HomeMy WebLinkAbout1972-02-21 Regular Meeting Parks and Recreation Committee February 21 , 1972 CALL TO ORDER The regular meeting of the Euless Parks and Recreation Committee was called to order at 7:45 P. M. in the Conference Room of Euless City Hall . In the absence of both Chairman and Vice Chairman of the Committee, Mr. Ivan Gregory presided over the meeting. Members pre- sent are listed, as follows : Mmes. Carolyn Griffin and Joy Langston, Messrs. Cullen McNair and Ivan Gregory. Vice Chairman Jay Theder arrived later in the evening. (Absent was Chairman Charles Hunt.) Also present were Parks and Recreation Director Frank Lindsey and Recording Secretary Florence Murr. DISCUSSION: PROPOSED IMPROVEMENTS TO GYMNASIUM IN COMMUNITY BUILDING Mrs. Griffin stated that minutes of the last city council meeting reflect approval of improvements to the gymnasium in the Community Building which were recommended by the Parks and Recreation Committee. She stated that she is of the opinion this project was recommend- ed for a future Capital Improvement Program, and she does not understand why the project was approved for immediate action. Mr. Lindsey explained that replacement of damaged lights and ceiling panels in the gym is a constant process -- that continuous replacement of these items becomes costly, and he is of the opinion finalization of this project will save the City money, in the long run. Members of the Committee expressed concern about financing of the project. They were in agreement that the money should not be taken from funds set aside for the swimming pools. Mr. Lindsey stated that he is of the opinion it will be paid from Capital Improvement Funds, however, he does not feel that the swimming pool projects will be affected by the expenditure. II . NEIGHBORHOOD SWIMMING POOLS Mr. Lindsey presented a photo copy of a telegram dated February 11 , 1972, addressed to City Manager Griggs from Congressman Jim Wright, which states as follows : (Page Two Minutes of Regular Meeting, Parks and Recreation Committee, February 21 , 1972) "Pleased to advise Bureau of Outdoor Recreation today granting $80,300 for the construction of swimming pool complex in South Park. Best Wishes." Acting Chairman Gregory reported that he and Chairman Hunt have discussed the possibility and feasibility of proceeding with plans for immediate construction of a pool in the Wilshire area, with construction of the pool in South Euless, for which the grant has been approved, to follow as soon as plans are coordinately formulated between the City and the State. Mr. Lindsey stated he was informed by the City Manager that the two facilities will not be identical , as was previously recommended by this Committee but that the pool in Wilshire will be nice, with dressing rooms, rest-rooms and a concession area. (City Manager's note: The intent was to convey that every effort would be made to construct equal pool facilities at each location since the applica- tion for a grant had been approved for South Euless Park. ) Members of the Committee discussed the bid for construction of two pools, which was recently rejected by the City Council . In reply to a question from Mr. Gregory, Mr. Lindsey stated that he is of the opinion the City is preparing to advertise for new bids in the near future. Members of the Committee discussed the swimming pool which is under construction in the City of Grapevine with Sikes Construction Company as contractor. It was suggested that this firm might be contacted, to determine whether or not it is interested in sub- mitting a bid for construction of the pools in Euless. It was suggested that Members of the Committee should, possibly, meet with the City Engineers again, to see what needs to be done. Members of the Committee directed Mr. Gregory to contact Chairman Hunt concerning arrangements for a meeting with the City Engineers. (Mr. Theder arrived at 8:30 P.M.) Mr. Theder was briefed on comments made prior to his arrival . He expressed concern that the two pools will not be identical , as was stressed throughout the planning stage. Mr. Theder was assured that, in all probability, the pools will be identical -- that the variance will be in support facilities. Mr. Theder expressed concern at the possibility of criticism of the Committee, if the pool in West Euless is constructed before the one in South Euless. Mr. Gregory stated that it is impossible to complete the pool in South Euless by the approaching swimming season, because of the additional requirements involved in a grant -- that the pool in West Euless will be constructed with City funds and can be completed (Page Three, Minutes of Regular Meeting, Parks and Recreation Committee, February 21 , 1972) for use this year, and there is a need for additional facilities at this time. Mr. Theder stated that he would be in favor of this, if the pools are to be identical . Mrs. Griffin volunteered to contact someone from the City of Grapevine to obtain additional information con- cerning their pool which is under construction at this time. Mr. Theder moved to recommend to the City Council the following: 1 . That construction of a Neighborhood Pool be started on the West Side Site as soon as possible, inasmuch as it is impossible to build two pools in equality, simultaneously; 2. That bids be let for a pool , bathhouse and supporting facilities not to exceed $110,000.00; 3. That, as soon as is feasible, the South Euless Neighborhood Pool be started with the remaining $80,000.00 funds and matching funds approved by the Texas Parks and Wildlife Department. Mr. McNair seconded the motion, and the vote is as follows : Ayes : Mmes. Griffin and Langston, Messrs. Theder, McNair and Gregory Nays : None Acting Chairman Gregory declared the motion carried. Parks and Recreation Director Lindsey concurred with the recommendations of the Committee. III . DISCUSSION: SUMMER BASEBALL PROGRAM In a brief discussion of the Summer Baseball Program, Mr. Lindsey advised that the girls have indicated they would like to have a league this year. Mr. Theder advised that plans are being made for this year's program. He indicated that there will be a shortage of baseball fields this year. In reply to a question, Mr. Theder advised that there were forty-eight (48) teams last year -- that games are played every day except Wednesday and Sunday -- that in some instances games (Page Four, Minutes of Regular Meeting, Parks and Recreation Committee, February 21 , 1972) have been played on Wednesday, but only toward the end of the season when -- bad weather has necessitated the cancellation of games. He stated that this is avoided, if at all possible, because of mid-week church services, which are usually scheduled for Wednesday evening. IV. ADJOURNMENT The meeting was adjourned at 9:35 P.M.
