OF THE
ANIMAL SHELTER ADVISORY BOARD
JANUARY 21, 2010
ITEM 1 — CALL TO ORDER
A meeting of the Animal Shelter Advisory Board was called to order by Chairman Leon
Hogg at 11:00 A.M. at the City of Euless Animal Control Shelter, 1517 Westpark Way,
Euless, Texas 76040.
The following members were in attendance:

ITEM 2 - REVIEW AND APPROVE MINUTES FROM MEETING OF JULY 16, 2009
Chairman Hogg asked if there were any questions regarding the minutes of July 16,
2009. Dr. Maas made a motion to approve the Minutes of July 16, 2009 with one
correction to Item 7. Clyde seconded the motion. Motion approved with amendment.
ITEM 3 - STAFF REPORT — SHELTER OPERATIONS
Ron Young went over the background of the Animal Shelter Advisory Board, i.e., date
established, purpose is to set standards for certain animal shelters, duty is to provide
periodic reports to Texas Department of Health, requires four members, and the number
of meetings required per year is three.
Chairman Hogg asked if new officers need to be elected. Ron said that could be done
at the next meeting.
Ron said that Animal Control Officer Richard Boatwright was back at work and that all
officers are available now.
Larry James reported that two officers took euthanasia classes and three took a Wildlife
Class called Feral Cat Management.
Discussed coyote sightings in the city.

ITEM 4 - SHELTER STATISTICS REPORT
Dr. Maas commented that the reason the report shows zero for cats/dogs released to
the SPCA is because local rescue groups are taking them instead of going to the SPCA.
Years ago some were taken to the SPCA to give them a second chance of being
adopted but now there are active rescue groups. The report doesn't reflect that some
animals go to the rescue groups as well as being adopted or put down. Ron asked if
the wording in the report should be amended to be SPCA or Rescue Groups. Larry will
make a change in the report before the next meeting. Chairman Hogg asked if the
Shelter Statistics Report could be included in the Board members agenda packet in the
future with the ASAB meeting minutes prior to each meeting.
Ron noted that adoptions are up compared to the same quarter last year. Citations are
down, euthanasias are down, and there is an increase in the number of animals at the
shelter due to the economy. It was also noted that the number of animals released to
owners is up. Also noted that dead animals removed number is made up of wild
animals removed from streets such as squirrels, cats, and peoples personal animals.
ITEM 5 - DISCUSS AN AGGRESSIVE DOG ORDINANCE
Dr. Maas stated that Euless' Dangerous Dog ordinance still outperforms everything in
the area including Fort Worth's new one. Our animal control officers can determine
whether or not an animal is dangerous based on City ordinances. Discussed what is in
the City of Fort Worth's new ordinance. Fort Worth's ordinance now requires the owner
of a dangerous dog to register it, pay a $50/year registration fee, and notify Animal
Control within 14 days of the dog being sold or moved to a new address, and they can
conduct quarterly inspections to make sure the dog is securely registered and kept at
the registered address. Euless' ordinance requires that Animal Control be notified by
the owner of a dangerous dog if they are moving the dog to another city and our staff
notifies that city's animal control office. In Euless', if a dog bites more than two times
while at large it is required to leave the City. Dangerous dogs have not been a
problem in Euless. Board members agree it is not necessary to make any changes to
Euless' ordinance.
ITEM 6 — FEE ORDINANCE CHANGES
Ron asked what changes the Board wants to do. Fees charged by Hurst, Fort Worth
and Irving to quarantine dogs for the mandatory 10 day period are as follows:

Hurst - $12/day
Fort Worth - $12/day for residents
$16/day for dogs deemed aggressive dog
Irving - $100 ($10/day)
Irving also requires dog be current on rabies vaccination, micro chipped and
registered with 24 hour pet watch.
Board members recommend that Euless' fee be changed to $15/day.
Ron discussed need to update costs for veterinary charges to spay and neuter. The fee
ordinance hasn't been changed. Ron will check with City Secretary to see if ordinance
can be amended to say our adoption fees plus the vet charges so we don't have to
change fee ordinance every year if veterinarian charges change.
ITEM 7 — MEETING SCHEDULE FOR 2010
Distributed tentative schedule of 2010 meetings. Dr. Maas may have a conflict with the
April 15th date so Board members agreed to change the April meeting to April 22nd
ITEM 8 - BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS OF INTEREST
TO BE ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS
Discussed May's Dog Daze date and time. Ron will tell Betsy Deck that the time will be
from 8:00 am to 12:00 pm for the Euless Today Magazine. Gate will close at noon.
Ron said that the vaccination prices will not be published. Will state in the Euless
Today Magazine that vaccinations are at a reduced rate. Tentative date set for May 8th
Dr. Maas mentioned a contest that the Shelter could participate in that is for Shelter and
Rescue Organizations. People can vote daily for their favorite shelters/rescue
organizations and the shelter/rescue organization with the most votes win money. Ron
will ask Betsy to put the website information on the City's cabletv channel and website.
Larry will send email to city employees with link to website. Can also see about putting
info in the Euless Today for Euless citizens to participate.
Boards and Commissions Dinner is February 22nd at 6:30 pm at the Texas Star Raven's
Grille.
