ZONING BOARD OF ADJUSTMENTS
APRIL 17, 1997
The regular meeting of the Zoning Board of Adjustments was called to order by Chairman Jack
Hill at 6:00 p.m. for consideration of scheduled items in the Council Chambers in Building "B" of
the Municipal Building. The Pledge of Allegiance and Invocation was given by Roger Bates.

APPROVAL OF MNUTES
Board member Bill Williams made the motion to approve the minutes of February 13, 1997,
Zoning Board of Adjustments meeting as presented and the motion was seconded by Board
Member Eddie Price. The vote was as follows:
Ayes: Board Members Jack Hill, Eddie Price, Roger Bates, Bill Williams, Victor Blood.
Nays: None
The motion carried.

ITEM I. PUBLIC HEARING REGARDING - ##ZBA-97-01 - 902 ELNNV'OOD COURT
Public input regarding the request of Mr. Richard Wlkinson for a variance to the minimum
required front setback requirement for an accessory building for Lot 8, Block 1, Timber
Ridge Addition, 902 Elmwood Court.
Chairman Jack Hill opened the Public hearing and asked Rod Tyler, City Planner, to give the
presentation. Rod Tyler stated that Mr. Richard Wilkinson was requesting a variance to the
minimum required front setback at 902 Elmwood Court for a storage building. He also stated the
City of Euless Unified Development Code allows accessory buildings in R-1, Residential Zoned
Land which is how this property is zoned. However, the accessory building must be a minimum
of 8 feet from the front property line or behind a main structure. In this instance the applicant was
requesting a variance to that requirement in order to allow the accessory building to be 45 feet
from the front property line and next to the side yard of the house.
Chairman Jack Hill asked the applicant, Mr. Wlkinson, to address the members and audience.
Mr. Wilkinson stated that because he lived in a cul-de-sac, there is limited space in the backyard
for placing the storage building as required by the City ordinance. He mentioned several trees
restricting space and didn't want to have the trees cut down. Board Member Bill Williams asked
if he had considered the area to the right side of the patio. Mr. Wlkinson stated the area was
not big enough for the 12 x 16 storage building. Victor Blood asked the applicant since he was
planning to recess the storage building into the hill what were his plans to retain the earth. Mr.
Wilkinson stated that he planned to put in cement blocks or landscape timbers.
There being no opponents or proponents, Chairman Jack Hill dosed the Public hearing and
opened the item up for discussion among the Board Members.
Board member Victor Blood stated the property was on a cul-de-sac and was an odd shaped lot
limiting backyard space. Board Member Bill Williams stated that any potential problems in
conforming within the City Code would be in the front yard because the cul-de-sac has narrowed
the lot size but not significantly in the back. He also stated the applicant had alternatives
available to him such as trimming trees or placing the accessory building in the large open space
towards the back of the yard. Board Member Bill Williams stated this was a self created hardship
and he had a problem granting the variance. Board Member Roger Bates suggested making the
accessory building smaller.
Chairman Jack Hill called for a motion for ZBA#97-01. Board Member Roger Bates made the
motion to deny the variance. The motion was seconded by Board Member Bill Williams. The
vote was as follows:

Absent: Fred Bowen
The motion carried to deny the request.
ITEM III. PUBLIC HEARING-REGARDING-ZBA#97-02-302 W. EULESS
BLVD.
Public input regarding the request of Mr. Coy Quine, Quine &
Associates, Inc., for a variance to the 15 feet minimum rear yard
requirement of the C-2 zone specified by Section 84-111 (c)(3) of
the UDC for the property located at 305 W. Euless Boulevard.
Chairman Jack Hill opened the Public hearing and asked Rod Tyler, City Planner, to give the
presentation.
Rod Tyler stated the applicant was requesting a variance to the 15 feet rear yard as required by
the C-2 zoning district in order to allow for the future subdivision of this property so each building
may be sold to separate owners. As it stands right now, there are two buildings on a single lot
and a variance was necessary in order to be able to pursue a future replat of the property.
The applicant was not present. Board Member Victor Blood made the motion to table ZBA#97-
02 and the motion was seconded by Board Member Bill Wlliams. The vote was as follows:
Ayes: Board Members Hill, Price, Bates, Blood, Wlliams
Nays: None
Absent: Fred Bowen
The motion carried.
