented for City Council consideration at the May 28, 2019 City Council meeting. The first item is a proposed Site Plan of a convenience store located at the southeast corner of State Highway 360 and Glade Road, and the second item is a proposed elementary school near the intersection of International Parkway and Midway Drive. Assistant City Manager Barker provided additional details regarding access points for the proposed elementary school in response to nearby resident concerns related to traffic on International Drive. Mr. Barker explained that the residents preferred the access points to the property be from Midway Drive. He explained the reasoning behind recommending the access points from International Drive. However, he stated that two changes have been recommended to address the residents traffic related concerns, including the addition of dedicated parking and a continuous right turn only onto Midway Drive from International Drive during student arrival and dismissal times. City Manager Getchell presented the Legislative update and advised that due to the passage of HB 852 (86th Legislature,) an ordinance amending the City's fee schedule related to building permit and inspection fees will be presented for City Council consideration at the May 28, 2019 City Council meeting. Additionally, she advised that City staff has been in contact with residents, concerned citizens, and developers regarding the status of the Riverwalk development. Fire Chief Wes Rhodes provided a tour of the new Fire Department apparatus in the City Hall parking lot. PLEDGES OF ALLEGIANCE Mayor Linda Martin led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF CERTIFICATE OF ELECTION City Attorney Mick McKamie administered the Oath of Office to Tim Stinneford, elected Council, Place 1, Eddie Price, elected Council, Place 3, and Perry Bynum, elected Council, Place 4. Mayor Linda Martin presented each with a Certificate of Election. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Mike Brown introduced Senior Police Officer Eric Fieilo. Eric was accompanied by his wife, Mariko, son, Bear, daughters, Kat and Calvary'Rose, mother- in-law, Nukuea Siale, and members of the Police Department. Mayor Martin presented Eric with a service pin commemorating his 5 years of service with the City. Police Chief Mike Brown introduced Lead Public Service Officer Kevin Daniel. Kevin was accompanied by his wife, Robin, and members of the Police Department. Mayor Martin Council Minutes Page 5 of 8 May 14, 2019 presented Kevin with a service pin and clock commemorating his 25 years of service with the City. ITEM NO. 3. SELECTION OF MAYOR PRO TEM Council Member Stinneford motioned to nominate Council Member Jeremy Tompkins to serve as Mayor Pro Tem. Council Member Price seconded the motion. Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. REGULAR AGENDA ITEM NO. 4. RATIFIED EDC ACTION AUTHORIZING EXPENDITURE OF FUNDS FOR DEMOLITION OF WILSHIRE POOL Assistant City Manager Barker advised that staff determined that Wilshire Pool has deteriorated beyond repair. In addition to a perpetual leak, the pool has developed structural issues. After 47 years of use by the citizens of Euless, the decision has been made that the cost necessary to renovate the pool would be better used to renovate Wilshire Park. For safety reasons, staff recommends that the pool be demolished and removed immediately. Council Member Zimmer motioned to ratify the Euless Development Corporation action taken on May 13, 2019, authorizing the expenditure of funds for the demolition of Wilshire Pool located at 315 Sierra Drive. Council Member Stinneford seconded the motion. RATIFIED EDC ACTION AUTHORIZING CONTRIBUTION OF FUNDS FOR LIBRARY ART PROJECT COMMISSIONED BY THE EULESS LIBRARY FOUNDATION Assistant City Manager Barker advised that the Euless Development Corporation authorized a contribution of funds, not to exceed $50,000, to be made to the Euless Library Foundation (ELF) at their May 13, 2019 meeting. ELF has an over-20-year history of providing public art to enrich and enhance the community and is currently raising money for their next art installation. The Bubble Wall will replace a standard wall of windows at the entrance to the Library, and will be installed as part of the library remodel. Council Member Bhojani motioned to ratify the Euless Development Corporation action taken on May 13, 2019, authorizing a contribution of funds to the Euless Library Foundation for their Library Art Project. Mayor Pro Tern Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 6. APPROVED SITE PLAN NO. 19-04-SP Director of Planning and Economic Development Mike Collins presented the item to the City Council and advised that the applicant, Hurst-Euless-Bedford Independent School District (HEB ISD), is expanding the classroom space and re-orienting the primary entrance of Euless Junior High. These improvements will include the construction of a 12,180 square foot addition to the southern portion of the building. The new addition will also add a second story to the southern elevation. The Planning and Zoning Commission considered the item on May 7, 2019, and recommended approval of the Site Plan by a 7- 0-0 vote. Mayor Pro Tern Tompkins inquired about LED lighting rather than spotlights or traditional lighting for signage along the southern elevation. Mr. Collins confirmed that he would discuss proposed lighting changes with the applicant. Council Member Bynum motioned to approve Site Plan No. 19-04-SP, for a proposed School Improvement to be located on Euless Junior High Addition, Block A, Lot 1 at 306 West Airport Freeway. Council Member Bhojani seconded the motion. ITEM NO. 7. APPROVED CITY COUNCIL MINUTES Council Member Stinneford motioned to approve the minutes of the regular City Council meeting of April 23, 2019. Mayor Pro Tern Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford, Price, Zimmer, and Bhojani Abstain: Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 8. REPORTS City Manager On behalf of City staff, City Manager Getchell welcomed back Council Member Stinneford, Council Member Price, and Council Member Bynum to a new term.
