Chairman €3eithlaff as'�ed Mr. Morris if he recei--,,ed a copy of ::he, City Engineer's letter dated March 2nd. He also asked him to address the two items regarding right-of-way mentioned in t€;.fe letter. :fir, Morris stated that when this project first began, DeShaµc; St:<3r ek & Tan were hired to do a traffic study of the area. USbazo, Starok & Tang were hired to analyze the size of the streets, Fit stated that the study utilized land uses and through traffic volumes to determine the size of the streets needed. 11m study determined that: this section of roadway From Mid--Cities to Ash Lane needed to be a two-lane roadway, which will accommodate about 10,000 vehicles per day, FY o A sh Lane to Harwood the two-lane road is still considered sufficient ; however , at the intersection of Harwood, the road needed to widen out to five lanes, and then recommended an undivided Four lane front Harwood to Midway, and tlhen a fo-.4r lane divided from Midway south. This road was designed to carry only local traffic and discourage through traffic. Faller•Wiser was designed to be the main north/souch carrier. Mr. Lynch stated he is concerned as to what will happen before S.H. 360 is constructed. He inquired as to how vehicle storage art Ash Lane is to be handled during rush hour with traffic being directed towards Main Street. Mr. Starek stated that capacity wise, there is not much difference between a thirty-seven foot (370 street and a thirty-one foot (310 street , except that: the root (37 ' ) street allows one lane of parking in each direction; however there is a little more operational capacity at the intersection with the thirty-seven foot UP ) street. After looking at a concepuual dyawing of the entire road, Mr. Qson stated his concern about: the southern end of the proposed Bear Creek Parkway and the width o the divided road at Harwood. Mr , Knight stated that there is twenty feet (204 an either side of the median shown an the construction drawings. Mr. Tyson also stated his concern about the radii of the curves being reduced from 950 to 700 feet. Mr. Knight pointed out that the ordinances allow a reduction to 500 feet an minor residential streets, Mr. Tyson stated he considered Bear Creek Parkway a collector street for the minor roads coming into Hear Creek Parkway. Mr. Knight stated that on minor residential streets of Aft'%v feet (50' ) of right-of-way with thircy-one foot (311 pavement , the City MIS approved a radius as low as 300 feet. On a major thoroughfare where thc: ordinance specifies 1,920 fact radius, the City has approved as low as 1 ,155 feet. Mr. Lynch inquired if there is to be a turn lanes on the ea',+Iwest off Q Ash Lane. Mr. Knight stated that there is only a turn lane is where Village Drive comes into Ash Lane. There was concern among the members thav through traffic would be blocked by traffic trying to turn. Page Three - Plaaninj_A 1984-025 _jqq.J.pj Commission - March 6, 1964 In response to the Traf f ic Safety Coordioa to r's memo dated Jinuary 1 , 1.984, Mr. Knight stated that street lighting and sidewalks will be provided along all street rights-of-way by the developer per City or Euless standards. A lighting layout has not been furnished at this time. There are notes within the construction drawings staving that traffic buttons will be put ...Si P;-�r the State Highway DepartuRnt standards. "No Parking" signs were not addressed ill the plans. The developer has indicated wanting to use a different style of sign ocher than the standard signs toed . The City currently uses a flat blank with green background and white letters. The developer has not presented anything regarding the signs. All signing must meet TMUTCD standards. He Pointed out that the manual specifies the size of the sign blanh, the color, etc. Mr. Morris stated that the signs will be maintained by the Community Association's Perpetual Maintenance Agreement. They will also give the City an emergency stock of signs. Regarding the comment on curb cuts, Mr. Morris stated that there are no curb cuts within this plat ; however, as individual developers buy the lots along the parkway, they will apply separately to the City. Mr. Knight stated that it was the Traffic Safety Coordinator's intent that there be no individual driveway cuts into this road; however, driveways into the project would be permitted. Mr. lynch stated the main question is whether to allow this street to become 'a major carrier for northhouch traffic or retain it to ai-low ingress/egr-.�ss into the various subsections of the addition and force traffic to use the other facility. M? stated he is in favor of not making it a thoroughfare for use by the public at large. There would be no benefit to go with a street in excess of thirty-one feet (310 wide unless going to one that would handle four lanes which would invite traffic. Mr. Lynch made a motion to approve the Right-Of-Way Dedication of Bear Creek Parkway (Harwood Road to Ash Lane) in Villages of Bear Creek First Installment as submitted in accordance with stipulations indicated in the City Engineer 's letter dated 'larch 2, 1984, particularly noting the "no street parking" item in the Traffic Safety Coordinator's memo dany! January 1 , 1984; including a stipulation that there bey no houses facing Bear Creek Parkway and no ind-ividual driveway cuts allowed; the medians on Ash Lane in the east/west direction provide left turn lanes onto Bear Creek Parkway if not already existing; and all signs that vary from the City of Euless street sign standards be provided and approved in accordance at the time that the plats for these individual tracts are submitted. Mr. Tyson seconded the motion, and the vote is as follows: Ayes : Messrs. Lynch, Tyson and Deitbloff Nays : None Chairman Deithloff declared the motion carried.
