APPROVAL OF MINUTES The minutes of the called meetings dated September 6 and 24, 1984, were approved as written. I. #BA-85-01 - REQUEST OF JOHN R. THOMPSON & PARTNERS, INC., AND KROGER STORE #351, 1060 N. MAIN STREET, FOR RECONSIDERATION OF A DETER- MINATION MADE BY THE BUILDING OFFICIAL REGARDING SECTION 707 OF THE UNIFORM PLUMBING CODE DEALING WITH TRAP SEAL PROTECTION FOR CERTAIN FLOOR DRAINS Mr. Johne Cole, John R. Thompson & Partners, Architects, presented the request for a variance of the Uniform Plumbing Code regarding the installation of trap primers in floor drains having infrequent use. He noted the main areas of concern are approximately 15 floor drains in the deli and meat preparation areas. In his reasons -- for requesting a variance, Mr. Cole stated the Health Department requires Kroger to wash down the meat & deli areas daily. There would be enough water in the drains so that trap primers would not be required. He felt that having water continuously dripping in these areas is a waste of water. PAGE TWO, BOARD OF ADJUSTMENTS, FEBRUARY 19, 1985 Mrs. Lightbody asked if there would be trap primers in the areas that are not washed down daily. Mr. Cole explained that there are several hub drains having condensation dripping into them. He stated he could agree with including the primers in both restrooms; however, the deli, seafood, produce & meat preparation areas receive daily washdowns. Mr. Pasteur inquired if there will be a significant expense to add these additional trap primers. Mr. Cole stated that the contractor's estimate was about $5,000. He stated his major concern was that water would be constantly dripping which would increase the water bill. Mr. Pasteur asked if he had been faced with this situation before. Mr. Cole stated that he has drawn plans for Safeway, Kroger, and Tom Thumb and has never been required to install trap primers in these areas before. Mr. Ernest asked John Craig, Bldg. Inspector, to define a trap primer. Mr. Craig stated that it is a device that fits into the supply line of a sink, toilet, etc. When water to the sink, etc., is turned on, the water would trickle into the floor drain. Mr. Ernest asked Mr. Craig his definition of frequent & infrequent. Mr. Craig stated he could not really give a definition; a lot of factors are involved. Mr. Douglass felt it was possible that some of the drains may not get water for days. Mr. Cole stated that the floors are sloped toward the drains so that any water on the floors from mopping or splashed water at the sink would enter the drains. Mr. Thomas Marter, Kroger representative, stated that because the odors can become unpleasant, the seafood area is washed down 3 or 4 times a day. Both the meat & seafood areas are washed before & after cutting. There being no additional proponents or opponents, Chairman Ernest closed the public hearing. Mr. Douglass questioned why this portion of the Uniform Building Code was not being enforced. Chairman Ernest stated that the question was whether this use is frequent or infrequent. Mr. Knight asked Mr. Craig if he checked with other cities regarding their requirements of trap primers. -- Mr. Craig stated that Dallas and Fort Worth do require trap primers in areas such as those in question. PAGE THREE, BOARD OF ADJUSTMENTS, FEBRUARY 19, 1985 Chairman Ernest stated that just because it has not been required in the past is not justification. Chairman Ernest called for a vote to either grant the request or concur with th Building Official's decision by denying the request and requiring trap primers on all the subject drains. He added it would require four yes votes to overturn the Building '— Official's decision. Ayes: None Nays: Mrs. Lightbody, Messrs. Gibson, Douglass, Pasteur and Ernest Chairman Ernest stated the decision is that the requirements of the Building Official be adhered to. ADJOURNMENT Meeting adjourned at 7:10 p.m.
