ZONING BOARD OF ADJUSTMENTS
MARCH 26, 1998
The regular meeting of the Zoning Board of Adjustments was called to order by Chairman Fred Bowen
at 6:00 p.m. in the Council Chambers of the Euless Municipal Building. The Pledge of Allegiance and
Invocation was given by Fred Bowen.

APPROVAL OF MINUTES
Board Member Bill Williams made the motion to approve the minutes of January 22, 1998 as presented
and the motion was seconded by Roger Bates. The vote was as follows:
Ayes: Board Member Sloan, Bates, Bowen, Blood

ITEM I. ZBA#98-01 - 801 MIDWAY DRIVE - BLOCK 54, LOT 1, MIDWAY PARK ADDITION
Public input regarding the request of the First Church of the Nazarene for a deviation in
the minimum building roof pitch requirements.
Chairman Fred Bowen opened the public hearing and asked Kevin Mercer, Development Services
Manager, to give the presentation. Kevin Mercer stated that the First Church of the Nazarene was
requesting a deviation to the required 6:12 minimum roof pitch requirements for approval of a 2:12 roof
pitch or a 4:12 roof pitch. Mr. Mercer also stated that the 6:12 minimum roof pitch requirement when staff
originally drafted this document in 1993, was for this to apply to single family residences. Staff is
considering at this time going back and making a modification to where it would not apply to churches
being located in a R-1 district in the future to eliminate these request.
Chairman Fred Bowen asked the applicant, Mr. Gary Scarlett, Pastor of the First Church of the Nazarene
to address the members and audience. Mr. Scarlett stated that the plan was to build the first phase of
what will be a full gymnasium, but only half will be built now. It will be a type of construction that will
have a metal roof with the gym being in the center with classrooms on one side, with kitchen and
restrooms on the other side. The height needed for the gym will be maintained with far less than 6:12
pitch roof and a 6:12 metal roof would be very high and difficult to work with.
There being no opponents or proponents, Chairman Fred Bowen closed the Public Hearing and opened
Item #ZBA 98-01 for discussion among the board members.
Board Member Roger Bates did not have a problem with the variance request. Alternate Board Member
Victor Blood stated that none of the houses across the street had a 6:12 roof pitch, the church sanctuary
has a flat roof and the high school has a flat roof. Though they are requesting a variance to the
ordinance they are not requesting a variance to what is the norm for their neighborhood. Board Member
Bill Williams stated that he did not have a problem with the request as long as the architect designs it
properly and the contractor builds it properly noting that Trinity High School in the same area has some
flat roofs and as long as there are no safety hazards. Kevin Mercer, Development Services Manager
stated that the structural stability is not in question. It will be structurally stable. There are adequate
design measures and building codes that will insure that the structural engineer will design a safe building
and the zoning requirement, if waived, will not present a structural problem. Board Member Williams also
stated that the building is behind the main structure and would be shielded from the residential area.
Chairman Fred Bowen called for a motion for ZBA#E$8-01. Board Member Gene Sloan made the' of on
to deny the request as requested. The motion was seconded by Alternate Board Member Vidor SlOod.
The vote was as follows:

Chairman Fred Bowen called for another motion for ZBA#98-1. Board Member Bill Williams made the
motion granting an exemption to 6:12 minimum roof pitch requirement for the First Church of the Nazarene
located at 801 Midway Drive, Block 54, Lot 1, Midway Park Addition for the structure that will include a
gymnasium and all purpose room. The motion was seconded by Alternate Board Member Victor Blood.
The vote was as follows:
Ayes: Board Members Sloan, Williams, Bates, Bowen and Alternate Member Blood
Nays: None
Absent: Price, Houk
The motion carried.
