ZONING BOARD OF ADJUSTMENTS
JULY 17, 1995
The regular meeting of the Zoning Board of Adjustments was called to order by Chairman Bill
Williams at 6:00 P.M. in the Council Chambers of the Euless Municipal Building. The Pledge
of Allegiance was led by Chairman Williams. The invocation was given by Jack Hill.

ITEM I. APPROVAL OF MINUTES FOR CALLED MEETING OF JUNE 26, 1995
The motion was made by Jack Hill and seconded by Eddie Price to approve the June 26, 1995,
minutes as presented. The vote was as follows:
Ayes: Board Members Hill, Price, Bowen, Williams, Bates
Nays: none

ITEM H. ZBA #95-09 - LOT 5, BLOCK D, J. P. HALFORD ADDITION
Request of Mr. Saverio Alfieri, owner and operator of Saviano's Italian Cafe, for
a variance to Section 84-111 (c)(2) of the Euless Code of Ordinances (Community
Business District - minimum 20 foot building setback from property line) located
at 100 W. Euless Boulevard
Rod Tyler, City Planner, introduced Mr. Alfieri's request for a variance to the minimum 20 foot
building setback to allow him to erect a cloth awning to cover the existing outdoor patio area.
The patio area encroaches into the minimum required front yard by 13'. The City's
Development Review Committee (DRC) has reviewed this request and determined that granting
the variance will not adversely impede the City from providing essential services. The owner
will be held responsible for complying with established permitting procedures, which includes
obtaining an annual permit for the canopy and providing proof of its flame retardancy. Mr.
Tyler stated the City Attorney had responded to Mr. Alfieri's letter of application and verified
that the Zoning Board of Adjustment does have the authority to hear and decide on this request.
The Board may approve the request provided the Board is satisfied the conditions set forth in
Section 84-27 (10) of the Unified Development Code (Code of Ordinances) have been adequately
met. Mr. Tyler also informed the Board that property owner notifications had been mailed
according to City and State law.
Chairman Williams opened the Public Hearing and called for the applicant to make a
presentation.
Mr. Saverio Alfieri, owner and operator of Saviano's Italian Cafe, stated he wanted to erect a
cloth awning over an already existing area where people eat. He stated the patrons would have
more privacy and they would be more comfortable especially when the sun was so hot. He
informed the Board the awning would be installed by a professional awning company and would
meet all fire codes. The awning would be a scalloped valance along the sides to make it look
more attractive. The awning will be a flat top with a one foot slope from the top of the building
and be approximately 8.6 feet in height. Mr. Alfieri stated, at some point, he would like to attach
clear plastic sides to the awning. This would give his customers more comfort and allow them
to eat outdoors for a longer period of time during the year.
Jack Hill asked Mr. Alfieri if anyone had done a wind load test. Mr. Alfieri stated he did have
someone to look at the wind load factor and stated the awning would be anchored into concrete
and would be sturdy.
Chairman Williams asked if Mr. Alfieri had received any positive or negative feed back from
the neighbors regarding the awning. Mr. Alfieri stated he had mentioned his plans to customers
and neighbors and they thought it was a great idea. He stated the surrounding businesses were
supportive. Mr. Alfieri stated the awning would stay up year round and would need to be

replaced every 4-5 years. He also stated he had seating for 40 people inside the restaurant and
there is seating for 20 people outdoors. He had considered umbrellas as an alternative to the
awning however, it would not be as wind tolerant.
There being no other proponents or opponents, Chairman Williams closed the Public Hearing.
Board Member Jack Hill made the motion to approve ZBA #95-09 subject to the following: 1.)
awning being professionally installed and engineered; 2.) allow clear plastic drops to be
professionally installed with no writing or advertisement on the side drops; 3.) the variance is
granted contingent on this property always being a restaurant; and 4.) the height be no higher
than the existing structure. Board member Fred Bowen seconded the motion. The vote was as
follows:
Ayes: Board Members Hill, Bowen, Bates, Price, Williams
Nays: none
The motion carried.

There being no further business the meeting was adjourned at 6:57 P.M.
