HomeMy WebLinkAbout2008-04-17 MINUTES OF A REGULAR MEETING OF THE ANIMAL SHELTER ADVISORY BOARD APRIL 17, 2008 ITEM 1 — CALL TO ORDER A meeting of the Animal Shelter Advisory Board was called to order by Chairman Leon Hogg at 11:05 A.M. at the City of Euless Animal Control Shelter, 1517 Westpark Way, Euless, Texas 76040. The following members were in attendance: Leon Hogg Gayla Maas, D.V.M. Clyde Cullum Staff Support: Loretta Getchell, Ron Young, Larry James, J. T. Ackerman & Cynthia Daniel Guest: Kate Lyon — Library Administrator ITEM 2 - REVIEW AND APPROVE MINUTES FROM MEETING OF JANUARY 24, 2008 Chairman Hogg asked if there were any questions regarding the minutes of January 24, 2008. Dr. Maas made a motion to approve the Minutes of January 24, 2008. Clyde Cullum seconded the motion. Motion approved. ITEM 3 - STAFF REPORT (STATE INSPECTION, SHELTER MAINTENANCE, ETC.) Larry James reported that shelter passed the state inspection. No problems this year. Clyde Cullum reported on shelter maintenance items. New roof complete, dog kennel gates have new latches, acid washed, painted and sealed dog runs and updated the washer and dryer. ITEM 4 - SHELTER STATISTICS REPORT Approximately 90% of euthanized cats are feral, euthanazias are down compared to last year at this time, citations are up due to resident on Northcliff that lets her dogs out, dead animal removals are down, animals picked up are down from same time year ago and animal bites are the same as last year. ASAB Meeting Page 2 April 17, 2008 ITEM 5 - REVIEW FY09 BUDGET REQUESTS Ron reported that two vehicles have been requested in the FY09 budget for the animal shelter. Also, a request for the part-time kennell tech position to be a full-time position. ITEM 6 - DOG DAZE REVIEW Event scheduled for May 10th at the new Public Works Facility. Have one groomer committed and still need one more. Proceeds from grooming (shaving) will go to Animal Shelter. Will try to borrow bleachers from Parks Department. Dr. Maas commented that event has grown each year. She said there will be several vaccination options to choose from which are low cost but that some vaccine prices have increased. Dr. Maas answered guest Kate Lyon's questions about Dog Daze. ITEM 7 - ANIMAL REGISTRATION ORDINANCE Distributed copies of draft. Chairman Hogg asked if there were any comments. Loretta asked Ron to explain how to implement ordinance. Dr. Maas explained residents can come to the Animal Shelter to register pets, animals picked up at large that are not registered will be required to be registered before releaseing to owners and residents can also register their dogs at Dog Daze. Loretta said the City has a programmer on staff that can write a program that will offer a link from City's website that will allow residents to register pets online. Ron said City hopes to create a data base for the registration that will help shelter keep track and keep in touch with people who registered pets so that if they leave the city they can be removed from the data base. Ron explained that the City Secretary wants the $10 fee to be in the fee ordinance section of the Ordinance Book rather than in the ordinance. Chairman Hogg asked if the registration fee could be in both the fee section and in the ordinance. Will try to put it on the May 13th Council Agenda for the council to vote on. Chairman Hogg entertained a motion to recommend ordinance to Council. Dr. Maas made the motion to recommend it. Clyde seconded the motion. Motion approved. ITEM 8 - BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS OF INTEREST TO BE ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS Ron suggested that the May Public Works staff report to the city council be on the animal shelter. Discussed the Merced lawsuit. Plaintiff has filed an appeal. Guest Kate Lyon asked Board members questions about the Shelter Statistic Report. She asked how the shelter does euthanasias, asked if shelter has a scanner for ASAB Meeting Page 2 April 17, 2008 microchips, asked questions about dog bites, animal waste pick up, what types of citations are issued, what happens to wildlife picked up, and animal adoptions.
