HomeMy WebLinkAbout1978-11-30 d C7 Zoning Board of Adjustment November 30, 1978 CALL TO ORDER The meeting of the Zoning Board of Adjustment was called to order at 7:30 p.m. in the Council Chambers of Euless City Hall by Acting Chairman James Banks. Members present were Messrs. George Winter, Bill Dorsey, Lucian Holmes, Bill Pasteur, and Don Calhoun. Also present were Director of Planning and Development Rick Barnes and Recording Secretary Maurine Butler. VISITORS Visitors in attendance were Messrs. Gary Crossland, George A. Magoon, Dewey E. Copher, Bill Nolley, and Mrs. -- Gary Crossland. PUBLIC HEARING - REQUEST OF GEORGE MAGOON FOR A VARIANCE TO THE CITY SIGN CODE TO ALLOW THE CONSTRUCTION OF A SIGN ON LOT 7, BLOCK 1 , WILSHIRE VILLAGE ADDITION. (PROPERTY LOCATED ON THE SOUTHEAST CORNER OF THE SPUR 350 ACCESS ROAD AND WILSHIRE DRIVE. ) Mr. Gary Crossland stated he is a salesman for Texas Sign Company and is representing Mr. George Magoon and his request for a variance to the City Sign Code. He stated Mr. Magoon is ,�`"r5° the owner of the tropical plant store which is under construction at the C/`�'` / corner of Wilshire Drive and the Spur 350 access road. Mr. Crossland stated the upper portion Y'O- of the proposed sign is 4' by 8' and the lower portion is 6' by 16' , which is y " more than the fifty square feet allowed. The upper portion will read "D/FW" with 21" letters and the lower portion will read "Tropical Plants" with 24" letters. He stated a sign of this size is needed not only due to the amount and size of the letters but also due to the setback from the freeway. He stated smaller letters would be difficult to read from the freeway. Acting Chairman Banks inquired how far back the sign will be from the freeway. Mr. Crossland stated it is approxi- mately 100 to 150 feet from the freeway proper, plus an additional 15 foot setback for public utility lines. The sign will be 30 feet high, which is within the sign code ordinance. (Page Two, Zoning Board of Adjustment, November 30, 1978) Acting Chairman Banks inquired if the sign will be illuminated. Mr. Crossland stated the faces in the upper portion will be constructed of plexiglass and internally illuminated with flourscent lamps. The lower portion will have small bulbs with only the letters illuminated. Mr. Winters asked the total area of the display. Mr. Crossland stated the total area will be one-hundred thirty-two square feet. Mr. Holmes inquired what is the ex- perience of the City in cases like this where a variance has been permitted. Mr. Barnes stated the City Council recently passed an ordinance limiting the area and height of signs. The ordinance was passed primarily to eliminate things that have happened in the past like at Wendy's, where signs are overbearing on residential areas and can be seen at a distance when it is not necessary. Mr. Barnes stated in this case, Mr. Magoon has a four-hundred foot frontage. There is no worry of blocking other signs. The proposed sign is low to the ground and away from a residential area. Mr. Holmes asked if residents on Wilshire Drive were notified. Mr. Barnes stated all property owners within the required two-hundred feet of the property were notified. Acting Chairman Banks asked if the variance is granted, can we understand the owner will not begin publishing specials of the week, in smaller letters, between the posts. Mr. Crossland stated as a result of having a corner lot, the owner will have the option of placing another sign at another location; there will be no additions to this sign. Acting Chairman Banks asked if there were other proponents. There were none. He asked if there were any opponents to the variance. There were none. Mr. Pasteur made a motion that the request for a variance to the City Sign Code to allow the construction of a sign on Lot 7, Block 1 , Wilshire Addition, be granted. • (Page Three, Zoning Board of Adjustment, November 30, 1978) _ Mr. Holmes seconded the motion and the vote is as follows: Ayes: Messrs. Pasteur, Holmes, Banks, Dorsey, Winter, and Calhoun Nays: None Acting Chairman Banks declared the motion carried. II . -' PUBLIC HEARING - REQUEST OF NORTH EULESS BAPTIST CHURCH FOR A VARIANCE TO ALLOW THE CONSTRUCTION OF A LIGHTED SIGN ON THEIR PROPERTY LOCATED AT 505 WEST HARWOOD ROAD. Mr. Bill Nolley of Nolley's Signs stated he is representing the North Euless Baptist Church in their request for a variance to the City Sign Code to allow the construction of a lighted sign on their property located at 505 Harwood Road. Mr. Nolley stated the size of the proposed sign is 45 square feet and the ordinance calls for a maximum size of 30 square feet. The height will be 15'6", which is within the specification. The sign will have a section for changeable, weekly messages in 3" letters. The main copy, with the church name, will have 8" letters. Mr. Nolley stated they do not feel the sign would be overly large or objectionable to the residents in the area. Acting Chairman Banks inquired if there is a sign there now. Mr. Nolley stated there is a small sign of brick structure near the church, which will probably be removed. The proposed sign will be located on Harwood Road, approximately two-hundred feet from the corner. Acting Chairman Banks asked the . position of the City in granting the variance. Mr. Barnes stated he sees no problem; the height is not excessive and the size exceeds the maximum very little. Mr. Holmes inquired about the brightness of the sign and if it would have a flashing light. Mr. Nolley stated the sign would be internally illuminated with flourescent tubing, and would be about twice as bright as in an office. Both sections will be illuminated, set to burn all night, with an electric eye on the top. It will not have a flashing light. Mr. Barnes stated all property owners within two-hundred feet of the property had been notified. Acting Chairman Banks asked if there were any opponents to the variance. There were none. - Mr. Dorsey made a motion that the request for a variance to allow the construction of a lighted sign on the "- property located at 505 West Harwood Road, be granted. Mr. Holmes seconded the motion and the vote is as follows: Ayes: Messrs. Dorsey, Holmes, Banks, Winter, Pasteur, and Calhoun Nays: None Acting Chairman Banks declared the motion carried. III . ADJOURNMENT The meeting adjourned at 7: 50 p.m. APPROVED: Chairman
