EULESS CITY COUNCIL
Tuesday, August 13, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:31 p.m. on Tuesday, August 13, 2019, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry
Zimmer, and Salman Bhojani.
During the Precouncil meeting:
Mayor Pro Tern Jeremy Tompkins advised that he had attended several events during
the summer along with Mayor Martin, including the Hurst-Euless-Bedford
Independent School District (HEB ISD) Convocation held Friday, August 9, 2019, and
the 6Stones Operation Back 2 School event held Saturday, August 10, 2019, and was
pleased to attend all of them.
Mayor Martin agreed that the events were wonderful and expressed her appreciation
to the Police and Fire Departments for their assistance during the events.
Deputy City Manager Bob Freeman provided a brief update related to code
compliance issues discussed at the budget worksession.
City Manager Loretta Getchell provided an update regarding the fire lanes at Texas
Star and advised that they are scheduled to be repainted next week. She also
announced a ribbon cutting for Dickey's Barbeque Pit to be held Thursday, August
15, 2019, at 11:30 a.m. at the Glade Parks location.
City Manager Getchell reviewed the regular agenda.
City Secretary Kim Sutter provided an update related to the Board and Commission
appointment process and advised that an item to consider reappointments will be
included on the August 27, 2019 agenda.
Director of Planning and Economic Development Mike Collins presented the
Development update, including commercial and residential development.
City Manager Getchell reported that she has been advised that the planned expansion
of Harwood Road through the airport will no longer occur due to budgetary
constraints.
Fire Chief Wes Rhodes presented the Fire Department update for the period ending
July 31, 2019, including total response times, types of calls, transportation
destinations, mutual aid, Fire Marshall's Office activities, EMS Superstar Award, Kids

Junior Fire Academy, MDA Fill the Boot Campaign, and the impact of House Bill (HB)
2439 related to the regulation of building materials.
Finance Director Janina Jewell presented the Financial update and advised that sales
tax collections for June were up 4.9 percent for the month and up 3.5 percent year to
date. Car rental tax collection is up 10 percent over the same period last year and
down one percent year to date.
CLOSED SESSION
The City Council convened into closed session at 6:01 p.m. for deliberation regarding the

Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to pending or contemplated litigation:

The purchase, exchange, lease or value of real property as authorized by Section

Mayor Martin recessed closed session at 6:39 p.m.

Mayor Linda Martin gave the invocation.
PLEDGES OF ALLEGIANCE
Council Member Eddie Price led the pledges of allegiance to the flags of the United States
and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR AUGUST
Municipal Courts Manager Claudia Quintero introduced Court Clerk Lindsey Farris.
Lindsey was accompanied by her father, Jason, mother, Rosie, sisters, Rainy, Rivers,
and Leah, and members of the Municipal Court.
Mayor Martin presented Lindsey with a plaque and certificate commemorating her
selection as employee of the month for August 2019.
CONSENT AGENDA (items 2 through 4)
Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 4.
Council Member Bynum seconded the motion.

ITEM NO. 2. APPROVED RESOLUTION NO. 19-1552
Approved Resolution No. 19-1552, supporting the submission of a Safe Routes To School
(SRTS) Grant Application through the Texas Department of Transportation (TxDOT).
SRTS funds are federal funds that require no local match, although the City would be
responsible for any costs above the grant amount. The City is requesting funding for three
projects:

• Dove Trail connection to Fuller-Wiser Road: This project will add approximately 491
feet of sidewalk on the north side of East Midway Drive between Dove Trail and Fuller-
Wiser Road and support elementary school students walking to a new school on East
Midway at International. The estimated cost is $10,000.
• International Elementary School: This project proposes to add four new School Zone
signs with flashing lights and two Activated Crosswalks at or about the intersection of
East Midway Drive and International Drive. The estimated cost is $39,000.
• North Euless Elementary School: This project proposes to add one new Activated
Crosswalk at the intersection of Denton and West Harwood to allow safe pedestrian
traffic from the south side of West Harwood to the North Euless Elementary school.
Estimated cost is $13,000.
ITEM NO. 3. AWARDED REQUEST FOR PROPOSAL NO. 007-19
Award Request for Proposal (RFP) No. 007-19 for specific reinsurance coverage for the
City's health insurance program for October 1, 2019 to September 30, 2020 to
International Specialty for a term of one year. The proposal includes a deductible of
$125,000 per person with a $110,000 aggregating specific deductible. The estimated
expenditure is $711,644.

ITEM NO. 5. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
19-10-CC
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that McMahon Contracting, L.P., 3019 Roy Orr Boulevard, Grand
Prairie, Texas, has requested approval of a temporary use permit to construct and
operate a concrete batch plant for a period of approximately one year, beginning after
August 19, 2019. Temporary use permits may be issued for a maximum of 90 days.
Because this work will take approximately a year, subsequent temporary use permits will
be brought forward to the City Council at the appropriate time. All of the required permits
from the Texas Commission on Environmental Quality (TCEQ) were included with the
request to the City.
Council Member Price motioned to approve Temporary Use Permit No. 19-10-CC for a
portable concrete batch plant located at the Villages of Bear Creek Park.

ITEM NO. 6. HELD PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 19-03-PD AND TABLED FIRST AND FINAL
READING OF ORDINANCE NO. 2223
Mayor Martin opened the public hearing at 7:10 p.m.
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that the applicant is seeking to rezone 4.129 acres located in the
1200 block of North Main Street. The property is currently zoned Neighborhood Business
(C-1) zoning district and the request is to rezone the whole property into a Planned
Development (PD) zoning district to allow the use of the property for an events center and
assembly hall. The event center building is 21,363 square feet and will face onto North
Main Street with a grand entrance and porte-cochere facing North Main Street. The
building will have an 8,665 square foot ballroom, which can be configured for multiple
events including weddings, banquets and dances. Mr. Collins presented drawings and
reviewed the details of the site plan layout, the landscape plan, and building elevations.
Additionally, the Planning and Zoning Commission considered the Planned Development
on July 16, 2019, and recommended approval by a vote of 6-0-0.
Ali Rizvi, owner/applicant, HDB Construction, Carrollton, Texas, was not present for the
public hearing.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:14 p.m.
Council Member Stinneford inquired if the facility could be leased for use as a church on
certain nights or would a separate specific use permit (SUP) be required. He also inquired
if there would be adequate parking spaces if the building is used as a worship center.
City Attorney Wayne Olson advised that the language in the ordinance would need to be
reviewed to ensure it meets the requirements of the City Council.
Mr. Collins advised that Mr. Rivzi answered a similar question during the Planning and
Zoning Commission meeting and Mr. Rivzi stated that when considering any leases or
events for the center, the amount of available parking spaces (289) for the center will be
respected.
Mayor Pro Tern Tompkins inquired if the Planned Development ordinance should include
additional details to better define the intent for usage of the facility given its proximity to
residential areas.
Mr. Olson reiterated that the language of the ordinance would need to be reviewed.

Mayor Martin stated that the City Council may need additional time to consider the
ordinance.
Council Member Stinneford motioned to table Ordinance No. 2223 to the August 27, 2019
City Council meeting.
Council Member Bynum added that a Planned Development allows greater oversight of
a property by the City Council and agrees that additional time for further review is
necessary.
Council Member Bynum seconded the motion.

ITEM NO. 7. HELD PUBLIC HEARING AND APPROVED CRIME CONTROL
AND PREVENTION DISTRICT (CCPD) BUDGET FOR FY2019-
2020
Mayor Martin opened the public hearing at 7:23 p.m.
Finance Director Jewell presented a summary of the budget and advised the City Council
that the proposed Euless Crime Control and Prevention District Budget for Fiscal Year
2019-2020 was approved by the Crime Control and Prevention District Board on May 30,
2019, following a public hearing. State law requires final approval by the City Council
without amendment. The proposed budget continues existing programming by the
district.
Police Chief Mike Brown provided an explanation of the proposed capital expenditures in
the budget.
Mayor Martin asked to hear from any proponents followed by opponents wishing to speak
regarding the item. Seeing none, the public hearing was closed at 7:27 p.m.
Council Member Stinneford motioned to approve the Crime Control and Prevention
District (CCPD) Budget for Fiscal Year 2019-2020.
Council Member Bhojani seconded the motion.

ITEM NO. 8. SET PUBLIC HEARING FOR AUGUST 27, 2019 FOR PROPOSED
CITY OF EULESS BUDGET FOR FY2019-2020
Mayor Pro Tern Tompkins motioned to set a public hearing for August 27, 2019, 7:00 p.m.
in the Euless City Council Chambers regarding the proposed City of Euless Budget for
Fiscal Year 2019-2020.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 9. PLACED A PROPOSAL TO ADOPT CITY OF EULESS AD
VALOREM TAX RATE ON THE SEPTEMBER 10, 2019 AGENDA
Mayor Pro Tern Tompkins motioned to place a proposal to adopt the City of Euless
proposed Ad Valorem Tax Rate of $0.4625 per $100 valuation on the September 10,
2019 City Council agenda.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani

ITEM NO. 10. SCHEDULED PUBLIC HEARINGS ON PROPOSED CITY OF
EULESS AD VALOREM TAX RATE FOR AUGUST 27, 2019, AND
SEPTEMBER 3, 2019
Council Member Price motioned to schedule two public hearings on the proposed City of
Euless Ad Valorem Tax Rate for 7:00 p.m. on August 27, 2019, and for 7.-00 p.m. on
September 3, 2019, in the Euless City Council Chambers.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani

ITEM NO. 11. APPROVED BOARD APPOINTMENTS
The Crime Control and Prevention District (CCPD) is comprised of seven Directors,
including four Council Members and three Citizen Members, who serve staggered two-
year terms that expire September 1 of each year.
Council Member Bhojani motioned to reappoint Council Members Perry Bynum and
Jeremy Tompkins and reappoint Citizen Members Rusty Brown and Mike Pruitt to the
Crime Control and Prevention District Board with terms to expire September 1, 2021.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
