HomeMy WebLinkAbout2010-04-22 • MINUTES OF A REGULAR MEETING OF THE ANIMAL SHELTER ADVISORY BOARD April 22, 2010 ITEM 1 — CALL TO ORDER A meeting of the Animal Shelter Advisory Board was called to order by Chairman Leon Hogg at 11:05 A.M. at the City of Euless Public Works Facility, 1513 Westpark Way, Euless, Texas 76040. The following members were in attendance: Leon Hogg Gayla Maas, D.V.M. Clyde Cullum Staff Support: Ron Young, Larry James, J. T. Ackerman & Cynthia Daniel Citizen Attendance: Steffenie Vela and Stephanie Cronk, sponsors for the Trinity High School G.A.P. Club program. ITEM 2 - REVIEW AND APPROVE MINUTES FROM MEETING OF JANUARY 21, 2010 Chairman Hogg asked if there were any questions regarding the minutes of January 21, 2010. Dr. Maas made a motion to approve the Minutes of January 21, 2010. Clyde seconded the motion. Motion approved. ITEM 3 - STAFF REPORT — SHELTER OPERATIONS Animal Shelter had its annual Texas Department of State Health Services inspection on April 20, 2010. No deficiencies. Inspector comments were that the shelter was old, well taken care of, and clean. ITEM 4 - SHELTER STATISTICS REPORT Dr. Maas noted that the number of animals picked up was up 50% from a year ago; animals released to owners up 100% from a year ago; citations issued are down. Calls for service are down even though there is an increase in the number of animals picked up and the number of animals in the shelter. The statistics for number of animals adopted included the animals the G.A.P. Club girls adopted out and other rescue groups. ASAB Meeting Minutes Page 2 April 22, 2010 ITEM 5 — FEE ORDINANCE CHANGES UPDATE Proposed fee increases were presented to the City Council at the last council meeting. Fees were brought up to date. Quarantine fee was increased to $15 per day for dogs and cats and $50 per day for estrays. There was a Dead Animal Removed fee on the books that was not being used so removed it from the fee ordinance. The spay/neuter fees are pass through; whatever our rabies and adoption fee and whatever our current negotiated fees with our veterinarian. Should finish the fee ordinance update next Tuesday and will probably become effective in May. ITEM 6 — DOG DAZE Time is set from 8:00 a.m. to noon. There will be no groomers there this year. Dr. Maas will run four lines this year for vaccinating. Dr. Maas will meet with Public Works staff the Friday before the event after 3:00 p.m. to set up. Hot dogs and sodas will be available. ITEM 7 — ELECT NEW OFFICERS Clyde Cullum nominated Dr. Maas to be the chair person this year and Leon Hogg seconded the nomination. Chairman Hogg nominated Clyde Cullum to be the vice chair person and Dr. Maas seconded the nomination. Motions approved. ITEM 8 - BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS OF INTEREST TO BE ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS Steffenie Vela stated that G.A.P. Club raised over $12,000 for the shelter last year and that $11,786 was paid out for shots and vet care for shelter animals. They do a lot of fund raising for the shelter. She expressed her concern that there is only one officer on duty between 4 and 6 pm and that the shelter has to be closed if the officer has to go out on a call/emergency. When that happens, there is no one at shelter to help someone that they send there to adopt an animal. She requested that there be more than one person on duty during that time so that the shelter can remain open. She stated that the shelter was closed three times in one week last week during those hours. Dr. Maas explained that a full-time Kennel Tech position has been requested for the last couple of years but not approved in the city budget. Clyde said he will look at standby to see if someone can cover at that time. It was noted by Ms. Vela and Chairman Hogg that 4-6 p.m. is a critical time for the shelter to be open. ASAB Meeting Minutes Page 3 April 22, 2010 Ms. Vela asked Larry if Community Service people are available to come in the afternoons to clean runs, walk the dogs and socialize the dogs. Larry stated that they are not available. Ms. Vela asked if a fenced in area could be provided for the G.A.P. volunteers to exercise and do obedience training with the dogs. Dr. Maas said 50' x 50' is the size she uses for obedience training. Ms. Vela thought they would need less than that. Clyde will check with the Fire Dept. next door to see if an area in the back of the shelter could be fenced. Ms. Vela also requested an area to bathe dogs that had access to warm water. Clyde said he can get a hose adapter to hook up to a sink faucet to run outside. Ms. Vela stated that the G.A.P. Club pet fair is from 10:00 a.m. to 1:00 p.m., May 15th at Trinity High School. The money raised goes to the shelter. She talked about all the activities that will be going on at the fair. She asked if the Fire Department could have a fire truck there on display. Chairman Hogg said he would check with the Fire Department. Stephanie Cronk asked if the G.A.P. Club new adoption contract could be filled out by people adopting a G.A.P. Club sponsored animal. Their contract requests that adopted animal be returned to them rather than the shelter if an animal is returned. Legal enforcement of G.A.P. Club adoption contract was discussed. Board members don't believe it would be enforceable but are willing to allow shelter personnel to request the adoptee to fill it out along with the City's adoption papers. Dogs are seen as property in the State of Texas. Ron asked Clyde and J. T. to report on the software demo that they attended this morning. J. T. said Information Services seemed favorable to it. Ron said that the City Manager was okay with ordering software now instead of waiting till the next budget year once a decision is made on which software to buy. Larry James asked if the animals coming into the shelter can be vaccinated when they come in instead of waiting three days to help prevent dogs from getting parvo. Dr. Maas said no. The animal could have a negative reaction to the vaccine and the shelter is not equipped to deal with an emergency reaction if the animal belongs to somebody. The animal has to be the City's and the dogs at the shelter are not technically the City's until after 72 hours. The vaccination program was started by the shelter to protect the dogs that have been in the shelter the 4 or 5 days and are adoptable. If they get ASAB Meeting Minutes Page 4 April 22, 2010 vaccinated and then are exposed to dogs just coming into the shelter that might have parvo, then the vaccinated dogs will have built up some immunity before being exposed to the virus. Ms. Vela explained why the G.A.P. Club would like all dogs vaccinated when they come into shelter and Dr. Maas explained all the ramifications of vaccinating before the 72 hours. Dr. Maas explained that chemical disinfectants are used on kennel floors and that the play area/rock area in the back of shelter gets sprayed down. Ms. Vela commented that Larry James is awesome to work with their group. Chairman Hogg commented that the G.A.P. girls are doing a fantastic job. Board members and staff expressed their appreciation for all the G.A.P. Club does for the shelter animals and getting them adopted. Ms. Vela answered more questions regarding the pet fair and how expenses are covered. They have no overhead. Fort Worth Spay/Neuter's services are free. Club charges vendors for booths ($35), sell advertising on their t-shirts ($50), have cake walks, and provide dog bathing and nail clipping for donations. They receive donations for their sign.
