I'IENI #2 - .PARKING REQUESTS Mr. Seagraves stated that the request for L75 parking spades per unit is believed to be adequate for, tlae area and is also a trade-off for the added landscaping. The parking will be head-in parking as shown on the site plan. ITEM #3 - S"f"ORM DRAINAGE SYSTEM Mr. Seagraves stated the area is densely wooded and they intend to maintain the existing opera drainage course and vegetation. They have provided a perpetual maintenance agreement. ITEI`€ 4 - CULL-DE--SAC TURNING RADIUS -----------­--- ................ rad Wr. James Knight stated ttaat the ordinance actually specifies a fifty foot. �5f.1') i�.FS, but does not specify whether it is right-of-way or back-to--)aek of curt}. The Eire Department has stated they eaan maneuver in as little as thirty-five: foot. (35 ) radius. The Eire Department approved these plans. The area is to be marked as a fir-0 lane. Chairman Lynch asked the Commission to discuss acid vote on each item individually. ITEM 4l -- MINIMUM ASONARY After reviewing the elevation drawings in which one side: of tine snits was shown to have very little masonary, the Commission agreed that the m€asonary requirernent should be higher than 65%. There was some question as to how the developer's percentage was figures---whether or not the doors and windows were included. Mr. Damrich stated that the doors and windows were included, Which Would raise their percentage. Ir. Deithloff made a motion to recommend that no elevation be less tba.n seventy-.t-our Mr. Ingram seconded the motion, and the vote is as follows: Ayes-, Y' essrs. Deithlof ,f, Ingram, Tyson, and Lynch Nays: None Chairman Lynch declared the motion carried. ITEM ##2 - PARKING REQUIREMENTS The Commission felt that the parking request of 1.75 spaces per unit is adequate dace to the lower density of the project. ITEM #3 - STOWN1 DRAINAGE SYSTEM Mr. Tvson stated he was concerned about the safety of children should the chantle] to the south be underground. He suggested getting a letter of intent .front the developer of the property to the south to continue the proposed open charmel. Mr. Deithloff stated his concern regarding the aninimum finished floor elevation of 533.1 for building 21A and wants it changed to 535.1. Chairman Lynch stated that he did not want to commit the property to the south to an open channel. :Nlr. Knight stated that the chances are good that the developer of the property to the south will leave the channel open because, it will. be to their advantage economically. Mr. Tyson made a motion to recommeii(l approval of the channel as is, but require the developer to get a letter of intent from the developer to the south that the drainage channel will be le left ope.n for at least 100 feet. The motion died for lack of a second. Mr. Ingram made a motion to reCOM.MeDd approval of the drainage channel as proposed. Mr. Deithloff expressed his concern regarding the finished floor elevation for buildings 20A & 21A. Mr. Ingram amended his motion to request staff to review the finished floor elevations I of buildings 20A & 21A. Mr. Deithloff seconded the motion, and the vote is as follows. Ayes: Messrs. Ingram, Deithloff, McMillon and Lynch Nays: Tyson Cillairman Lynch declared tile motion carried. Mir. He stated that tie had met with the, property owners and understood their concerns. lie, therefore, asked to amend his request as follows; Withdraw the request. at Fuller-Wiser Road and Ash Lane and withdraw the C°-2 uses at Fuller-Wiser and Harwood and Hiller-Wiser and Mid-Cities and retain the C;-1 with,. the additional US ; of gas :stations. They requested to have full-service gas sales at the ;:lid-Cities site and gas sales only at the Harwood site. The request at the Harwood site includes structures located no closer than fifty feet to the right-of-way, twenty feet (201) along Fuller-Wirier and Harwood are to be landscaped. and the building is restricted to one stony. The Mid-Cities site includes a forty foot (40') land.w.ape casement on Fuller-6Viserr a twenty-five foot {259 landscape easement on Mid--Cities, and 127 trees will be planted on. the site. Chairman Lynch asked for any additional proponents. There being none, tie asked for any opporient.s. Greg Williams, 511 Parsle-; Laney, Jim & Beth Haber, 500 Parsley Lane; Bill Garcia, 2212 Erwin, Devin Dodson, 2306 Erwin; lliram l,arue, 516 Parsley Lane, Bobby Dryer, 2310 Erwin; Lynn Gray, 2210 Erwin; and John Crosby, 510 Tarragon, each spoke in opposition to the full-service gasoline sales at Fuller-Wiser Road acid Afid-Cities Blvd. and requested a delay in the Commission's decision. Mrs. Baker also had a complaint regarding the notification process stating that several people did not receive notices, although they had lived there several months,, and the sign was placed behind a barricade a.nd lushes. Chairman Lynch explained the advantages of a planned development as opposed to straight C;-1 zoning. He pointed out that the only difference in what is allowed under the current C-1 zoning and the proposed planned development is the gasoline sales. He further pointed out that the proposed planned developnien.t is providing 8113erii.ties that would not be required or guaranteed under the Current Zoning. .Regarding the request at Fuller-Wiser and Harwood, Herbert Carlbir_rg, 1100 Meadow- view asked how the abandoned Fuller-Wiser right-of-ways will. affect his property. He also stated that he was opposed to the gas station next to his backyard. Mr. knight stated that Mir, Carlburg would receive half of the right-of-way at no cost. Mr. Willard McGee, 1:110 N'leadowview also stated he was opposed to the zoning request.. There being, no other opponents, Chairman Lynch closed the public hearing. Mr. T;eson asked Mr. Stabs of his definition of a full-service station. t.Ir. Stabs stated that it would be a. station that performed oil ehanges, tune-ups and repairs. Tie stated they are talking to a major company and the project would be similar to orie in the Las Colinas area. lie stated he would be willing to adjust the building so that all vehicle storage could be accommodated behind the building if preferred. After. additional discussion regarding the appropriateness of .a full-service station, Chair. an Lynch asked Mr. Staks if he was willing to sub.alit elevation drawing's of the gas station facade and more comprehensive restrictions of uses and return at the next m,eetinu with same. Mr. Staks preferred not to submit detailed elevation dr.,.1wings because the major com.,x-.nies have their own specifics design preferences. In the end, he agreed. Mr. Deithloff made a rnotion to table Zoning Cease 484-19 until the August 21st meeting. In order to sallow comments from the property owners at the next meeting, afar. Deithloff amended his motion to reopen the public hearing and table Zoning Case 984-19 until August. 21, 1984, in order to review elevations of the properties at Fuller- Wiser Road and Mid-Cities Blvd. and Fuller-Wiser Road and Harwood Road. Pute Seven °- Planning & Zoning Commission - August 7, 1984 1984-123R Mr, Tyson stated that Iaaarketing for gasoline has changed since the Zoning Ordinance was written in the 1950'x , He recommended that the Commission should look at the ordinance to determine there gasoline sales should be within the ordinance. After additional discussion regarding the appropriateness of a full-service station, Chairman Lynch asked Mr. Staks if he was willing to submit elevation Drawings of the gas station facade and more comprehensive restrictions of uses and return at the next meeting with same . Mr, Steaks preferred not to submit: detailed elevation drawings because the major coIflpanies have their own specific design preferences. In the end, he agreed. Mr. Deithloff made a motion to table ,Zoning Case #84-19 until the August 21st meeting. In order to allow comments from the property owners at the next meeting, Mr. Deithloff amended his motion to reopen the public hearing; and table Zoning Case #84-19 until August 21 , 1984, in order to review elevations of the properties at Fuller-Winer. Road and Mid-Cities Blvd. and Fuller-Wiser Road and Harwood Road. Mr. Tngram seconded the motion, and than vote is as Follows: Ayes : Messrs. Chairman Lynch asked for any additional. proponents. There being none, he asked for any opponents. There being none , he closed the public bearing. Mr. Tyson stated that be was not in :favor of blanket I-1 zoning and not really in favor of m in i-warc houses in that area. Mr, Deithloff stated that he also was not in favor and thought the I°1 could be considered spot zoning. Mr. David IldUllen, President of Triple .D Properties, presented the request stating he wanted to build fourplexes or townhouse units on the property. Chairman Lynch asked the size of the property. Mr. Mullen stated drat. there are two lots, one 7.5' x. 155' and the other 65' x 155% He stated lie is restricted to eight units because of the size of the property. lie stated the property is under contract, but .is riot subject to rezoning. Chairman Lynch asked if there were any other proponents. There were none. ylr. Deithloff asked if there was any ingress or, egress proposed off of Pipeline load. Mr. Tyson stated that tie is not in favor of multi-family zoning (R-8 or R-4) in that area. however, it is in keeping with the CUD for R-2 to the east.
