HomeMy WebLinkAbout2005-04-28 MINUTES OF A REGULAR MEETING OF THE ANIMAL SHELTER ADVISORY BOARD April 28, 2005 ITEM 1 —CALL TO ORDER A meeting of the Animal Shelter Advisory Board was called to order by Chairman Leon Hogg at 11:07 a.m. at the City of Euless Animal Control Shelter, 1517 Westpark Way, Euless, Texas 76040. The following members were in attendance: Leon Hogg Gayla Maas, D.V.M. Clyde Cullum Staff Support: Ron Young, Larry James, Chris Barker, Cynthia Daniel Guests: Bob Freeman, Police Department and Elaine Moore, Haltom City ITEM 2 — REVIEW AND APPROVE MINUTES FROM MEETING OF FEBRUARY 24, 2005 Leon Hogg asked if there were any questions regarding the minutes of February 24, 2005. Leon entertained a motion for approval of the Minutes of February 24, 2005. Clyde Cullum made the motion and Dr. Maas seconded the motion. Motion approved. ITEM 3 - ADOPTION ADVERTISING ON CITY OF EULESS INFORMATION CHANNEL (CH. 15) Clyde said it is still in the works. Larry James has not yet spoken to Betsy Boyett. The dog & cat of the week are featured on the City's web page. Also on Petfinders web page. ITEM 4—BUDGET REQUESTS FOR ANIMAL SHELTER IMPROVEMENTS Clyde said the shelter has new chairs for the front desk in the lobby area. The shelter has purchased 5 more traps. Clyde said shelter needs to purchase 5 more traps. The shelter also needs to purchase and install a door and a stainless steel table for the room used to euthanize animals. The cost for door and table is less than $1,000 which should be able to be paid for in this year's budget. Leon needs to know any other budget requests the shelter may have for next year before the Council's August budget retreat. The shelter trucks have been equipped with the strobe lights and light bars that were discussed at the previous board meeting. ASAB Meeting Minutes Page 2 April 28, 2005 The Board discussed the old cremation furnace. Clyde said it will be removed in house. ITEM 5 -DOG DAZE 2005 UPDATE Dog Daze is May 7th from 9:00 a.m. to 1:00 p.m. There will be 2 groomers and a veterinarian (Dr. Maas) there. Hot dogs and drinks will be served. Board members were complimentary of the poster advertising Dog Daze. Event is advertised on the City's website and cable TV. Dr. Maas is prepared to give 300-350 rabies shots. ITEM 6 — DISCUSS WITH ASST. POLICE CHIEF BOB FREEMAN AFTER HOUR CALLS. Citizens now have the opportunity to file their own case. Bob Freeman brought a copy of the after hours policy for Animal Control and also a sample of the form that citizens will use to file noise complaint. Unless it's an emergency which is spelled out in the Standard Operating Procedures (SOP), Animal Control should not be getting after hours calls. The police will respond to barking dog calls after hours. Police will call for Animal Control officer if there is (1) a dangerous situation, (2) police have made an arrest of someone who has their animal with them, or (3) an animal has been injured and police can't find the owner or someone to take the animal. Bob will have their SOP updated with the two new ordinances (Noisy Animal & Pooper Scooper) when their next rotation of changes occurs. Bob said most of the calls they get are for barking dogs. If a citizen wants an officer to go out, the officer has the obligation and opportunity that if officer does hear the noise and it appears to them to be a nuisance, and the complainant is there with officer complaining, the officer will try to get voluntary compliance. The officer can issue a citation and refer case to court. If officer doesn't hear the noise, he will complete incident report which will be referred to Animal Control to follow up on. Officers have started telling citizens they can file their own complaints. Ron said the city's Animal Control reports will be available for citizen to use in filing a complaint with Court. Citizens can use a tape recorder to record the disturbances. ITEM 7—WATER BILL NOTIFICATIONS Notices went out in the last water bills regarding the Noisy Animal and Pooper Scooper ordinances. Animal Control has had at least fifteen complaint calls since then. Bob suggested notifying apartments about the ordinances since a lot of their barking dog complaints come from apartments. Bob invited Animal Control to attend the next Apartment Managers meeting. ASAB Meeting Minutes Page 3 April 28, 2005 Notices have been put in the water bills regarding upcoming Dog Daze event. Police & Fire need to be notified about street closure for Dog Daze. ITEM 8—CUSTOMER SERVICE REPORT Larry James distributed the Customer Service Report. Larry said the credit card service is still working well. Leon asked that the Customer Service Report be included with Board meeting minutes given to council members. ITEM 9 — BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS OF INTEREST TO BE ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS Clyde distributed copies of the annual report on the Animal Shelter made by the Health Department. Everything was good and passed except that the report noted drains in front of dog run need to be fixed. Clyde needs to get clarification. Doesn't know if they want grates over the trough or do they want the drain holes to be lifted up. Leon asked that the report be included with the meeting minutes. Ron asked if there were any shelter volunteer issues to discuss. Clyde said the shelter is getting too many requests from Teen Court. Shelter does not have enough officers working on Saturdays to supervise teens so plan to stop allowing teens to work on Saturdays and will only accept male teens during the week. Leon asked guest, Elaine, if she had any questions or comments. Chris distributed a picture to be used for Pooper Scooper Ordinance sign to be placed in city parks. Leon entertained the motion to approve the sign. Dr. Maas made the motion and Clyde seconded it. The vote was unanimous. ITEM 10—ADJOURN Leon asked if there was other business to be considered by the Board. There being none, Leon entertained the motion to adjourn. Dr. Maas made the motion and Clyde seconded it. The vote was unanimous.
