Mr. Walter, Elliott, Elliott. & HUghes, Ine., representing Blair & Associates, presented,
the request for preliminary platting. He stated the property is currently zoned Ii-3
and R-4 Ml.tr-farriily; ,however, they intend to build 0-lot line homes, thereby reducing,
the density to 5.4 units per acre. He further stated he had subinitted a site plan
requesting; five, varipnces to accomuicx1ate the construction of sane.
Mr. Lynch stated the variances requested as follows and asked for any discussion:
1. REAR YARD REQUIRE AMENT: In lieu of the twenty-five .foot (15') rear yard, a
fifteen foot. (151) rear yard is being requested.
2. i,;R I Yll;lil DISTANCE BETWEEN BUILDINGS. Irn .lieu of the fifteen foot (15')
minimum, a ten Foot. (Ilfl nninimur€n oistance between window walls and blank
walls is being requested.
3. BUILDING SETBACK FROM PROPERTY LINES: In lieu of all buildings having
a twenty--rive foot (25') setback fror€n all property lines, one side is requested to
be a. ri-inimum of ten feet (10') and the Other side is proposed to have no setback.
4. LOT AREA: Minimum lot area of four thousand (4,000) s feet. in Iii a of the
seventy--five hundred (7,500) square feet normally faurrd in the. R-1 zoning; district
is being requested.
5. MINIMUM LOT WIDTH: The mininium, lot width is rec,uest.ed to be forty feet
(4101) in lieu of sixty--five feet (051).
There were no comments from the Commission regarding the variances requested.
CI>a.irrnan Lynch pointed out that Staff is-concie.rned with the number and arrangernent
of private drives accessing oil of Baze load. He asked Mr. Elliott if he had
considered turnarounds on those lots.
,Mr. Elliott stated tie did not feel Baze Road will be a major collector and believed
rrnost of the traffic, will travel north to Wade instead of sout,i to Y,id--C'ities Blvd. He
stater; there wou'd not be sufficient room to provide a turnaround. He ,pointed out
that they are also hedged in by the creek behind these lots.
Ydr, `Tyson stated he visualizes Rafe as a major collector, and believes it is dangerous
to those residents oil Raze I..oad.
Chairman Lynch and Mr. Ingram preferred the reduction in density and felt the density
offset the co ncern of the drives acc�essint; off of" Haze Road.
It was noted that Priest Lane is to tie extended to the west to F.M. 157 which will
reduce sorrne of the traffic on Baze Drive at liclid- Cities Blvd.

Due to the fact there was no representative for this request, Mr. Tyler explained that
the correction is to add a water line easement teat was ina6vertently left off of the
plat. The engineering plans were not affected.
Mr. MeMillon made a motion to recommend approval of the Corrected Plat of Lot 3,
Block 6, Villages of Bear Creek as presented.
NIr. Ingram seconded the motion., and the vote is as follows:

heard first and the the opponents.
N11r. Glenn Haun, representing TDI., Inca., presented the request for rezoning. He stated
the site is proposed to be used for daycare facility, retail, office, nxid a drive-through

i`d'lr. Steve Watten, attorney representing John Howes, spoke against the zoning request
citing that the current roads cannot support the business traffic, there is enow-di
commercial. property in the area, the corner is imsafe for children, and a similar
request across Baze, was denied.
Mr. Mike Dickerson, 703 Argone Ct.; .Mrs. Lori Black, 707 Argone Ct.; Mrs. Flo Dickey,
2908 haze; Mrs. Barbara Manson, 712 Essex; doe Tsou, ;115 Argone Ct.; 114r. Donald
Gatti, 003 Wine; and V ra. Lana Parsons, 715 Argone Ct. each spoke in opposition to
the realest due to heavy traffic, poor road conditions, and that enough corrrrnercial
property already exists at Glade and Main.
Mrs. Dickerson presented a letter from Candy Works, 709 Argone Ct., stating her
opposition.
'-There being no additional opponents, Chairman Lynch closed the public hearing.
The Commission concurred that the area does not warrant farther commercial zoning,
the Future Land Use Plan designates the area. as single family, and the concerns of
the property on the east side of Baze holds true for this property.

Chairrstan 1.yncch explained the rules anti opened the publics hearing.
tlr. l:lavid Pt ullen, President of `l'riple "D" Builders, presented fist request for rezoning
to allow duplexes at the northwest corner of Cannon and South Pipeline. He noted
that he came before the Cora mission last month, where they told hire they could not
support the 1:.-4 zoning he was re-questing, but could possibly support R-2 which is
basically the sane zoning at the northeast corner of Cannon and South Pipeline. 11e:
further stated that access would be from Cannon to the rear of the units.
l'he Coniniission. agreed they %vanted something in ;writing to restrict curb cuts off of
SocIth Pipeline; however, they disagreed as to how to fro about it. There was
considerable discussion regarding whether the request could be amended to CUD.

Chairman Lynch stated he wanted ara opinion from the City Attorney regarding the
lcagaalities of amending a zoning change request which was advertized as categorical
zoning to a Planned Development or' Community Unit Development and vice-versa.
Chairman Lynch asked for any additional proponents. There being nark, he for
a ny opponents. There being none, he closed the public hearing.
?1r. Tyson made a motion to recommend approval of Zoning Case No. 84-27 with the
restriction that no curb cuts be allowed on South Pipeline Road.
After discussion to decide by what rr€eans to enforce the restriction, 1Ir. Tyson
amended his motion to recommend approval of Zoning Case No. 84-27 with the
restriction that no curb cuts be allowed on South .Pipeline Road to be enforced by a
CUD, minute order or whatever mechanism is possible.
Mr. Ingram seconded the motion, and the vote is as follows:

Mr, Keith Wallace, �'�ashingt+�n�t�'€allac°r., Inc*., presented. the request for rezoning to
remove, the restriction placed previously on the site that no access be allowed onto
IV. Pipeline Toad, He stated that if someone wants to go down W. Pipeline, they will
go down Pipeline even it they have to go to Raider and north to Pipeline, which is

EMOSS Blvd. tale corm- ented that the P & Z Commission's motion at that time was
thaat major access be from W. Euless Blvd.
Mr. 'ferry Watson of i)eShazo, Starer, and 'fang `T'raff'ic Consultants, presented the
findira',Ys of a, traffic study they prepared. stating for this size tract, access should be
allowed in both directions. He noted that Pipeline will eventually be a four-lame road
with a center left tuna lane.
Chairman Lynch asked for any additional proponents. There being none, tae asked for
any op,,,x)nents. There being; none, he closed the public hearing.

Cha.irinan Lynch noted that in the minutes of the original zoning case, the
recommendation did riot expressly prohibit access onto Pipeline.
Mr. Tyson stated it was his intent when voting that no access would be allowed onto
W. Pipeline. He stated that, due to changes in the area, he now reels that this hand
is Crest suited for Single Family development and thinks the zoning should be changed
to R--1.
Mr. recalled it was the Commission's intention to prohibit access onto
Pipeline.
Chairman Lynch stated originally he was riot totally opposed to the access on W.
Pipeline and is still riot; however, he is concerned with the existing Condition of
Pty (-,'1iDe.
Ylr. Ingrain and Mrs. Park stated they were not totally opposed to the access either,
Mrs. Park further commented that the street i.rnprovements were riot keeping up with
dove.]oprnent and that denying this development access to W. Pipeline will riot solve=
the traffic problem.
After additional discussion. Vlr. Tyson made a motion to reconrniend denial of boning
Case No. 54-28.
Mr. MOrlillon. seconded the motion, and the vote was as -follows:
Ayes: Messrs. Mc Millon and Tyson
Days: Mrs. :Park and Messrs. Lngram, l:li.11, and Lynch
Chairman Lynch declared the motion slid not carry.
Mrs. Pail; made a motion to recommend approval of Zoning Case �=o. 84-'?8 as
presented.
A for considerable discussion regarding how to limit access to Pipe fine without totally
restricting it, Mrs. Park withdrew her motion rare to lack of a second.
Mr. Hill made a motion to recorn mend approval of Zoning Case No. 84-28 with the
amendment that access to VV, Pipeline be, denied to this project until W. Pipeline
Road had been improved to its proposed status froyn Central Drive; to Wlestpark Way.
Mr. Ingram seconded the motion, and the vote is as follows-
Ayes: Mrs. Parr:, rVles, rs. Hill, Ingram, Lynch, and McMillon
Nays: lr. Tyson
Chairman Lynch declared the notion carried.
