Park and Recreation Committee
August 17, 1970
CALL TO ORDER
The regular meeting of the Park and
Recreation Committee was called to order at 8:05 P. M. in the Conference
Room of Euless City Hall by Chairman Charles Hunt. Members present are
listed as follows : Mrs. David Martin and Mr. Jay Theder. (Absent : Messrs.
Ivan Gregory and Cullen H. McNair)
Present was Councilman Frank Douglass,
who has been appointed by Mayor Krause to work with the Park and Recrea-
tion Committee on present and future projects. Also present were Mr. Frank
D. Lindsey, Director of Park and Recreation, and Mrs. Ophelia Smith, Record-
ing Secretary.
APPROVAL OF MINUTES
The minutes of the June 15, 1970, meeting
were corrected as follows :
Item V, paragraph 5: "Mrs. Martin stated that in
case the Council saw fit to amend a recommendation,
they should return it to the Committee with amend-
ments for the Committee's reconsideration."
Item V, paragraph 1 , page 6: "If he refuses, then
the Council can turn down his bid and start over."
(Approval of minutes deferred pending a correction from Mr. Gregory.)
REPORT ON ORGANIZATION
OF YOUTH, ETC.
Mr. Lindsey reported that the Steering
Committee has located a house, and are negotiating for a contract for a
Teen Club.
II .
REPORT ON WORK SESSIONS
Chairman Hunt reported that Committee
Members and Mr. Frank D. Lindsey met at his home August 3, 1970, for a
work session.

Also, on August 12th, Committee Members
met with Councilman Frank Douglass at the home of Mrs. Martin for another
work session. Committee members exchanged ideas, and shared the Council 's
viewpoints given by Councilman Douglass.
III .
CONSIDERATION OF LAND
AS PARK SITE
Councilman Douglass asked if the Commit-
tee Members would consider the exchanging of land designated for West Park
for land on Marlene Drive along Hurricane Creek. One reason being that the
present site will have major thoroughfares on three sides in the not too
distant future, plus the fact that the surrounding area will be zoned for
commercial use. A motel and shopping center are already in the planning.
Discussion followed and Committee Mem-
bers agreed to give the idea careful consideration.
Mr. Theder commended Mr. Lindsey on the
work that has been done in West Euless Park.
Mr. Lindsey stated that the Park and
Recreation Department planned to have the work finished in West Euless
Park by October.
IV.
DISCUSSION OF CO-ORDINATION OF
PLANS - CITY COUNCIL AND
COMMITTEE MEMBERS
Mr. Theder stated that he felt the City
Council had sent Councilman Douglass to "water down" the ideas of the Com-
mittee Members and change their way of thinking to the Council 's line of
thought. In this case, the Committee would be representing five men on the
Council instead of the Citizens of Euless. He said that the Council should
take the recommendations submitted by the Park and Recreation Committee and
either reject them or send them back to the Committee Members to change to
the Council 's way of thinking, and if this is true, there is no need for a
Park and Recreation Committee.
Chairman Hunt resounded with a strong
"Amen" at the close of Mr. Theder's comments.
Councilman Douglass replied that he had
been appointed by the Mayor to relate ideas to the Committee from the Council ,

and in turn, pass along the Park and Recreation Committee's ideas to the
Council . He stated that if he is going to be a "whipping boy" between the
two, he wanted no part of the affair.
Mrs. Martin stated that the Committee has
worked hard, hashed over ideas and submitted proposals to the Council , but
has received no answer to their efforts. The Committee Members would like
to know what the Council does not like and why, and what they can do to be
effective.
Mr. Theder apologized to Councilman
Douglass and assured him that there was nothing personal in his remarks.
V.
CHANGING CONCEPT IN
SWIMMING POOLS
There was a general discussion on swim-
ming pools - large community pools or smaller neighborhood type pools.
Councilman Douglass stated that Members
of the Council think the smaller neighborhood type pools, properly located
throughout the City, would best serve the citizens of Euless.
He also stated that, with the ever in-
creasing cost of land and with land becoming more and more scarce,
acquisition of land for park sites should be first in line of consideration
now, or Euless might be forced to do as some of the neighboring cities have
done - go some distance from the City to acquire land for park sites.
Mrs. Martin suggested that Mr. Douglass
discuss with the Council the building of a 25 meter pool , and see what
ideas they come up with.
She stated that land is high, but is not
going to get any cheaper, and a prerequisite to building a swimming pool .
Mr. Lindsey agreed with Councilman
Douglass that the smaller neighborhood type pool is in more demand today,
and he thinks it would best serve the citizens of Euless.
Committee Members concurred that it is
their desire to go along with the wishes of the citizens.
VI .
CONSIDERATION OF SUN DIAL
FOR MEMORIAL IN THE PLAZA
Councilman Douglass presented some

materials depicting a Sun Dial for the Committee's consideration as a
memorial to war veterans, with the idea of placing it in the circle of
-^ the Plaza of the City Hall Complex.

The meeting was adjourned at 10:20 P.M.
