HomeMy WebLinkAbout2011-11-08 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 8, 2011 A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:00 p.m. on Tuesday, November 8, 2011, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Donna Mickan, Council Members Tim Stinneford, Leon Hogg, Linda Martin, Glenn Porterfield, and Perry Bynum. During the Precouncil meeting: ➢ Mayor Mary Lib Saleh advised that she attended the 15th Annual Heart of North Texas Business Conference on November 4, 2011, at the Tarrant County College NE Campus, and the Veteran's Expo hosted by Congressman Kenny Marchant on November 5, 2011, at the Euless Family Life Center. ➢ Council Member Linda Martin advised that she attended the Flutissimo! Flute Choir performance at the library on October 30, 2011. ➢ Council Member Leon Hogg stated that he attended the Calloway Cemetery Annual meeting on November 5, 2011, and invited everyone to visit the cemetery to view the new signage. He added that he also attended the Veteran's Expo at the Euless Family Life Center on November 5, 2011. ➢ Council Member Glenn Porterfield advised that he participated in the annual Dallas/Fort Worth Airport Board retreat and referenced a report he provided to the City Council and city staff. ➢ Council Member Perry Bynum complimented Deputy City Manager Loretta Getchell and Public Works and Engineering Director Ron Young on the resolution of a complaint related to the Baze Road construction. ➢ Council Member Tim Stinneford advised that he received a compliment regarding Code Inspector Brian McGarry and his interaction with a Euless property manager. ➢ Information Services Administrator Dan McLain provided an update regarding the issuance of the computer tablets to the City Council. ➢ Assistant City Manager Chris Barker gave a brief overview of Senate Bill 61 as it relates to Juvenile Case Managers. He stated that recent state legislation requires the formal adoption of ethical and training standards for juvenile case managers employed by the city. ■ Deputy City Manager Loretta Getchell addressed the City Council regarding potential bond refunding opportunities. Council Minutes Page 2 of 11 November 8, 2011 ➢ Director of Planning and Economic Development Mike Collins presented the development update, including the construction of a multi-purpose facility on the Trinity High School campus. ➢ Deputy City Manager Getchell distributed information related to the nominees for the Tarrant Appraisal District Board of Directors, and advised that the City Council will consider casting the city's votes at an upcoming meeting. ➢ Director of Parks and Community Services Ray McDonald addressed the City Council regarding their participation in the upcoming Christmas Parade to be held on Saturday, December 3, 2011. ➢ Texas Star General Manager Glenda Hartsell-Shelton advised the City Council of a proposal from an individual to construct an additional practice area at the golf course in exchange of becoming the home course of a local college golf club. Council discussion ensued regarding the benefits and obligations of the proposal. ➢ Continued from the October 25, 2011, precouncil meeting, Fire Marshal Paul Smith continued the review of the proposed fire code amendments as they relate to fire sprinkler system provisions in the 2009 International Fire Code (IFC). ➢ Finance Director Vicki Rodriquez advised that car rental receipts for the month of November were up 10 percent over the same period in the prior year. The receipts represent rentals during the month of September 2011. ➢ Director of Public Works and Engineering Ron Young advised that the Tarrant Regional Water District (TRWD) storage capacity is at 68 percent. ➢ Deputy City Manager Getchell advised that the City of Fort Worth will open bids for the reconstruction of South Pipeline Road at Post Oak Creek on November 10, 2011. ➢ Deputy City Manager Getchell reviewed the regular agenda items. CLOSED SESSION The City Council convened into closed session at 6:11 p.m. for deliberation regarding the following: Purchase, exchange, lease or value of real property as authorized by Section 551.072 related to: o Lease of City Property— South Pipeline Road o Real Property adjacent to Texas Star Golf Course, G. W. PRESENTATION OF EMPLOYEE SERVICE PINS Fire Chief Wes Rhodes introduced Firefighter II Brandon Herron. Brandon was accompanied by his wife, Michelle and members of the Fire Department. Council Member Perry Bynum presented Brandon with a service pin commemorating his five years of service with the City. Mayor Pro Tern Donna Mickan presented Chris with a service pin commemorating his five years of service with the City. Fire Chief Rhodes introduced Firefighter/Driver Jacob Smith. Jacob was accompanied by his wife, Susan, sons, Ethan, Austin, and Jake, and members of the Fire Department. Council Member Linda Martin presented Jacob with a service pin commemorating his ten years of service with the City. Fire Chief Rhodes introduced Fire Lieutenant Bill Ver Steeg. Bill was accompanied by members of the Fire Department. Council Member Leon Hogg presented Bill with a service pin commemorating his fifteen years of service with the City. Police Chief Mike Brown introduced Code Compliance/Police Department Inspector I Brian McGarry. Brian was accompanied by his wife, Sandi, daughter, Madyson, and members of the Code Compliance Services and Police Department. Council Member Tim Stinneford presented Brian with a service pin commemorating his fifteen years of service with the City. ITEM NO. 2. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION POSTER WINNERS Fire Marshal Paul Smith gave a brief history on the Fire Safety Poster Contest and introduced the grand prize winners for each grade level: First Grade: Tyler Payne (Bear Creek Elementary) Second Grade: Piper Daniel (Wilshire Elementary) Third Grade: Sarah Hatch (Bear Creek Elementary) Fourth Grade: Madeline Husby (Bear Creek Elementary) Fifth Grade: Jocelyn Webb (Bear Creek Elementary) Sixth Grade: Cassidy Mallory (Lakewood Elementary) Mayor Saleh and Fire Chief Rhodes presented each grand prize winner with a certificate, their poster, and a goodie bag. ITEM NO. 3. QUARTERLY POLICE DEPARTMENT UPDATE Police Chief Brown presented the quarterly Police Department update for the quarter ending October 31, 2011, and reported on the average response times for priority one, two, three, and four calls, as well as statistics related to crimes against persons, property crimes, and patrol time. AUTHORIZED PURCHASE OF GOLF COURSE MAINTENANCE EQUIPMENT Council Member Stinneford motioned to authorize the purchase of golf course maintenance equipment to include five (5) greens mowers through the Buy Board Cooperative Purchasing Program. The estimated expenditure is $56,650.90. Council Member Bynum seconded the motion. AUTHORIZED PURCHASE OF GOLF COURSE MAINTENANCE EQUIPMENT Council Member Martin motioned to authorize the purchase of golf course maintenance equipment to include nine (9) gas powered utility carts through the Texas Multiple Award Schedule (TXMAS) Cooperative Purchasing Program. The estimated expenditure is $57,060. Council Member Hogg seconded the motion. AUTHORIZED PURCHASE OF PUBLIC WORKS MAINTENANCE EQUIPMENT Mayor Pro Tern Mickan motioned to authorize the purchase of Public Works Maintenance Equipment to include one (1) trailer mounted vacuum excavator through the Buy Board Cooperative Purchasing Program. The estimated expenditure is $69,790. Council Member Bynum seconded the motion. AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT I Council Member Stinneford motioned to authorize the City Manager to execute a contract with Office Depot for a one (1) year period for the purchase of office supplies through the National Intergovernmental Purchasing Alliance Company (National IPA). The estimated expenditure is $91,000. Council Member Bynum seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Mickan, Council Members Stinneford, Hogg, Martin, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8. AWARDED BID NO. 010-11 Council Member Hogg motioned to approve the award of Bid No. 010-11 and authorize the City Manager to enter into a construction contract with Ark Contracting Services, Kennedale, Texas, for the replacement of sanitary sewer mains in a portion of the Wilshire Village Addition and the Whitener-Crum outfall in the amount of$421,286.75. Mayor Pro Tern Mickan seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Mickan, Council Members Stinneford, Hogg, Martin, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9. AWARDED BID NO. 011-11 Council Member Porterfield motioned to approve award of Bid No. 011-11 for an annual contract for the purchase of fertilizer and chemicals for the Texas Star Golf Course to: 1) Winfield Solutions - Insecticide items #2 and 3; and Other items #1, 2, 3, 4, 5, 6, and 8; 2) Agrium Advanced Technologies - Fungicide items #1, 2, and 3; Herbicide items #2, 3, 4, 5, and 7; and Insecticide item #4; and 3) Helena Chemical Company - Herbicide items #1, 6, 8, and 9; Insecticide item #1; and Other item #7. The total estimated expenditure is $97,429.50. Council Member Stinneford seconded the motion. REJECTED BID NO. 004-12 Council Member Hogg motioned to approve the rejection of Bid No. 004-12 for Professional Employee Leasing due to the delayed availability of certain information necessary for the completion of the bid documents by the prospective bidders. PUBLIC COMMENTS City Attorney Wayne K. Olson informed the audience that City Council Members are not permitted to discuss or deliberate items not listed on the agenda for discussion, and that comments will be limited to five (5) minutes. Mr. George Moore, 1104 Aransas Drive, Euless, addressed the Council on various issues, including his concerns related to city management and staff, the Public Information Act, the City Charter, the Chesapeake and David H. Arrington gas well pad sites and water consumption, attendance of Council and staff at an Emergency Management Conference in August, and the issuance of Certificates of Obligation by the city as it relates to the Texas Constitution. Helen Voss, 1201 Hillcrest, Euless, expressed her appreciation to the City Council and city staff for their commitment to the City. ITEM NO. 14. REPORTS City Attorney No report given.
