HomeMy WebLinkAbout1970-07-20 Regular Meeting of the Park and Recreation Committee July 20, 1970 CALL TO ORDER The regular meeting of the Park and Recreation Committee was called to order at 7:45 P. M. in the Conference Room of Euless City Hall by Chairman Charles Hunt. Members present are listed as follows: Mrs. David Martin, Messrs. Ivan Gregory, and Cullen H. McNair. (Absent: Mr. Jay Theder) Also present were Mr. Frank D. Lindsey, Director of Park and Recreation, and Mrs. Ophelia Smith, Recording Secretary. VISITORS There were two guests present: Councilman Harold Copher, and Landscape Architect Richard L. Austin of Plano, Texas. 1 . INTRODUCTION OF LANDSCAPE ARCHITECT Chairman Hunt introduced Mr. Richard L. Austin, Landscape Architect, of Plano, Texas. Mr. Austin is a graduate of Texas Tech. University, and is now working toward his Masters degree at N.T.S.T.Cin Denton. He is experienced in every phase of Park Administration, being skilled in planning a park completely, including designing facilities and supervising their installation. He has been associated with the Park Departments in Ada, Oklahoma, St. Paul , Minnesota, Colorado Springs, Denton, Palestine, Plano, and Richardson. Mr. Austin designed and directed installation of the first Park for mentally re- tarded children located in Colorado Springs. He is desirous of a position in this area while he continues his school work in Denton, and outlined four programs he has to offer. The cost ranges from ten (10) to thirty (30) cents per capita, established according to amount of time involved. Mr. Austin asked the Committee if there were any questions. Discussion followed, and he agreed to send his resume to Park and Recreation Director, Frank Lindsey, for con- sideration by the Committee and proper authorities. s^ (Page Two, Regular Meeting of the Park and Recreation Committee, July 20, 1970) 11 . DISCUSSION OF COMFORT STATION, MIDWAY PARK Mr. McNair presented a drawing of a simplified version of the Architect ' s plan for a comfort station in Midway Park. Discussion followed, and Mr. Austin stated in answer to a question regarding bids, that according to State law, bids are required on everything costing over $2,000.00. Mr. Austin suggested that Euless Park and Recreation Department pattern the proposed comfort station for Midway Park by the open topped ones used in Roadside Parks by the Texas State Highway Department to cut cost and for sanitary reasons, also. Councilman Copher recommended letting the contract to a General Contractor. He feels building is their line of business, and are better equipped to handle the situation in the least amount of time. The Members of the Committee agreed that they should go full steam ahead with this project, in order to have it ready for use in 1971 . Chairman Hunt, Mr. McNair, and Mr. Lindsey agreed to make a study of existing comfort stations in this area, and bring recommendations to the Committee in the near future. 111 . PROPOSED TEEN-AGE ORGANIZATION Councilman Copher stated that he had been appointed by Mayor Krause to study the possibilities of organizing a Teen-Age Club in Euless for the youth of the community. Councilman Copher asked Mr. Gregory to help him in this research program, and Mr. Gregory agreed to do so. Councilman Copher, and Messrs. Lindsey and Gregory planned a trip to McKinney to study a Teen-Age Organization that has successfully operated in that city for several years, hoping to get ideas for a future organization for the youth of our City. Mr. Gregory suggested inviting some of the youths of the community to the next meeting of the Park and Recreation Committee to get their views. Members of the Committee agreed on this plan. (Page Three, Regular Meeting of the Park and Recreation Committee, July 20, 1970) Mr. Austin left the meeting at 9:20 P. M. 1V. GENERAL DISCUSSION Councilman Copher stated that he did not feel that Euless is large enough to need a Landscape Consultant. Mr. Lindsey recommended that the Com- mittee check Mr. Austins ' background, and secure opinions on some of his previous projects. Mr. Gregory stated that he did not favor contracting a Landscape Consultant for the Park and Recreation Department on a retainer basis. He feels Euless needs a Consultant for special projects, only. Mr. Lindsey stated that full time Consultants are great where there is a need and an organization is able to afford them. Also, they are good for special projects. Mr. McNair reasoned that Euless is still a fledgling, and not ready for a full time Consultant. When the City has grown, and has more money to spend it is possible that a position of this type will be created. Chairman Hunt stated that Mr. Austin was establishing a plan to work on during the school term, and that we should let him know our decision as soon as possible. Members of the Committee agreed to give Mr. Austin an answer as soon as possible after receipt of his resume. Councilman Gopher left the meeting at this time. Discussion followed on plans and proposals already presented to the City Council . Mr. Gregory stated that he feels in view of changing circumstances, the Committee should re-evaluate recom- mendations, in view of City Council stand on recommendations, and consider other things such as a place for the Youth of Euless to have a Teen-Age Club. He said that since this need has come to light, the Park and Recreation Committee should make every effort to start a Youth Program as soon as possible. Committee Members agreed to meet at Chaiman Hunt 's house August 3, 1970, for a work session. (Page Four, Regular Meeting of the Park and Recreation Committee, July 20, 1970) V.
