HomeMy WebLinkAbout2019-06-11 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, June 11, 2019 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, June 11, 2019, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry Zimmer, and Salman Bhojani. During the Precouncil meeting: Mayor Linda Martin advised that the Trees Marie and the Heavy Hearts concert held Friday, June 7, 2019, at Texas Star Pavilion was wonderful and had good attendance. City Secretary Kim Sutter advised that a new City Council group picture will be taken prior to the next City Council meeting on Tuesday, June 25, 2019. Mayor Martin advised that the dress code for the June 13, 2019 Town Hall meeting is casual. City Manager Loretta Getchell reviewed the regular agenda. Assistant to the City Manager Betsy Deck introduced Jeri Harwell, Municipal Services Manager, Republic Waste Services. Ms. Harwell presented the 2018 annual report and reviewed the contractual services with the City. Additionally, she presented statistical information related to residential, commercial, and industrial tonnage and mentioned free services offered to the residents, including curbside Christmas tree collections and landfill access. Director of Planning and Economic Development Mike Collins presented the Development update, including commercial and residential development. Assistant Fire Chief Chanc Bennett presented the Fire Department update, including identifying low hanging tree limbs to ensure adequate clearance for emergency vehicles, Kids Fire Camp 2019, Arlington/Euless Automatic Aid Agreement, MDA Fill The Boot Campaign, Hurst-Euless-Bedford Independent School District (HEB ISD) Fire Academy, new technology, training, and community involvement. CLOSED SESSION The City Council convened into closed session at 6:07 p.m. for deliberation regarding the following: Council Minutes Page 2 of 6 June 11, 2019 The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: a Cresthaven Addition Mayor Martin recessed closed session at 6:24 p.m. City Manager Getchell provided a brief Financial update. Mayor Martin recessed the Precouncil session at 6:45 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. Council Minutes Page 3 of 6 June 11, 2019 PLEDGES OF ALLEGIANCE Council Member Harry Zimmer led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Fire Chief Wes Rhodes introduced Firefighter II/Paramedic Daniel Flores. Daniel was accompanied by his fiance, Yasemin Eren, and members of the Fire Department. Mayor Martin presented Daniel with a service pin commemorating his 5 years of service with the City. Fire Chief Wes Rhodes introduced Fire Inspector III Charles Anderson. Charles was accompanied by his wife, Candy, daughter, Stacie, friend, Vernon Gilmore, and members of the Fire Department. Mayor Martin presented Charles with a service pin commemorating his 20 years of service with the City. Police Chief Mike Brown introduced Police Lieutenant Wayne Pavlik. Wayne was accompanied by his wife, Charlotte, granddaughter, Aubrey, and members of the Police Department. Mayor Martin presented Wayne with a service pin commemorating his 30 years of service with the City. ITEM NO. 2. PRESENTATION OF LIFE SAVING AWARD Fire Chief Rhodes presented a Life Saving Award to Parks and Community Services Rec Specialist/Aquatics David Leal. Mr. Leal was on duty at the Euless Family Life Recreation Center when a citizen experienced cardiac arrest. He was able to provide immediate CPR assistance while EMT's were en route and she made a full recovery thanks to his rapid response. Linda Cardenas joined Mr. Leal for the presentation and expressed her appreciation to him for his life saving efforts. CONSENT AGENDA (items 3 through 7) Mayor Martin asked Assistant City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 7. Mayor Pro Tern Tompkins seconded the motion. ITEM NO. 3. AUTHORIZED MAYOR TO EXECUTE A PARTIAL RELEASE OF UTILITY EASEMENT Authorized the Mayor to execute a Partial Release of Utility Easement vacating a portion of a utility easement located in Glade Parks Addition, Block 2, Lot C. A site plan (18-04- SP) was approved by the City Council on June 26, 2018, to allow construction of a 6,728 square foot commercial retail building located south of Chisholm Trail and immediately south of the current Lazy Dog restaurant. An existing sewer line serving this lot was relocated to accommodate the site layout of the project. The relocation of the sewer line to a new location necessitates the abandonment of a portion of this utility easement. ITEM NO. 4. AUTHORIZED MAYOR TO EXECUTE A RELEASE AND ABANDONMENT OF AN EASEMENT Authorized the Mayor to execute a Release and Abandonment of a Firelane and Access Easement abandoning and releasing an easement at the Glade Crossing Baptist Church Addition, Block A, Lot 1, 208 Nutmeg Lane. A site plan (17-01-SP) was approved by the City Council on August 15, 2017, to allow construction of an 8,032 square foot worship center addition to the south side of the existing church building which also relocated the existing fire lane. The relocation of the firelane provides for the abandonment of the firelane and access easement. ITEM NO. 5. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract (JOC) with Simon Roofing & Sheet Metal (SR Products), 1380 Highland Road, Macedonia, Ohio, for roofing system repairs and maintenance through The Interlocal Purchasing System (TIPS). The estimated expenditure is $82,000. ITEM NO. 6. AUTHORIZED AWARD OF BID NO. 009-19 Authorized award of Bid No. 009-19, for a construction contract to Douglas Dailey Construction, LLC, 6550 Howard School Road, Maryville, Tennessee, for the replacement of sanitary sewer mains in portions of Cedar Hill Estates and authorized the City Manager to enter into a contract with Douglas Dailey Construction, LLC. The project includes the rehabilitation of sanitary sewer lines servicing Cedar Hill Estates: 1. From South Euless Elementary School south to Hollywood Boulevard; 2. Hollywood Boulevard from Hensley Drive to South Euless Elementary; 3. Hensley Drive from Hollywood Boulevard to Whitener Road; and 4. Between Hollywood Boulevard and Whitener Road, from South Main Street to Cannon Drive. The estimated expenditure is $284,923. Council Minutes Page 5 of 6 June 11, 2019 ITEM NO. 7. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of May 28, 2019, and the special called meeting of May 30, 2019. REGULAR AGENDA ITEM NO. 8. APPROVED BOARD AND COMMISSION APPOINTMENT Council Member Bynum motioned to appoint James Fuller to the Historical Preservation Committee. Council Member Bhojani seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. PUBLIC COMMENTS No public comments. ITEM NO. 10. REPORTS City Manager No report given. City Attorney No report given. City Council Council Member Bynum expressed his appreciation to citizens who learn CPR and are ready to use their knowledge in an emergency.
