Parks and Recreation Board
April 25, 1977
CALL TO ORDER
The regular meeting of the Parks
and Recreation Board was called to order by Chairman Jay Theder
at 11:30 a.m. in Room D of the Community Building. Members present
were Mesdms . Jolly Rawlings and Zella Stierwalt; Messrs . Jay Theder,
David Williams, Elden Traster and Don Calhoun.
Also in attendance were Parks and
Recreation Director Frank Lindsey and Recording Secretary Denise
Holden.
INVOCATION
The invocation was given by Mr.
Lindsey.
I.
PARK AND RECREATION DIRECTOR'S REPORT
The Director's report consisted
of a tour, beginning at 8:30 a.m. , through the various parks
looking at the Park and recreation facilities .
II.
ATHLETIC SUPERVISOR'S REPORT
Mr. Ken Oler stated that on the
tour he had pointed out what facilities were being used for what
sports . He stated that as more sports programs start up some shifts
in facilities have to be made. He said at present, we have thirty
adult softball teams, twenty-four girls softball teams and thirty-
six boys baseball teams . In addition to softball and baseball
,participants, Mr. Oler stated that over 100 people have signed up
for the tennis league which operates off of the Midway courts .
Mr. Oler stated that at present
he was coordinating the upcoming swimming program, which included
a swim team. He said that in some sports, such as the swim team
and adult soccer, a City of our size does not have enough partici-
pants to run a competitive program of their own so we coordinate
these programs with other cities in the area.
Mr. Oler stated that his job was
basically to coordinate all athletic programs . He said that the
youth programs are governed by an adult association or board of
directors. He stated that they administer the program and he makes

the arrangements for facilities and coordinates their association
with other associations and with the Schools and also does some
scheduling if it's important they follow specific guidelines,
such as those of the Texas Amateur Athletic Federation.
In the adult program, Mr. Oler
stated that he administers the whole program. He said he signs
up the teams and then meets with representatives and coaches
from each team. He stated that he also works up schedules and
arranges for officials . He said it is hard to set up adult
associations because they are also the participants, so it is
just easier to get an impartial person to run it and someone who
also can see the whole spectrum of the program.
Mr. Lindsey stated that Ken meets
more people than anyone in the Department. He said that we have
had many compliments on our athletic program. He stated that
the athletic participation is tremendous for a City of our size.
Rev. Traster asked if the tennis
courts at Lakewood were going to be used by the tennis league?
Mr. Oler stated that the Midway
courts have specific times that have been reserved for the tennis
league to use at present.
Rev. Traster asked if the tennis
courts were going to have a reservation system?
Mr. Oler stated that Midway and
Lakewood tennis courts are going on a reservation system as soon
as work on them has been completed.
Mr. Lindsey stated that only
these two courts would be reserved because we didn't have the
necessary manpower to answer the phone on these calls.
Mr. Oler stated that this Summer
he would be starting up two programs for the jogging trail. He
said that one would be a 100 mile club for senior citizens, which
- would basically be a walking program. Participants would register
and have a card on file to record their mileage, he said. The
other program would be a 200 mile club for joggers .
In addition to programs for the
jogging trail, Mr. Oler said that horseshoe pits are going
to be set up in Carr Park for recreation and horseshoes can be
checked out at the building.
Mr. Oler stated that the various
athletic leagues were not just a one time a year thing. He
said that participation is almost a year around thing.

Mr. Lindsey stated that Ken does a
tremendous job and that we are very fortunate to have him.
III.
GENERAL BUDGET DISCUSSION
Mr. Lindsey reviewed high points
in the park and recreation budget where he expected increases over
last year.
The Board requested that a salary
breakdown be brought to the next meeting and a survey showing
a comparison of salaries of other parks and recreation departments
in the area.
