Park and Recreation Committee
May 18, 1970
CALL TO ORDER
The regular meeting of the Park and
Recreation Committee was called to order at 7:40 P. M. , in the Conference Room
of Euless City Hall by Chairman Charles Hunt. Members present are listed as
follows : Mrs. David Martin and Mr. Ivan Gregory. (Absent: Messrs. Jay
Theder and Jim Kilmer. )
Also present were Mr. Frank Lindsey,
Park and Recreation Director and Recording Secretary Della Houy.
APPROVAL OF MINUTES
The minutes of the regular meetings
dated March 16, 1970 and April 20, 1970, and the Called Meeting dated April
6, 1970, were approved as written.
PROPOSED SWIMMING POOL
Chairman Hunt presented slides of the
Denton Swimming Pool for members of the Committee, these slides having been
shown previously to the City Council . Mr. Hunt stated that these slides show
the beauty and versatility of a well planned pool .
Mr. Hunt presented a plat of the proposed
pool site from Knowlton-Ratliff-English-Collins , City 's Consulting Engineers.
Mr. Hunt stated that the plat indicates a dam across Little Bear Creek to form
a Lake in the park property and the proposed Cheeks-Sparger Road thoroughfare
to the north of the park. Mr. Hunt further indicated the high flood plane in
relationship to the swimming pool .
Mr. Hunt stated that the land proposed
for the swimming pool is proposed commercial property and the price range would
be higher in negotiating for the land. Mr. Hunt stated that the Engineer 's plat
indicate ball fields and parking facilities on the South side of Little Bear
Creek.
Mr. Hunt informed the Committee that
application for Federal Assistance from the Open Space program was underway,
and the City should receive a letter of approval in a few weeks. Mr. Hunt

stated that upon receipt of the letter of approval from the Urban Renewal , the
City Manager would proceed with negotiations with the owners of the property.

Dear Mr. Hunt:
Just a brief note to remind you of our continuing interest in the
new swimming pool for Euless your Committee is proposing.
We noted in a press clipping that your Committee had met recently
with the City Council advising them of the acute need for a new
City swimming pool and recommending the purchase of a site for the
project.
We, of course, are curious to know if the City Council has voted to
take action on the project and would appreciate hearing from you
in this respect.

In reply to a question from Mr. Gregory,
Mr. Hunt stated he had received brochures and an estimate in excess of
$200,000.00 from the above company.
II .
MIDWAY PARK LIGHTS AND STORAGE
BUILDING
Mr. Hunt stated he had talked with Mr.
Bullard, City Inspector, concerning the installation of the lights on the base-
ball fields in Midway Park. Mr. Hunt stated that Mr. Bullard informed him that
the installation of the lights would be completed by the end of the week.

Mr. Hunt stated that. Mr. Bullard informed
him that the revised plans for the utility building in Midway Park should be
completed by the architect on Tuesday, May 19, 1970. Mr. Hunt stated that the
City Council voted to take bids on the construction of the building and if the
City Council would award the contract at the Council meeting on June 9, 1970, the
building could be completed by July 4, 1970.
Mrs. Martin stated that she agrees with the
Council in taking bids on the building, as the City Government should conduct
matters in an orderly manner.
III .
WEST EULESS PARK
Mr. Hunt informed the Committee that
representatives of the School District and the City were to meet and submit more
realistic layouts for the school in relation to the park area.
Mr. Hunt stated that the citizens are showing
more interest in West Euless Park.
Mr. Lindsey stated he would have a report
at the next meeting on the erection of a cable around West Euless Park to pre-
vent dumping in this park.
IV.
PROPOSED BOND ISSUE
Mr. Hunt stated that in 1971 a new bond
issue is to be presented to the citizens and the Committee should be thinking
of projects and the priority of each project. Mr. Hunt further stated, that
at the next meeting, the Committee should put something on paper in regard to
recommendations.
Mr. Hunt stated that the City Manager
informed him that the Wall Street Journal indicates that the bond market is poor
at this time, as the bond rate is very high.
V.
MR. KILMER'S RESIGNATION
Mr. Hunt informed the Committee that he
had received a letter of resignation from Mr. James Kilmer. Mr. Hunt stated
that the City Council is considering an appointment to fill this vacancy at
this time.

VI .
SUMMER RECREATION PROGRAM
Mr. Lindsey presented cope of
Recreation Program to members of the Committee.
Mrs. Martin inquired about_ acre' , : r c - tc ,

Mr. Lindsey stated that each aye u o_p

The meeting adjourned at 9:00 P. M.
