April 6, 1970
CALL TO ORDER
The Called Meeting of the Park and
Recreation Committee was called to order at 7:45 P. M. in the Conference
Room of Euless City Hall by Chairman Charles Hunt. Members present are list-
ed as follows : Mrs. David Martin and Mr. Ivan Gregory, (Absent : Mr. James
Kilmer and Mr. Jay Theder. )
Also present were Mr. Frank Lindsey, Park
and Recreation Director, and Recording Secretary Ophelia Smith,
RECOMMENDATIONS FOR
COUNCIL PRESENTATION
Mr. Hunt presented a list of recommendations
which he had prepared and distributed to Committee members prior to the meeting.,
He asked for comments on the format; also, if anyone had any additions or changes.
Discussion followed.
Mrs. Martin commented that she thought the
summary good.
Mr. Lindsey said that he felt it to be
adequate.
Mr. Gregory remarked that he was very
pleased with the report - he thought it perfect.
Mr. Hunt pointed out that action had be-
gun on some items listed, whereas, others were still in the discussion stage.
All present agreed copies of the recommenda-
tions should be presented to members of the City Council in advance of the next
regular meeting, April 14, 1970. This would allow time for review of the recommenda
tions, prior to the council meeting, possibly, resulting in action being taken by the
council .
II .
PARK SITE DISCUSSION
Mr. Hunt stated that he was planning to meet
with the Planning and Zoning Commission, April 7, 1970, to secure their approval
of the proposed park site.

The question was raised as to whether West
Euless Park could be made ready for use this season.
Mr. Gregory asked if a sign could be placed at
the entrance of the Park.
Mr. Lindsey stated that he thought a few
improvements would make the park a very nice place for picnics with a rustic
atmosphere. Also, he said that he thought it would be a good idea to place a
sign over the entrance, low enough to keep out trucks and pick-ups from the area,
to avoid dumping of trash and garbage.
Mr. Lindsey reported that he was receiving
favorable replies from Fort Worth regarding the Federal Grant. He stated that
many grants have been received in this area. Also, he commented he is of the
opinion that if we are not successful in securing a grant, it will be due to our
lack of effort to do so.
Mr. Hunt reported that the City Manager has
authorized the City Engineer to make a study of the property along Little Bear
Creek west of North Main Street, proposed swimming pool site, in advance of the
right-of-way layout, to determine if the street can be re-routed to make more
room for the swimming pool above the low-land, flood area.
Mr. Lindsey called it to the attention of
the Chairman and committee members that under Article 4, Attachment #5 had been
omitted from the recommendations submitted by Chairman Hunt.
Mr. Hunt replied that Mr. Knowlton will
supply a letter recommending the re-routing of the street west of Little Bear
Creek to make more room for a swimming pool , which will be Attachment #5.
Mr. Hunt stated that this particular plan
(Article 4, list of recommendations) was favored because it meets all criteria for
swimming needs. All sanitation will be taken care of. This type of operation has
proven successful and adequate in other areas.
III .
PARK STORAGE BUILDING
Mr. Hunt stated that he feels if the building
of rest-rooms and storage building in the Park is delayed much longer, the cost
will be prohibitive.
IV.
ATTACHMENTS NO. 4, 6, AND 9 -
RECOMMENDATIONS
Mr. Lindsey stated that Attachment #4, Swimmin
Pool Report, dated June 25, 1969, is the latest.

In answer to Mr. Hunt 's question regarai'g
outgrowing Trinity Program, Mr. Lindsey stated that the reason for over-cro,A' lg
is due to the fact that three hundred (300) swimmers per day is average. a-c, 90:,

Mr. Lindsey stated that a report or "door
swimming pools in Dallas, indicates they have proven to be very unsatisfactory .
The temperature is so high and the atmosphere so humid that it makes sin°+mmHH9
very unpleasant. He learned upon investigating possibilities of airco-d° fiio,i -ig
that the cost of operation was estimated at approximately Fifty ($50,00) Do < ar
per day, which is not considered feasible by Committee Members.
Mr. Lindsey stated that Attachment a6,
Euless Recreation Department Comparative Attendance Statistics, is termed er-
estimate'.because the report was submitted before the season closed.
Attachment #9 was discussed and decisio,
made to submit Attachments 4, 6 and 9 with recommendations- as written. _.
V.
PRIORITY CONSIDERATION
The Committee agreed that acquisition of
land is first priority.
Mr. Hunt stated that an engineering St!...d. is
now being made concerning a Land Grant.
Mr. Hunt reminded the Committee that the
Engineer's study of Park and Pool site will require considerable time at a
probable cost of Twelve Hundred ($1 ,200.00) Dollars. He stated funds for tr
expenditure are included in the Capital Improvements Program.
He also stated that the Architect is pre-
paring plans for a minimum fee.
VI .
SALE OF BONDS
The Park and Recreation Committee aareed to
recommend sale of Park Bonds authorized, as soon as possible.

VII .
REPORT TO CITY COUNCIL
Mr. Gregory stated that he would prese -t
the Recommendations of the Park and Recreation Committee to the City Go -c' *
the next regular meeting on April 14, 1970.

VIII .
SIGNS FOR ADVERTISING
Mr. Hunt reported that the Athletic Associatio
has purchased a sign, 4 x 8, which they have had painted attractively and a`tached
to the fence at Baseball Diamond #1 for the purpose of selling advertise -g s a
fund raising project ; the idea being to sell portable type signs which would be
removed and stored at the end of baseball season - then, retouching and selli--.g
again at the beginning of subsequent seasons.
Mr. Lindsey says that this has been tried at
other places and vandalism turned the project into a real eyesore.
Mrs. Martin inquired if there is an Ordinarce
against signs in the City. Also, she wondered if the Athletic Association should
use the fence at the ball field, which is City property, in their fund raising
project.
Mr. Hunt, a member of the Board of Directors
for Athletic Association, suggested adopting the plan on an experimental bas's
for one year. Then at the end of the season, re-evaluate the program, a° d if .' t
does not work, discontinue altogether.
He stated that the Athletic Association plans
to keep bolt cutters present to remove the sign immediately if mutilhted i ,n a-y way.
Mr. Gregory recommended use of one field for
one year as a pilot program to check feasibility, and if at tiny time signs become de
faced in any way, they are to be removed and repainted immediately, a-,d the ra-k
and Recreation Committee should have the last word if they should be reinsa ed.
Diamond #1 was designated for pilot program.

OPERATION OF CONCESSION STAND
Mr. Lindsey expressed concern over ,he
operation of the Concession Stand, stating he is of the opinion a method ,ro 'd
be devised for operation which would be profitable for the City. It pre: tiy
privately operated on a profitable basis by Mr. Billy Bookout, who has i - .es-cd
some money in equipment, (an ice-making machine, etc.) , and has made pis to
operate the stand during the 1970 season. Mr. Lindsey stated this is a good
project, possibly, to be considered in the future.
XI .
PREPARATION OF GROUNDS
BASEBALL PRACTICE
Mr. Hunt asked Mr. Lindsey if improvemerts
to practice fields at the school sites should be made through his office,
Mr. Lindsey replied that permission rz7wst be
granted from the .Principal of each school , and that he would contact them and
clear the way for making grounds ready for practice.
XII .
TEEN-AGE DANCE PROGRAM
Mr. Gregory reported that he had been
approached by a group of young people requesting a well sponsored dance program
for young people in Euless.
Mrs. Martin stated that she had called
Irving Community Center regarding their program. They have three Centers, and
each Center has a dance every other week. The music is furnished by local Combo
Bands. The admission is One ($1 .00) Dollar. The Center furnishes popcorfl a^d
sells Coca Colas. The program is sponsored very successfully by various R.T.A.
organizations.
Mr. Lindsey said that they found that Junior High and Senior High groups did not mix well . Also, he stated an off -
duty policeman would be needed for each event; that rules and regulations would
need to be drawn up as to leaving the building, etc.

Members agreed that the Community Building
is an excellent place for the program, and thinks the P.T.A. would be a good
sponsor.
Mr. Gregory stated that he plans to pursue
the matter further.
