HomeMy WebLinkAbout1971-03-15 Regular Meeting Park and Recreation Committee March 15, 1971 CALL TO ORDER The regular meeting of the Park and Recreation Committee was called to order at 7:45 P. M. in the Conference Room of Euless City Hall by Chairman Charles Hunt. Other members present are listed as follows: Messrs. Ivan Gregory, Cullen H. McNair, and Jay Theder. (Absent: Mrs. Ann Martin) Also in attendance were Messrs. William R. Ratliff, David Mayes, and Mike Monroe, Consulting Engineers with Knowlton-Ratliff-English-Collins, Councilman Frank Douglass, Park and Recreation Director Frank D. Lindsey, and Recording Secretary Ophelia Smith. APPROVAL OF MINUTES The minutes of the Park and Recreation Committee meeting dated February 15, 1971 , were approved as written. DISCUSSION: PROPOSED SWIMMING POOL SITE ADJACENT TO SOUTH EULESS ELEMENTARY SCHOOL Chairman Hunt opened discussion of the proposed swimming pool site by reading a letter from Mayor Krause, stating that the City Council concurred with the Mayor's recommendation that the Park and Recreation Committee proceed with planning for the location of a neighborhood swimming pool . The letter stated this decision was based on the response of citizens to his recent Newsletter and the tabulation February 23, 1971 , was 175 in favor of Community Pools, and 404 for Neighborhood Pools. Chairman Hunt read a copy of a letter from Mr. Ratliff to City Manager Griggs. This letter confirmed their discussion of a request by Chairman Hunt for a study of the South Euless Park Site and its feasibility as a swimming pool site. The Council instructed the Park and Recreation Committee to pursue this matter and authorized the City Engineers to provide needed engineering assistance. The City Engineers proceeded to gather information and made a preliminary report to the Park and Recreation Committee on this date. Mr. Mayes presented an aerial photograph of the proposed site with an overlay drawing of the proposed swimming pool facilities, and reported their preliminary observations. (Page Two, Regular Meeting, Park and Recreation Committee, March 15, 1971 ) The City Engineer recommended construc- tion of the proposed 25 meter pool of poured concrete with smooth surface, and brush decks placed on the west side of the proposed site. Due to the terrain, less excavation would be necessary at this location and being most elevated would be less likely to incur flood damage. Mr. Ratliff stated that the estimated cost of the pool and filteration system was $10 to $12 per sq. ft. Facilities, such as bath house and rest rooms, showers, fence, etc. , would greatly determine overall cost. Also, if a second site were decided upon, his firm would give a discount for supervising construction of both pools simultaneously. The engineering fee will be approximately 8% on a facility costing in the neighborhood of $60,000, and 7 to 72% on a facility costing approximately $120,000. Committee Members agreed to investigate possibilities of a site for a second pool . With the basic information presented by the City Engineers, the Committee Members planned to meet for a work session in the near future to draw up their formal recommendation to present to the City Council . II . NEW STORAGE BUILDING MIDWAY PARK Mr. Lindsey reported a few minor changes had been made on the recently constructed storage building at Midway Park which did not alter the cost, but made it more suitable. III . MR. LINDSEY COMPLIMENTED Mr. Theder, on behalf of the Park and Recreation Committee, complimented Mr. Lindsey for progress made on cleaning and fertilizing the parks this spring, especially West Euless Park. IV. PROPOSED SCHOOL SITE - ASH LANE Mr. Theder reported Committee Members were favorably impressed with the two (2) acre plot of land adjacent to the proposed school site on Ash Lane which the School District has offered �'""' to sell to the City for a Park Site. (Page Three, Regular Meeting, Park and Recreation Committee jjarch 15, 1971 ) Mr. Theder made the motion that the Park and Recreation Committee recommend to the Council the purchase of approximately two (2) acres of land on the southeast corner of the proposed elementary school site on Ash Lane, and Park and Recreation Capital Improvement Funds not be expended for municipal improvements, such as building of streets, and installation of water and sewer lines. Mr. McNair seconded the motion and the vote is as follows : Ayes: Messrs. Hunt, Gregory, McNair, and Theder Nays: None Chairman Hunt declared the motion carried. V. SOUTH EULESS SCHOOL GYMNASIUM Mr. Gregory reported that he had been approached regarding the restoring and possible use of the old gymnasium at South Euless School for a recreation center. Discussion followed and Chairman Hunt requested Mr. Gregory to gather as much information as possible concerning the building and report to the Committee at the next meeting. VI . REPORT OF RECENT WORK SESSION Chairman Hunt reported that Mr. Bill Cook, Consulting Engineer with Downey and Cook, Dallas, Texas, met with the Park and Recreation Committee for a work session Thursday evening March 11 , 1971 . He stated that Mr. Cook gave the Committee several new ideas regarding building, operating, and maintaining public swimming pools. VII . MEETING WITH PLANNING AND ZONING COMMISSION Chairman Hunt and Mr. McNair made plans to meet with the Planning and Zoning Commission at their next regular meeting to discuss future planning of developments regarding the possibility of setting aside a small plot of land for a Park Site in the preliminary platting. VIII . FUTURE PROJECTS Chairman Hunt suggested that Committee Members make a list of future projects for three years and five years (Page Four Re.ular Meetin. Park and Recreation Committee arch 1 1• ) projection in relation to the forthcoming Bond Issue in accordance to priority for future planning. IX.
