Parks and Recreation Committee
October 18, 1971
CALL TO ORDER
The regular meeting of the Parks and
Recreation Committee was called to order at 8:20 P. M. in the Conference
Room of Euless City Hall with Chairman Charles Hunt presiding. Other
members present are as follows: Messrs. Jay Theder and Cullen McNair;
Mmes. Carolyn Griffin and Joy Langston. (Absent was Mr. Ivan Gregory.)
Also present were Councilman Frank
Douglass and Recording Secretary Della Houy.
APPROVAL OF MINUTES
The minutes of the Parks and Recreation
Committee meeting dated August 16, 1971 , were approved as written.
ELECTION OF OFFICERS
Chairman Hunt reminded the Committee the
election of a Committee Chairman and Vice Chairman should be elected at this
meeting. Mr. Hunt further stated the Committee should elect a corresponding
Secretary, to inform the members of items of interest that happen between
meetings.
Election of Chairman
Mr. McNair nominated Chairman Hunt to
serve as Chairman for another term. Mrs. Griffin seconded the motion.
Chairman Hunt was unanimously elected to
serve as Chairman for another term. (Members were not polled individually.)
Election of Vice-Chairman
Mrs. Griffin nominated Mr. Jay Theder for
Vice-Chairman. Mr. Hunt seconded the motion.
Mr. Theder was unanimously elected to
serve as Vice-Chairman.
Corresponding Secretary
Mr. Theder nominated Mrs. Carolyn Griffin
for Corresponding Secretary. Mr. McNair seconded the motion.
Mrs. Griffin was unanimously elected
to serve as Corresponding Secretary.

DISCUSSIONS
Irving Park
Mr. Theder stated he had visited the
park in Irving on Cheyene Street, north of Highway 183. Mr. Theder stated
there is a 25 meter swimming pool with a kiddie pool in a shaded area for
the mothers. Mr. Theder further stated the recreation building is real nice
with a large gymnasium, kitchen facilities for cooking classes, a janitorial
supply room and two (2) large rooms that can be divided for four (4) meeting
rooms.
Meeting with Mayor Krause
Mr. Theder stated that at the last work
session, members of the Committee had met with Mayor Krause on getting ideas
from the citizens of Euless.
Mr. Theder stated the Mayor informed them
they could submit a list of ideas and he would include them in his next
Newsletter in November. Mr. Theder further stated the Committee could ask the
citizens to vote on the items by priority.
Mr. Theder stated he would like to receive
a list of ideas from each Councilman and from Mr. Bayuk of what he thinks is
needed in the present park sites and the cost to level and the drainage
facilities at new park sites.
Mr. Theder stated he would compile a
list of priority items for the Mayor's Newsletter and the next regular meeting,
November 15, 1971 , would be an open forum for the citizens to ask questions
and give their ideas to the Committee.
Councilman Douglass inquired if the Committee
has contacted the Airport Board for use of some of the Ladd for park areas.
Mr. Theder stated that Mr. Troy Fuller has
contacted some members of the Airport Board and they are interested in the
idea but they are not ready to talk to them about it at this time.
A discussion followed on purchasing new
park sites and Mr. Theder stated that one of the projects of the next bond
issue should be the purchase of new park sites.
Restrooms in Midway Park
Mrs. Griffin inquired if the restrooms in
Midway Park were locked at all times, that she has been informed the Baseball
Association has them locked.
Mr. Hunt stated that the City has the keys
to the restrooms and they are locked because of the vandalism.

Mr. Theder inquired if perhaps something
could be worked out with the City to have one (1 ) of the restrooms open
during the daylight hours, especially during the Pee Wee Football season.
Mr. Theder stated he would meet with the
City Manager and Mr. Bayuk and report at the next meeting on the hours the
restrooms could be left open.
Complaints on Civic Center
Mr. Theder stated that Mayor Krause
informed him that there is complaints of "hoodlums" at the Civic Center. Mr.
Theder stated he had talked with Mrs. Wakeley and she informed him that
there was some trouble in the parking lot and in front of the building but
thdy didn 't have any problems inside the building.
Mr. Theder stated that Mrs. Wakeley said
if they could have a policeman walk by the Community Building after dark,
it would stop some of the trouble. Mr. Hunt stated he would talk with
Chief Sustaire and would report back at the next meeting.
Mrs. Griffin inquired who was in charge of
getting the instructors for the classes held in the Community Building. Mrs.
Griffin stated her son was enrolled in a class and she had paid in advance
and the instructor had given two (2) lessons and he did not report for any
more lessons and she was never notified that he had stopped giving lessons.
Mr. Hunt stated that complaints of this
nature should come before the Committee and the instructor questioned about
the lessons.
A discussion followed on the requirements
for use of the Community Building.
Mr. Hunt requested a current copy of the
rules for use of the Community Building be made available to each member at
the next regular meeting.
III .
EVALUATE ACTION OF COUNCIL MEETING
Mr. Hunt reported on the City Council 's
action at the City Council meeting on October 12, 1971 .
Mr. Hunt stated that Councilman Wilcox
made a motion to build a swimming pool on six (6) acres, out of the twenty
(20) acre West Euless Park and that appropriate utilities and access be
obtained in the approximate cost of $30,000.00.
Mr. Hunt stated he was under the impression
that bids for South Euless Pool and West Euless Pool would be let at the same
time for use by next summer.

Councilman Douglass stated that as the
property developes in that area the City will be reimbursed for the utilities
and streets.
Mr. Hunt informed the Committee that the
petition presented to the Council was disallowed, because it was not
presented in the proper manner.
Councilman Douglass stated that the
petition was not properly certified.

The meeting adjourned at 10:05 P. M.
